Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

국가연구개발사업은 정부행정기관이 법령에 따라 연구개발과제를 선정하여 연구개발비의 전부 또는 일부를 출연하거나 공공기금 등으로 지원하는 국가사업으로， 2010년 국가연구개발사업 중 정부 주요부처의 항공우주 분야 국가연구개발사업을 발췌하여 일선 연구 현장의 편의를 도모하고 연구 생산성 제고에 기여할 목적으로 다음과 같이 안내한다.

국가연구개발사업은 현재 각 부처 별 다수의 법률에 근거하여 운영되고 있다. 일선 연구자 입장에서의 행정 절차 상 불편함과 국가 연구개발 중장기 계획 상 일관성의 부족이 문제로 지적되었다. 이에 수년 전부터 국가연구개발사업에 공통적으로 적용할 법률의 필요성이 제기되었으나, 실제로 제정되지는 않았다. 이 논문에서는 여러 정부 부처를 아우르는 국가연구개발사업 법률 제정 시 사안 별로 공통 적용을 해야 할 것과 그렇게 하지 말아야 할 것을 구별한다. 관련 정부 조직 개편에 있어서는 각 정부 부처들의 국가연구개발사업 기획 기능 강화와 국가과학기술자문회의 및 과학기술혁신본부의 정부 부처 간 사업 조정 기능 강화, 그리고 전문기관의 사업 관리 기능 전담을 법적으로 규정할 것을 주장한다. 국가연구개발 중장기 계획의 일관성 제고가 이 법률안의 취지에 포함되나, 중장기 계획은 지속적으로 제 개정이 필요하기 때문에 법적으로는 근거 조항만 두고, 국가과학기술자문회의가 범부처 중장기 계획을 수립하도록 할 것을 주장한다. 또한 부처 간 사업 조정 시 유사 및 중복 사업이 아닌 경우, 사업이 축소되지 않고 각 부처가 개별적으로 진행할 수 있는 근거 조항이 필요함을 주장한다.

최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.

Government R&D policies generate diverse intended and unintended effects including innovator-specific and spatial effects. The Korean government has promoted R&D policies throughout the industrializing period, resulting in R&D networks focused on government research institutes geographically concentrated in the Capital region and Daedeok. This research aims to review the development of the Korean national R&D projects and analyze the recent composition of participants and spatial effects of the Korean national R&D projects. The results show that, in terms of the participants, the R&D networks generated from the Korean national R&D projects have been diversified from dominance of the government research institutes to strategic collaboration between the Korean private firms, universities, and government research institutes. Spatially, the R&D networks are not regionalized, and many private firms in most of the regions have nationwide R&D networks or still rely on the R&D networks in the Capital region.

The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. Government support of technology commercialization support business performance necessary steps to support the needs of the incubator companies and step conditions. 과학기술이 국가경쟁력에서 차지하는 비중이 높아지면서, 국가 차원에서 과학기술역량의 확충을 위한 다양한 정책적 노력이 경주되고 있으며, 그 일환으로 정부연구개발사업과 관련된 예산도 지속적으로 증가하여 왔다. 이와 함께 최근 들어 공공부분에 책무성(accountability)에 대한 논의와 함께 성과주의 제도의 적극적인 도입이 검토되고 있다. 특히 다양한 특성을 가진 많은 정부사업들이 적절하게 추진되고 있는지 그 성과를 측정하고 관리하는 것은 책무성의 이행이라는 측면에서 상당히 중요하다. 이에 따라 성과를 보다 명확히 측정할 수 있는 도구의 필요성과 함께 균형성과표(Balanced Scorecard: BSC)가 새롭게 조명을 받고 있다. 본 연구에서는 BSC의 기본모형을 확장하여 정부연구개발사업에 적용해 보고자 한다.

정보통신연구개발사업은 정부연구개발사업 전체에서 차지하는 비중이 작지 않음에도 불구하고, 이에 대한 연구는 매우 미흡하여 사업의 변천과정이나 추진현황과 같은 기본적인 사항조차도 부정확하게 알려져 있는 실정이다. 이에 따라 본 연구는 1977년 이래에 수행된 정보통신 분야의 연구개발사업의 변천과정을 시대별과 재원별로 구분하여 분석하고, "정보통신연구개발사업"으로 통합된 1993년 이후에는 공공출연 연구개발사업과 정보화촉진기금 융자 연구개발사업의 2개 사업으로 분류하여 추진현황을 분석하였다. 이러한 분석결과를 통해 본 연구는 정보통신연구개발사업에 대한 기존 연구의 일부 오류를 시정함은 물론 관련 정책결정자나 사업관리자들에게 유용한 기초자료를 제공할 수 있을 것으로 기대된다.

이 연구의 목적은 해양바이오 분야에 지원된 정부 R&D의 지원동향 분석을 기초로 향후 이 분야 정부연구개발 사업에 필요한 함의를 도출하는 데 있다. 이 연구에서는 NTIS DB를 통해 식별한 3,030건의 세부과제를 대상으로 기술통계와 과제명을 기초로 한 주제어 간 연결 관계를 SNA(Social Network Analysis) 방법을 이용해 실증분석 하였다. 이 연구에서 수행한 실증분석 결과를 간략하게 요약하면 다음과 같다. 첫째, 기술통계 분석 결과 최근으로 올수록 해양바이오 분야에 지원된 정부지원 연구개발 사업은 사업수와 연구비 지원규모 면에서 지속적인 성장을 보이고 있다. 둘째, 분야 특성상 이 분야에 대한 R&D 지원은 해수부가 주도적이지만, 대체로 범부처적 성격을 갖는다. 셋째, SNA를 통한 실증분석 결과 대부분의 사업이 해양생명자원이 가진 특이기작으로부터 유용신소재를 확보하기 위한 목적을 갖고 있는 것으로 분석되었다.

This paper attempts to investigate how and why the additionality effects occur in the case when a firm receives government subsidy as opposed to counterfactual situation. To demonstrate this, we selected 12 SMEs(small and medium enterprises) firms in Daejeon area and have conducted multiple case studies. In order to analyse the multiple cases of firms, we classified firms innovative activities into three stages which are composed of input, behaviour and output stages and related various factors. Furthermore, we investigated the differences according to types of firms and stages of firm growth. Empirical results show that various input, behaviour and output additionality effects exist when firms receive public subsidies. Compared to companies in the growth and mature stages, startup phase companies depend on government subsidy extensively and they use public subsidies strategically to develop new product and to change their strategic direction. The attitude of firms to use government subsidies is different according to their types and stage of growth as well.
