인도네시아 항만 PPP 사업 지원사례

  • 한-인니 간 해양 협력 MOU(2016.5)를 기반으로 현 정부의 신남방정책에 따라 협력사업 다변화 및 우리 기업의 진출 교두보 마련을 위한 해양수산부의 해외항만개발 협력지원사업으로 '인도네시아 항만개발 기본계획 및 타당성조사'를 추진중에 있다. 본 논문에서는 인도네시아 해양조정부(CMMA)의 주도하에 북깔리만탄 주정부와 민간기업이 합작 추진하는 따나쿠닝 신항만 및 산업단지의 PPP 사업 진행을 위한 OBC 단계의 주요 연구내용, 중앙정부 항만 정책, BAPPENAS가 규정하는 PPP 절차에 부합하는 타당성조사의 수행사례를 다룬다. 특히 인도네시아정부의 PPP사업 시행절차를 소개하고, 수요예측 및 개발규모, 항만기본계획, 경제적·재정적 타당성분석과 전체 PPP 추진전략을 제시하여 해외항만개발사업에 진출시 참고할 수 있도록 하였다.

Introduction of Bioethanol to Domestic Transportation Market and Implication for CDM Project (수송용 바이오에탄올 도입의 경제성평가 및 CDM 사업 타당성)

  • 본 연구에서는 수송부문 온실가스 저감 대책으로 수송용 바이오에탄올을 국내 수송시장에 도입한 형태에 대해 살펴보았다. 바이오에탄올의 경우 'Carbon Neutral' 한 특성에 따라 친환경연료로써의 이점이 크나 원재료를 수입해야하고, 또 정부정책방향에 따라 경제성이 좌우된다. 분석결과, E5를 도입하여 저감잠재량을 분석했을 때 기존 휘발유 수요전망보다 연간 15억 $CO_2kg/yr$ 정도의 감축이 가능한 것으로 나타난다. 비용분석 결과 현재 휘발유에 부과하는 규모와 같은 정도의 세금이 부과한 바이오에탄올 공급가격은 1639.2원이다. 이는 휘발유 판매 가격인 1448.5에 비해 경쟁력이 없으나 바이오에탄올이 CDM 사업으로 인정받아 CERs 수익을 얻을 수 있는 경우의 공급가격은 1583.5원으로 배출권 수익을 포함하지 않았을 때보다 50원 정도의 추가 수익을 발생함을 확인하였다. 이는 바이오에탄올의 면세범위를 줄임으로써 납세자의 세금을 통한 사업자에 대한 과도한 지원을 지양할 수 있는 적정한 정부지원정책 방법으로 고려될 수 있을 것이다.

The Characteristics of Community-Driven Allotments and Revitalisation of Allotments in Deprived Areas - Focusing on the Case of Sheffield, UK - (커뮤니티 주도 시민농장의 특징과 박탈감 지역의 시민농장 활성화 방안 - 영국 셰필드 시민농장을 사례로 -)

  • This study aims to understand the background and characteristics of the UK's allotments, as the UK is one of the nations participating in allotment invigoration. This study will focus on approaches to policy, active governance, and socioeconomic impact. To address this, allotment-related issues, policies since the beginning of the 19th century were analysed. In addition to this, Sheffield City, UK, was selected as a specific case to analyse the framework of allotment management, active governance concerning allotment management, and the residents' perceptions of allotments through a questionnaire survey. It was found first that the UK government, since 1806, has been consistently producing localism policies aiming to devolve management authority into local governments, which actively obtain sites for allotments. Secondly, the structure of allotment management formed in active governance leads the overall maintenance, partnership, income generation, and monitoring of the allotments. Interestingly, the structure of the department organisation of local government in Sheffield established the position of community manager, who encourages community invigoration. However, a gap between socioeconomic aspects was found in which the allotment invigoration in lesser deprived areas outweighs the invigoration in more deprived areas. In contrast, according to the questionnaire survey, respondents in more deprived areas were more likely to be involved in allotment activities and the community. The key to addressing the socioeconomic gap in the context of allotment invigoration is the adoption of the Public-Community-Private-Partnership framework. This will be of great importance to longer-term promotion of beneficial allotment practices.

A Study on the Moderating Effect of Government Support Policy between Eco- Friendly Vehicles Attributes and Consumer Purchasing Attitudes in Service Management Era (서비스경영시대의 친환경자동차 제품속성과 소비자 구매의도 간에서 정부지원정책의 조절효과에 관한 연구)

  • The implication of this study is that the development and market participation of the next generation eco - friendly vehicles is accelerating, and consumers 'interest is increasing. Also, the product attributes of environment - friendly vehicles and the government's policy support for the next generation eco - friendly vehicles. The purpose of this study is to investigate the effect of purchasing behavior of eco-friendly vehicles on the product attributes of eco-friendly vehicles. Economic, image, functionality, and service convenience have positive effects on consumers' purchase intention. As a result of examining the moderating effect of the government support policy between the product attributes of environment - friendly vehicles and the purchase intentions of environment - friendly vehicles, the government or municipal government has no control effect such as vehicle price subsidy, vehicle tax subsidy, Carbon tax support to prevent emissions was found to have a moderating effect of supporting 10,000 won per ton, even if 5,000 won per ton was supported. This suggests that consumers who prefer to buy eco-friendly vehicles are more likely to have environmental factors.

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

제10차 정책토론회 동북아 물류중심 실현을 위한 선결과제 및 제도적 지원방안

  • 동북아물류 중심 실현을 위해서는 종합물류기업 육성과 중국을 중심으로 하는 물류정책이 필요하다. (사)한국물류협회(회장 서병륜)와 한국로지스틱스학회, 매일경제신문, 물류신문사가 공동으로 주최하고 대신정보통신(주), (주)진양로지스틱스, 로지스올 그룹이 후원한 제10차 물류정책토론회에서 이와 같은 주장이 제기됐다. 지난 3월 23일 전국경제인연합회 회관 대회의실에서 200여명이 참석한 가운데 개최된 토론회에서 서병륜 (사)한국물류협회 회장은 개회사를 통해 ''정부는 중국경제의 역동적 성장으로 인한 위기를 우리의 국부창출을 위한 기회로 전환하고자 동북아 물류중심 로드맵을 발표하고 국가물류체계 개선대책을 내놓는 등 물류산업의 발전을 위해 다각적인 노력을 해오고 있다''며 ''이는 정부뿐만 아니라 물류관계자 모두의 노력 위에서 실현될 것이므로 우리도 이를 위해 매진해야 한다 ''고 말했다. 진형인 한국로지스틱스학회 회장은 인사말을 통해 ''동북아 물류중심화 실현을 위해서는 여러 가지 해야할 과제가 많다''며 ''이와 같은 과제해결을 위한 토론회와 많은 연구가 필요하다''고 말했다. 이번 토론회에서는 ‘동북아 물류중심 실현을 위한 선결과제 및 제도적 지원방안’이라는 주제로 제1테마 ‘중국의 물류 환경 변화와 동북아 물류중심화 전략의 보완방안’, 제2테마 ‘국제경쟁력을 가진 종합물류기업의 효율적 육성방안’으로 나뉘어 해양수산개발원원 임종관 박사와 SJ-GLS의 이병욱 박사가 각각 주제발표를 진행했다.

An Study on the Actual Conditions of Venture Business in Busan from the Venture Ecological perspective (지방정부의 벤처기업 육성지원 시책에 대한 실태 연구 - 부산지역 벤처생태계를 중심으로 -)

  • The purpose of this study is to analyze the actual conditions of Busan venture-ecosystem in mind that venture-policy is to be propelled actively for revitalization of local economy and improving the rate of joblessness in Busan. The Analytic framework is the concept of venture-ecosystem which is focused on interaction between the venture business and the environment. Because it has provided the conceptual frame of the venture-policy to make venture-friendly environment. Period of analyzing Busan venture-ecosystem is from 2004 to 2006 because venture-policy was changed greatly by participation government sailing. According to study finding, Busan venture-ecosystem is very weak in both quantitative and qualitative side. And it is estimated that the situation of Busan venture-ecosystem is high to be worsed by participation government's policy change. Also, venture policy and measures of Busan area shows that diversification of support target is urgent because of being overemphasized in IT industry.

A Study on Policy Preference to Specialize in Ship Finance for Busan's Financial Hub Function (부산 금융중심지의 선박금융특화를 위한 정책 선호도 분석)

  • Despite the fact that Korea is ranked No. 1 in shipbuilding industry, it has encountered limitations in providing domestic ship finance. Therefore, there has been an increased demand for expanding ship finance through domestic financial institutions, which has been mostly discussed by political communities. In particular, the city of Busan has shown its keen interest in the vitalization of ship finance and proposed a plan to specialize in ship finance to promote the financial hub function. In this regard, we investigate the preference of Busan city for several effective policy options that can support the ship finance. Our investigation was carried out by opinion leaders of Busan city through AHP (Analytic Hierarchy Process) method. Our results show that Busan city has a strong preference for the establishment of a Ship Finance Corporation which provide policy finance with ship industry only. This is different from preferences of the government and ship finance market.

  • 에너지 시스템의 도입 목표는 에너지 사용자 및 국가적인 측면에서 차이가 있을 수 있다. 따라서 에너지 수급 및 이용의 효율화를 추구하는 국가 에너지 정책의 실현을 위하여는 정부는 성에너지성이 우수한 지원에 인색하여서는 안된다. 특히 에너지 시스템 도입의 국가적 목표를 에너지 사용자 측면에서 강조되어야 할 경제성에 두고 에너지 정책을 수행하여 나간다면 국가적인 차원에서 성에너지화는 불가능하게 됨에 유의하여야 한다.

Paradigm Shifts in the Regional Policy of the UK National Government and the Implications for the Korean Context (영국 지역정책 변화 동향과 우리나라에의 시사점)

  • This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.
