대학이 급변하는 환경에 적극적으로 대처하고, 경쟁력을 제고하기 위해서는 대학 시스템의 근본적인 변화가 필수적이다. 이를 위해서 대학은 기존의 교육 공급자 입장에서의 행정 위주의 운영 방식에서 탈피하여 대학 본연의 목표를 재정립하고 교육과 연구의 수월성 을 확보하여야 하며, 이 목표를 성취하기 위해 대학의 자원을 합리적으로 투입·분배하는 과 정과 방법을 설계·구현하여야 한다. 대학의 정보화는 이러한 경영혁신의 중요한 추진 도구 가 될 수 있다. 본 논문에서는 대학 본연의 목표인 교육·연구를 효과적으로 지원하기 위한 대학정보화 추진의 틀을 제시하였고, 정보화 대상 프로세스들 중에서 핵심 프로세스를 분 류·정리하였으며 정보화 추진 전략을 수립하였다. 또한, 대학정보화의 사례를 들어 구체적 인 정보화 추진 정보화 추진 과정을 소개하였다.

기존의 정밀시스템 구축방법은 시스템 개발 위주에만 치우쳐 있어 정보화에 대한 평가를 포함하지 않거나, 시스템 운영의 범위 내에서 정보화의 실효성 평가만을 강조하여 정밀시스템의 일부분에만 한정되어 있다. 이러한 기존 연구의 대부분인 개념수준의 연구로 실용화를 위란 'how'를 제시하지 못하고 있으며, 특히 조직의 목표와 정보화수준간의 연관관계를 정 립하지 못함에 따라 정밀화에 따른 실질적인 효과를 나타내지 못하는 단점이 있다. 아울러 평가결과 활용에 대한 체계적인 모형을 제시하지 못함에 따라 평가결과가 정보화 구현단계로 다시 회귀되지 못하고 잇다 따라서 급변하는 정보화 추세에 부응하고 기존연구의 문제점을 극복할 수 있는 체계적인고 과학적인 통합 정밀시스템의 개발이 필요시 되고 있다. 이를 위하여 본 연구에서는 정밀화를 통한 진취적 성능향상을 목표로 정보화 한국도로공사 도로교통기술원의 도로기술 정밀화 모형을 설계하고 구현하고자 한다.

정보화 촉진 정책 개발 도구로써 정보화 지표의 문제점 및 한계를 지적하고, 이를 보완할 수 있는 방안으로서 시스템 사고에 입각한 동적 역학 모델을 개발하는데 본 연구의 목적이 있다. 정보화 진행모형은 정보화 진행속도는 촉진요인과 저해요인의 상호 영향도에 의해 결정된다는 점에서부터 출발하여 이들 양자간 존재하는 Push-Pull 패러다임 하에 상호 역학관계를 시스템 다이내믹스 모형(System Dynamics model)을 개발하였다. 나아가 개발된 모델을 컴퓨터 시뮬레이션으로 구현, 시행함으로서 향후 정보화 촉진을 위한 정책변수의 도출과 각 변수의 영향도를 측정할 수 있는 가능성을 제시하였다. 컴퓨터 시뮬레이션 모델에 반영된 기초 자료는 가능한 한 실제 데이터를 분석, 이용하였으나, 시계열 자료의 부족으로 상당부분 추정 및 가정을 도입하였다. 결국 시뮬레이션 시행으로 얻은 결과치 그 자체는 현실성을 결여하고 있는 문제를 안고 있으나, 정보화 촉진 정책 입안과 그에 대한 효과를 사전에 분석해 볼 수 있는 새로운 돌파구를 마련하였다는 점에서 본 연구의 의미를 찾을 수 있을 것으로 기대된다

정보기술(IT)의 발전과 더불어 정보시스템이 조직의 업무환경 개선, 생산성 향상, 업무의 효율성 및 효과성을 제고함에 따라 그 규모가 방대해지고 복잡해지고 있는 실정이다. IT 기술력이 업체의 생존과 시장 경쟁우위와 밀접한 관계를 갖으면서 이를 뒷받침하는 정보화 자원도 복잡해지고 다양해짐으로써 정보화 자원간의 상호 운영성, 통합관리체계, 시너지 효과 등이 중요한 사안으로 부각되어 지고 있다. 이러한 문제점을 EA를 기반으로 기관에서의 정보화자원을 효과적으로 체계적으로 통합 관리할 수 있는 방안을 제시하고자 한다.

This study aims to investigate the factors influencing the life satisfaction of North Korean defectors in the ongoing situation of difficulties. Specifically, it examines the impact of the digital informatization level, and social capital on their life satisfaction and aims to verify the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. To achieve this, a structural equation model was utilized to validate the research model using data from 679 North Korean defectors who participated in the 2021 Report on the digital Divide. The research results confirm the direct influence of the digital informatization level and social capital of North Korean defectors on life satisfaction. Additionally, the study identifies the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. Based on these research findings, recommendations are proposed for enhancing the life satisfaction of North Korean defectors.

막대한 예산을 투입하여 추진하고 있는 지자체 GIS사업은 기술의 발전에 비해 제도, 교육, 사용자의 마인드, 유지관리 활동, 향후 사업 구상 등에서 상대적인 빈곤을 경험하고 있는 것이 사실이다. 이렇듯 신기술이 도입됨에 따라 다양한 제반 여건들이 동반적으로 성숙하지 못함으로 인해 발생하는 현상을 과도기적 현상1)으로 진단하고 있다. 이미 다양한 분야에서 GIS를 도입한 지자체에서는 이러한 과도기적 현상을 극복하기 위해 상당한 어려움을 겪고 있으며, 새롭게 GIS를 도입하고자 하는 지자체에서도 타 지자체에서 모니터링을 통해 간접적으로 과도기적 현상을 경험함으로 인해 효과적인 사업 추진을 구상하는데 상당한 어려움을 겪고 있는 것이 현실이다. 또한 지자체의 경우 중앙정부에서 추진하고 있는 다양한 사업에 영향을 받을 수밖에 없고, 현재의 GIS 사업의 추세가 단순한 공간정보 중심의 사업이 아닌 다양한 속성정보와의 연계를 모색하고 있다는 점에서 지자체 GIS정보화의 방향은 예전과는 사뭇 다른 양상을 간파해 야 하는 현실에 놓여 있다. 이와 같은 지자체 GIS의 과도기적 현상을 극복하기 위해서는 정보기술의 빠른 변화속도와 외부환경의 극심한 환경변화의 상황에서 ‘보이는 것과 보이지 않는 것’의 관계를 진단하고, 변화에 대한 예측과 대비, 중요한 일과 급한 일을 구분한 총체적인 밑그림의 마련과 실행계획의 수립이 우선시 되어야 한다. 지자체 GIS의 문제 해결의 노력이 단숨에 바로 해결되는 것이 아니고, 또한 현재 추진된 사업을 기반으로 중복투자의 방지와 시너지 효과 극대화를 위한 투자의 노력이 장기간의 시간적 개념속에서 진행되어야 한다는 점에서 이를 이끌어줄 가이드가 필요한 것이다. 이러한 총체적인 지자체 GIS의 계획마련을 위해 건설교통부에서는 ‘국가지리정보구축 및 활용등에 관한 법률’상에 계획 수립의 항목을 명문화하고, 나아가 GIS정보화 전략계획 수립에 관한 지침작성을 위한 노력을 진행 중에 있다. 이러한 일련의 현실을 감안하여 지자체 GIS정보화 전략계획 수립을 체계적이고 실질적으로 수립할 수 있는 ‘지자체 GIS정보화 전략계획 수립모델’은 반드시 선행되어야 할 사항임에 분명하다. 지자체 GIS정보화 전략계획 수립 모델은 지자체 GIS정보화 전략계획 수립의 효과로 하고 있으며, 형식적 측면에서는 GIS특성을 반영한 전략계획 수립의 방법론적 측면을 중심으로 구성된다. 이러한 과정을 거처 실제 지자체 GIS정보화 전략계획을 수립하는데 필요한 9단계를 설정하고 각각의 단계에 대한 중심활동을 바탕으로 지자체에서 실제 전략계획 수립에 필요한 지침을 작성하는 것으로 구성되어 있다.

It is very difficult problem to estimate and evaluate the performance of e-government system which scope and size are large and its effectiveness can not be seen shortly but reveals after several years. It is because the previous offline processes can not be transformed to online ones fully and shortly. For such e-transformation cases, the performance evaluation model should be adjusted and modified gradually as time passes. This paper propose new EEM(E-transformation Evaluation Model) model and methodology to evaluate G2B system that is one of large e-government project. EEM model can derive monetary value of e-transformatized business process areas(online areas). It also estimate the expected effect of offline area that is not yet transformed to online. EEM model consists of standard model, verification model and estimation model with some variables such as evaluation year, evaluation area and data type. By using survey data and database data together it can validate the correctness of the model and derive the effect of the system introduction. This paper also propose EEM evaluation methodology consisting of 5 stages and 10 sub processes to evaluate online and offline effect efficiently. To show the usefulness of this study, we evaluate the performance of Korea G2B system named KONEPS which is famous as a successful e-government case in the world by using the proposed model and methodology. The proposed model and methodology can be applied to different similar areas including e-government projects and large scale information system introduction in private sectors. This study can be also used for establishing appropriate policies about e-government project and informatization issues.

This Study intends to Investigate the economic impact of information technology investment. Six countries in OECD are selected and analyzed to understand the empirical relationship between informatization level and productivity Correlation test and regression analysis are executed, using macro data concerning informatization index, total factor productivity and real output per worker hour The impact of informatization level on productivity is characterized by the time lag effect which is used to explain the productivity paradox in precedent studies. Empirical analysis shows that the higher informatization level and information intensity, the lower time lag effect. The result indicates that IT investment has characteristic as sunk cost and the economic impact is appeared after a certain period of time.

Information is also expected to create high values in this industrialized society. This study examines and analizes the actual condition and the problems of Small and Medium Industry in order to accelerate effective promotion of information system. Because we believe that in order to gam highly competitive power of enterprises, optimization of information system of Small and Medium Industry is required.
