PCS 상용화 1년을 맞아 이제는 보다 공정한 서비스 경쟁, 품질경쟁 쪽으로 방향전환이 시급한 때이다. 정보통신부에서도 국민들이 정보통신 서비스에 대한 합리적인 선택을 할 수 잇도록 통신사업자가 제공하는 통신서비스의 품질을 평가하여 결과를 공유하고 이용자보호를 강화하는 것을 주요 내용으로 하는 정보통신서비스 품질평가 제도를 도입키로 하였다.

통신 기술의 급속한 발전에 따라 기존 PC통신 업체들은 인터넷 서비스로의 전환을 서두르고 있다. 하지만 현재 국내 인터넷 PC통신 업계에서는 부가서비스에 대한 시간 종량제 서비스의 과금처리를 기술적으로 구현하지 못하고있어, 전면적인 개편은 정보제공 업체(IP)들에게 치명적인 손실과 더불어 국가 정보통신에도 적지 않은 타격이 되리라 생각한다. PC통신 서비스과금 시스템의 간단한 소개와 인터넷 PC통신 서비스의 시간 종량제를 가로막는 이전 과금에 대해 살펴봤다.

The development and diffusion of PC network have impact on civil administration service that has become part of our daily lives. This study constructs the theoretical background on the civil administration service, examines the development of it, investigates and analyzes the actual conditions based on its information structure and contents, and suggests some recommendations to enhance the service.

정보통신기술과 인터넷의 급속한 발전과 이동통신기기의 발전 및 보급이 확산됨에 따라 기존 유선상의 인터넷 서비스를 무선 환경으로 확대하는 무선 인터넷 서비스가 대두 되고 있다. 또한 이러한 이동통신기기는 통신 기능뿐만 아니라 다양한 정보기기 역할을 수행하며, 무선 인터넷 서비스 접속이 가능하여 일반인들의 필수품이 되어 있는 상황이다. 이동통신기기에서 위치정보를 이용한 서비스로는 길안내 서비스가 대표적이다. 본 논문에서는 기존 영화 예매 서비스의 문제점인 사용자의 위치 정보를 사용하지 않는 것과, 개인화 되지 않은 것을 해결하고자 한다. 제안하는 서비스는 사용자의 위치 정보로 현재 사용자의 위치와 가까운 극장 목록을 제시해 주며, 사용자 프로파일 정보를 협업 필터링과 규칙기반 필터링을 통해 개인화된 영화 목록 서비스와 극장 목록 서비스 방법을 제안한다. 이러한 개인화된 서비스는 무선 인터넷 환경의 제한된 네트워크 대역폭 사용 한계를 효과적으로 개선해 줄 수 있다.

National Information and Communication Services of Public Administration and Security organized by the 'A 'group (Line service network), 'B' group (IP service network), 'C' Group (Voice over Internet protocol(VoIP) service, IP application services) are provided by constructing the infrastructure. National Information and Communications Services 'C' group, providers are providing VoIP services. In this paper, national information and communications service 'C' group, providers of domestic calls, international calls, including calls to move we will study the basic telephone service. And text messaging, video telephony, IP-Centrex services, etc. we will study the seven value-added services. In addition, national information and communication service providers on the status of the project based on the analysis of national information and communication Internet telephone network using Internet telephony is the type of analysis. In this study, national information and communications services industry, will serve as the basis for the development.

This study is focused on the developing of the telecommunication technique for the analysis on the social changes. In the scope and method of this study there must invalve following three items; change living environment, solution of medical problom, solution of education problem. The results of this study is as follow: First, telecommunication technique policy must be constructed in Korea. Second, digitalizing interchange machine and wire network must be promoted, presenting the development and establishment direction of B-ISDN. Third, the telecommunication policy in future must be able to unify all the networks.

정보통신 시장의 개방이 가속화 되고 사업자간의 경쟁이 치열해 짐에 따라, 이에 따른 서비스 관리의 필요성이 최근 중요한 문제로 대두되게 되었다. 지금까지는 정보통신 산업계에서 망 관리의 측면이 많이 강조되어 왔으나, 최근 고객의 요구가 다양해 짐에 따라 이를 보다 효율적으로 만족시켜 주기 위해 서비스 제공자 중심이 아닌 고객중심의 새로운 체제로 전환이 불가피하게 되었다. 본 고에서는 이러한 고객의 요구를 만족시켜 주는 데 핵심 기술이라고는 할 수 있는 정보통신 서비스 관리 기술에 대해 Network Management Forum (NMF)의 Service Management Business Process Model을 중심으로 알아보기로 한다.

한국정보통신진흥협회에서는 지난 4월부터 고객에게 일방적으로 불리하게 적용된 PC통신.인터넷서비스의 이용약관을 개선, 이용자 보호규정 등이 강화되도록 정부 및 PC통신.인터넷서비스와의 협의를 거쳐 최근, “PC통신.인터넷서비스 기본약관” 제정작업을 완료하고 각 사업자의 여건에 따라 7월1일까지 시행하기로 하였다.
