This study aims to analyse major changes of Mental Health Promotion and Welfare Service Support Act(MHPWSSA) and critically discuss these changes based on the major discourses on Mental Health Act revision. For this purposes this study reviewed literatures and government reports to understand human rights discourses, welfare discourses, and prevention discourses. Secondly, the major changes of MHPWSSA were analysed and discussed based on those discourses. This study found that MHPWSSA defined the concept of people with mental disorders narrowly, tightened the involuntary admission procedures, introduced welfare service support provisions and mental health promotion provisions. But this study shows that the new legislation may well be criticised due to neglect of the concept of disability and people with psychiatric disability, involuntary admission without mental capacity assessment, neglect of the basic values and principles of self determination and independent living common in welfare of the persons with disability. And the new legislation may be criticised due to overuse of the concept of mental health promotion as encompassing promotion, prevention, treatment and rehabilitation.

최근 정신질환의 심각성과 정신보건의 증진에 대한 세계적 관심이 고조되면서 세계보건기구(WHO)와 미국 보건복지부(DHHS)에서는 잇달아 정신보건에 대한 연구 결과들을 발표하였다(United States Public Health Service Office of He Surgeon Central, 1999 & 2001, World Health Organization, 2001). 이러한 가운데 지난해 미국 정부는 대통령 직속의 정신보건위원회를 설립하여 현재 정신보건서비스제도가 드러내고 있는 다양한 문제점들을 파악, 분석하여 개선 방안들을 제안해 줄 것을 요청하였다. 미국 사회의 정신질환 및 정신보건과 관련된 서비스시스템을 개선하기 위한 이러한 획기적인 노력은 1997년 Carter대통령 쥐임 직후 구성된 정신보건위원회(President's Commission on Mental Health) 이후 약 25년 만에 이루어진 일로서 정신보건 분야뿐만 아니라 미국 사회 전반에 걸쳐 비상을 관심을 끌고 있다. 그리고 이러한 노력과 결과는 최근 들어 심각하게 노출되는 정신질환 및 사회병리 현상으로 어려움을 겪고있는 한국 사회에도 많은 시사점을 줄 수 있으리라 기대된다. 따라서 본 연구는 정신보건위원회의 활동을 중심으로 미국 사회의 정신보건에 대한 다양한 문제를 인식하고 이를 해결하기 위한 정신보건서비스제도 개선 방안을 고찰하는 것을 목적으로 한다. 연구의 주요 내용으로는 위원회의 설립 배경과 활동 경과, 정신보건제도의 다양한 문제점과 개혁 방안으로 구성되었다. 그리고 이러한 고찰은 우리나라 정신보건제도에 대한 인식과 발전 방향에 대한 새로운 조망을 도출해낼 수 있으리라 기대한다. 연구의 주요 방법으로는 각종 연구보고서와 기존 문헌을 이용한 문헌 연구를 활용하였으며, 기존 출간 자료나 통계에 밝혀지지 않은 사항은 정신보건위원회의 위원과의 직접 인터뷰를 통해 보완되었다.

This study aims to examine whether the relationship between client violence and turnover intentions is mediated by job stress among community mental health social workers. Data of a sample of 1,429 drawn from a study of nation-wide mental health promotion centers in 2013 was analyzed in order to verify both the direct and mediating effects between client violence, turnover intentions, and job stress. The study found that 67.2%(n=961) of the sample experienced client violences in the workplace. Furthermore, the experience of client violences had a direct effect on turnover intentions and job stress had a partially mediating effect on the relationship between client violence and turnover intentions. Based on the results, implications were discussed to reduce the extent of job stress of mental health social workers and to provide a safer work environment.

The purpose of this study is to understand the context of mental hospital admission and discharge related with the stakeholder and to find out issues about public management on mental health disabilities. To this process, the more effecive alternative policies for mental health will be offered. As a research tool, the qualitative study was used, and the 6 case were analyzed. Through this study, we find 5 theme such as admission type occurred outside public management, uneffective public management in mental hospital treatment, long-term treatment mechanism occured in mental hospital, helplessness and role distortion of public follow-up system. According to the mental health law, mental hospital admission and discharge on mental health disabilities is to managed public system. But public management with mental health disabilities did not work on. In this results, we are find infringement on mental health disabilities. According to these findings, several suggestions are offered for better policies about admission and discharge procedures managed by public system.

Purpose: Economic and social pressures are driving Korea to reform its mental health services. However, it is not easy for the governments to find to the proper method for the mental health service network. This study is to find the mental health service network in Japan. Methods: The survey was conducted by researches and field studies. 1) Researches for mental health service network and facilities. 2) Field study is for Mental Health and Welfare Network in Tokyo. Results: The result of this study can be summarized into three points. The first one, Reform measures are beginning to promote the concept of "normalization" in japanese society. The second one, Facilities of Mental health and welfare system designed by level that can be providing places for people with mental problems. The third one, Facilities consist of barrier-free environment for people with mental problems.

The purpose of this study was firstly to analyse the conceptualization of disability of the Mental Health Act and related laws and to suggest revision of the definition of psychiatric disability of Mental Health Act to improve the protection of human rights and welfare of the people with psychiatric disability. For these purposes this paper reflected on the disability models of WHO(1980, 2001) and multiple paradigm of disability of Priestley(1998) and suggested a new conceptualization of disability consists of impairment, functional disability, and social interactional disability. Based on the analyses of conceptualizations of psychiatric disability of related laws, this study suggested revision of Mental Health Act to distinguish between mental disorder and psychiatric disability, to introduce the definition of mental capacity, and to expand the conceptualization of social interactional disability.
