This study aims to elucidate the major issues and problems of the North Korean woman defectors focusing on the Community settlement system of Korean society in the time of the historical change of the rapidly changing inter - Korean relations starting from the recent summit talks between North and South Korea. Analytical methods were conducted using literature and previous research data. The results of this study are summarized as follows. The necessity of legal and institutional support reflecting the characteristics of life of North Korean woman defectors and experience of defecting, the necessity of development and management of employment education and employment support program for stable settlement support, the necessity of an integrated support system of public - private cooperation governance structure The need for a tailored social adaptation program tailored to individual needs arises. The results of this study are important to suggest the direction of improvement of the actual system through studying the policy and system of the settlement of Korean society in advance of the unification era. In future research, the support system for the settlement of the South Korean society A variety of studies to identify the factors for role formation will be needed.

This study explores "4.27 Panmunjom Declaration" and "9.19 Pyongyang Declaration" for the peace and prosperity of the Korean Peninsula in terms of inter-Korean exchanges and scrutinizes the Declarations in conjunction with the New Economic Initiative of the Korean Peninsula. The leadership of President Moon Jae-in pursues the value of the "peaceful and prosperous Korean Peninsula" of which pre-requisite and requirement are exchanges and cooperation between South and North Koreas. The New Economic Initiative of the Korea Peninsula for economic prosperity proposed in the inter-Korean summit premises complete denuclearization in the Peninsula. It is accentuated that the Initiative provides a new tonic impetus to the Korean economy in recession, and simultaneously, shapes a necessary foundation for the economic development of North Korea. The Initiative with connotation of the two Korea's mutual opulence aims at proceeding to a new Korean Peninsular system. The new system implies the new peace-cooperative community where confrontation and discord are ceased, and the new economic-cooperative one where the age of ideological rivalry comes to an end. The two Koreas have to lead the new age of peaceful and prosperous Northeast Asia as a buffer zone of peace.

This paper analyzes the structures and issues of 2018 Korean local elections based on the author's observations on the electoral processes. Even if this paper does not follow a traditional statistical method, it provides the interpretative meanings of 2018 local elections by utilizing an expert's observations of campaign processes. This result of 2018 election can be summarized into two analytical frames. In terms of electoral competition structure, three key factors, such as presidential approval rating, party competition structure, ideological spectrum, tend to affect the winning of governing party. In the light of election issue, the inter-Korean summit, the Washington-Pyeongyang summit, Incheon deprecating remark were positive to the vote gains of governing party, but the negative campaign, the drucking scandal and the swing voters were found not to be significant. The local election in Korea tends to show dual meanings, a proxy war of national-level politics and a composition process of local government. This paper found that the 2018 election has dual meanings at the same time, in a sense that it is the punishment of the ex-governing party's wrongdoing and the power change of local government.

This study estimates connectedness index among the US, China, Europe, Japan, and South Korea using monthly economic policy uncertainty (EPU) data from January 2000 to December 2023. The connectedness index allows us to analyze the effect of global economic uncertainty on domestic economic uncertainty. The EPU is used as a proxy for economic uncertainty. Inter-country connectedness index is computed from variance decomposition. The findings from forecast error variance decomposition show that three-fourths of total uncertainty comes from economic uncertainty in the own country and one-fourth of total uncertainty comes from economic uncertainty in the others. The analysis on net pairwise connectedness reveals that, even though the extent of the effect of economic uncertainty in one country from economic uncertainty in another country varies over time, economic uncertainty in South Korea, a small-open economy, is mainly affected by economic uncertainty in the others. The reverse situation rarely happens except in the specific occurrence such as the collapse of the credit bubble in 2003 and the subsequent years, the inter-Korean summit and North Korea-the US summit in 2018, and the period from the first outbreak of COVID-19 on the implementation of the government's severe regulation against COVID-19.

The idea of creating an International Space Exploitation Agency (tentative title: hereinafter referred to ISEA) is only my academic and theoretical opinion. It is necessary for us to establish ISEA as an international organization for the efficient and rapid exploitation of natural resources in the moon and other celestial bodies. The creation of ISEA as a new international organization is based on the Article 11, 5 and Article 18 of the 1979 Moon Agreement. In order to create it as a preliminary procedure, it needs to make the Draft for the Convention on the Establishment an ISEA among the space-faring countries. The main contents of this paper is composed of (1) introduction, (2) joint exploitation of the natural resources (Heliumn-3, etc.) in the moon and ISEA, (3) activities for the exploitation of moon and other celestial bodies by the space-faring powers, (4) legal problems and Solution for the exploitation and mining rights of the natural resources in the moon, mars and celestial bodies, (5) procedure of creating an ISEA, (6) the principal points that need to be included in the draft for the ISEA convention, (7) conclusion. The creation of an ISEA would lead to a strengthening of the cooperation among the States deemed essential by the global community towards joint undertakings in space and would act as a catalyst for the efforts on the exploitation of the natural resources moon, mars, Venus, Mercury and other celestial bodies and allow resources, technology, manpower and finances to be centrally managed in an independent fashion to the benefit of the space-faring countries. It is desirable and necessary for us to create ISEA in order to promote cooperation in the field of space policy, law, science technology and industry etc. among the space-faring countries. The creation of the ISEA will be promoted the international cooperation among the space-faring countries in exploration and exploitations of the natural resources in the moon, Mars, Venus, Mercury and other celestial bodies. Finally, it should be noted that the political drive will be necessary not only to set up the organization ISEA, but also study a subsequent measures. It is also necessary for us to create the ISEA in order to develop the space industry, to strengthen friendly relations and to promote research cooperation among the space-faring countries based on the new ideology and creative ideas. If the heads (president or prime minister) of the space super-powers including the UNCOPUOS will be agreed to establish ISEA at a summit conference, 1 believe that it is possible to establish an ISEA in the near future.

It is necessary for us to establish ISA as an international organization for the efficient and rapid exploitation of natural resources in the moon, Mars and other celestial bodies. The establishment of ISA as a new international regime is based on the Article 11, 5 and Article 18 of the 1979 Moon Agreement. In order to establish as a preliminary procedure, it needs to make a "Draft for the Convention on the Establishment of an International Space Agency" among the space-faring countries. In this paper, I was examined the domestic space legislation in the United States, Luxembourg, European Space Agency, China, Japan, the Republic of Korea as well as space exploration and planning of the moons, Mars, Asteroids, Venus, Jupiter, Saturn, Titan and Other Celestial Bodies. The creation of an ISA would lead to a strengthening of the cooperation needed essentially by the developed countries towards joint and cooperative undertakings in space and would act as a catalyst for the space exploration and exploitation of the moon, Mars and other celestial bodies. It will be managed effectively and centrally the exploitation and exploitation of space the natural resources, technology, manpower and finances as an independent organization in order to get the benefit of the space developed countries by ISA. It is desirable and necessary for us to establish ISA in order to promote cooperation in space policy, law, science technology and industry among the space developed countries in the near future. The establishment of the ISA will be promoted the international cooperation among the space-faring countries in exploration and exploitations of the natural resources in the moon and other celestial bodies. I would propose the "Draft for the Convention for the Establishment of an International Space Agency." in refering the "Convention for the Establishment of a European Space Agency." This "Draft for the Convention Convention for the Establishment of an ISA" must pass the abovementioned "Draft for the Convention" by two-third majority of Diplomatic Conference in the UNCOPUOS. Finally, a very important point is need that a political drive at the highest level and a solemn statement by heads of state of the space devloped countries including the United Nations for the space exploitation of the medium and long term. It should be noted that this political drive will be necessary not only to set up the organization, but also during a subsequent period. It is desirable and necessary for us to establish the ISA in order to develop the space industry, to strengthen friendly relations and to promote research cooperation among the space-faring countries based on the new ideology and creative ideas. If the heads of the superpowers including the United Nations will be agreed to establish ISA at a summit conference, 1 am sure that it is possible to establish an ISA in the near future.
