21세기 정보사회를 향한 채비가 차곡차곡 시행되고 있다. 정부는 정보화를 촉진하고 정보통신산업을 육성하기 위한 국가전략사업으로 초고속정보통신기반구축 종합계획을 '95 3월에 확정하는 한편, 중소기업의 정보화를 위해 '정보화촉진기금'을 마련했다. 서비스 개시를 목전에 두고 있는 '공공 응용서비스'는 범국가적인 정보화 추진을 위해 민간부문 정보화에 앞서 공공부문부터 정보화하자는 취지에서 비롯된 것이다. 또한 초고속정보통신사업을 주관하고 있는 정보통신부는 자금난에 허덕이고 있는 중소기업을 위해 '정보화 촉진기금'까지 마련해 두고 있어, 중소기업의 숨통을 틔워주고 있다.

'98년도중 지역소프트웨어 지원센터 2개소를 추가 설치하고 정보화촉진기금 1,000억원을 소프트웨어 등 벤처기업의 인력양성, 기술개발, SOHO사업 등에 지원하는 한편, 벤처기업 창업후에도 안정적인 기업으로 성장하는데 필요한 다양한 정책을 발굴해 나갈 계획이다.

1992년 발족한 정보통신연구진흥원은 정보통신 분야의 기술개발과 인력양성, 연구기반조성 및 정보화촉진기금을 운용∙관리하는 연구기관이다. 정보통신부가 마련한 벤처기업 지원정책들을 실행하는 주체로 다양한 출연사업과 융자사업을 통해 중소∙벤처기업을 지원하고 있다.

The relative efficiency of loan projects of information technology promotion fund is measured using Data Envelopment Analysis. Information technology promotion project is supervised by the Ministry of Information and Communication and is managed by the Institute of Information Technology Assessment. Among all the projects of information technology supported by this fund, this study deals with the themes that have been completed from 2000 to 2002. With multiple input and output data including the amount of fund, the period of study, the rate of increase in revenue, the increase in the amount of export and the increase in the number of patent, the relative efficiency scores of all the 119 subjects were calculated in CCR and BCC models of DEA. From the reference sets of some inefficient Decision Making Units, the causes of their inefficiency were analyzed. To compare the relative efficiencies among various DMUs, Super-Efficiency Ranking Method and Logistic Regression Model were used. As the result of this study, it was shown that W promotion funds in the fields related to mobile technology, visual equipment and communication device were used most efficiently.

Ministry of Information and Communication(MIC) have operated R ＆ D Program by Informatization fund from later 1980. In according to the MIC, Institute of Information Technology Assessment (IITA) have worked for IT Small and medium size company's R ＆ D on the If Industry competition program and Excellent Information Technology Program. these Program output is very interesting. These Program have some problem in management, poor performance analysis skill and had not diverse data. But for the IT industry and company, these program is very good opportunity. So, this paper suggestion the advanced systems.

This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

절반 이상이 초선의원인 17대 국회 첫 국정감사가 10월 22일을 끝으로 3주간의 일정을 사실상 모두 마감했다. 이번 국정감사에서 정보통신 부를 감사한 과학기술정보통신위원회는 ▲정보화촉진기금 관련자 추가 비리 문제 ▲KT 민영화 졸속 추진 및 탈세 의혹 등 몇가지 정치 쟁 점화가 될 수 있는 사안에 대한 감사를 펼쳐 여∙야간 긴장이 고조됐지만, 대부분 차분하게 진행돼 무리 없이 지나갔다. 3주간에 걸쳐 진행 된 17대 국회 국정감사에서 디지털콘텐츠와 관련된 사안들을 간략하게 정리했다.
