급변하는 기업 환경 속에서 기업들은 선택과 집중 전략의 일부로 기업의 역량을 전문영역에 집중하고, 물류관리 등의 업무들은 3자 물류업체에 아웃소싱하고 있다. 이로 인하여 물류관련 산업이 전 세계적으로 급성장하고 있으며, 국내 3자 물류업체들 역시 경쟁우위를 확보하기 위하여 규모의 경제를 통한 비용 절감, 물류 기업들 간의 파트너십을 통한 고객서비스 향상, 신속하고 정확한 업무처리를 지원할 수 있는 정보화에 노력하고 있다. 그러나 대다수 국내 3자 물류업체들은 규모가 영세하고, 정보화 투자 및 운영을 하기에는 자금과 인력이 부족하여 적극적인 정보화 추진이 어려운 실정이다. 이에 따라 3자 물류업체들의 정보화 수준 향상을 위해서는 정확한 정보화 수준 파악과 그에 기초한 정보화 정책 수립이 선행되어야 한다. 그러나 국내 3자 물류업체의 정보화 수준 평가에 있어 정부기관 및 다른 산업을 대상으로 한 기존의 정보화 수준 평가 모형을 그대로 반영하기에는 적합하지 않다. 따라서 본 연구에서는 국내 3자 물류업체의 정보화 수준을 파악하기 위하여, 3자 물류업체들의 특성을 반영한 평가 모형을 개발하고, 이를 국내 3자 물류업체들을 대상으로 설문 조사하여 평가 모형의 타당성을 검증하고자 한다. 본 연구모형은 물류산업에서 가장 활발한 활동을 하고 있는 3자 물류업체들의 정보화 수준 파악을 위해 잣대가 될 수 있으며 향후 정보화 정책 수립, 정보화 효과 분석 등의 사후 평가 자료를 얻는 데 활용 될 수 있다.

In this paper, we are present efficient informationalized education strategy that is used B-ISDN based on high speed network for multi-user and all process associated with it. We are proposed to be strengthen information application as providing multimedia service, international competition over construction of high speed information network, and international competition over being bring up specialist which takes the lead informationalized education policy with the based on high speed information network.

정부의 정보화 사업에 대한 투자 성과평가는 중요한 연구주제 중 하나이다. 본 연구에서는 노동부의 산업 인력정보화 사업인 워크넷(work.go.kr)에 대한 성과지표를 도출하고 이를 분석하고자 한다. 국가 정보화 사업에 대한 성과지표에 대해서는 특히 민간기업과는 달리 해당 기관의 공익적 목적이 함께 고려되어 평가되어야 한다. 산업인력정보화 사업의 목적은 혁신적이고 효율적인 대국민 서비스를 통하여 산업인력의 원활한 유지 및 실직된 인력의 재 양성을 통한 노동시장 재분배 등의 노동정책을 지원하는 것이다. 그러나 현재의 성과지표는 이러한 점들에 대한 반영 이 미흡한 상황이다. 이에 본 연구는 KISDI의 정보화 성과평가 프레임워크를 기반으로 다양한 기존의 공공정보화 성과평가 방법론들의 성과지표를 비교분석 하여 산업인력정보화 사업 성과분석에 필요한 지표들을 도출하였다. 개발된 성과 지표를 적용하여 Performance layer, Business layer, Process layer, Input layer에 따라 워크넷의 도입성과 및 업무 프로세스 개선 효과에 대해서 실증 분석을 실시하였다. 본 연구의 성과지표는 민간 기업의 성과지표와는 차별화된 공공정보화 사업성과 분석 지표로써, 다양한 공공정보화 사업의 성과분석에 적용 가능할 것으로 기대된다. 또한 향후 지속적인 산업인력정보화 사업 성과분석의 기반을 제공하고 효과적인 정책을 추진하는데 도움이 될 것으로 사료된다.

'98년도중 지역소프트웨어 지원센터 2개소를 추가 설치하고 정보화촉진기금 1,000억원을 소프트웨어 등 벤처기업의 인력양성, 기술개발, SOHO사업 등에 지원하는 한편, 벤처기업 창업후에도 안정적인 기업으로 성장하는데 필요한 다양한 정책을 발굴해 나갈 계획이다.

사회정보화는 국가정보화는 물론 지역정보화 그리고 산업정보화와는 차별성을 두고 현실파악과 그 지원정책이 따라야 한다. 사회정보화 부문에 있어서 현재 가장 두드러지게 큰 활동과 성장을 보이고 있는 PC통신서비스에 대하여 국가적 차원에서의 지원방향에 대하여 살펴보고자 한다.

The government has funded various types of projects to promote small and medium companies' computerization for several years. Most of these government-supported funds have been free and given small and medium firms good opportunities. The government has made various effects to manage results of these government-supported projects. We have not seen any noticeable research on the performance evaluation of government-supported projects for small and medium companies' computerization. This research proposes an approach that performance evaluations are made in different time based on evaluation area of government-supported information policy. The empirical study has been made by correlation analysis and has shown that the correlations among measurement factors are significant enough. The performance evaluation for government-supported information policy has been made differently in time depending on evaluation subjects such as organizational strategies, internal operations, supporting processes. Th experimental study shows that performance evaluations on organizational strategies, internal operations, supporting processes should be made respectively in long term(step3), mid term(step2), and short term(step1).

This study aims to convey some results of a survey to professionals in the fields of territorial studies and information studies, mainly concerned with spatial implications of the informatization processes, and to draw some policy implications. Overall findings of the survey show that, along with jnformatization processes, there is high possibility of enforcing the functions and role of the metropolitan Seoul while diffusion of population and polarization reversal is quite feasible to some degree. The extension of large cities will be possible but with some limitations while urban structure will be characterized with limited functional segmentation and the emergence of multi-centers. It is prospected that there will be higher possibility of achieving regionally balanced development by informatization processes.

The purpose of this study was to develop indicators for information and communication technology(ICT) use in elementary education, which are useful tools for forecasting and deciding the policy of education in the society of information technology. We analyzed prior studies on information and communication indicators, and suggested a survey forms to collect data and an equation for each indicator in order to calculate an index from the data without additional survey-cost. They can be intended to be explored on definitions of ICT use in education, indicators for ITC use in elementary education, illustration of utilizing the indicators, and an analysis of differences among schools on the indicators.

ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. Through the analyses and discussions, we found the policy implication for the future ICT policies which can mediate the conflict between a data opening and the protection of privacy. Finally, we suggest a new governance approach for the better ICT policy contrary to top-down approach.

21세기를 불과 몇 년 앞둔 우리 사회는 컴퓨터와 통신 등 정보통신기술의 발달로 인하여 정보사회로 급격히 이행하고 있으며, 우리나라도 정보화의 물결에 대응하기 위하여 국가적 차원에서 정보화 정책을 적극 추진하고 있다. 정부에서도 2000년까지 국가사회 전반의 획기적인 정보화 촉진을 위하여 '정보화 촉진기본계획'을 수립하였는데 그 중에는 지역정보화를 통한 지역균형발전과 지역격차해소, 나아가 지역주민의 삶의 질을 향상시키는 방안도 포함되어 있다. 지역정보화에 대한 연구는 '80년대 말부터시작이 되어 '90년대에 들어오면서부터 본격적인 연구가 시작되었은데 지역정보화가 도입된 초기에는 해외 선진국의 지역정보화 현황을 주관심사로 하여 지역정보화의 정책 및 지역정보화의 성공사례를 국내에 소개하는 것이 대부분이었으나 그 이후 국내 지역정보화의 현황, 지역정보화의 방안·추진전략, 그리고 지역정보시스템 구축 등 보다 구체적인 연구가 진행되어 왔다. 본 연구는 국내지역정보화의 연구동향을 분석하기 위하여 학술지, 세미나 및 학회, 그리고 연구과제 등으로 발표된 논문은 수집하여 연도별, 주제별, 그리고 연구 방법별로 분류하여 지역정보화의 연동향을 분석하였으며 연구동향 분석을 토대로 하여 장래의 연구방향에 대한 의견을 제시하였다.
