Trend Analysis of North Korean Forest Science Research (1962-2016) by Data Mining (데이터 마이닝을 활용한 북한 산림과학 연구 동향 분석(1962~2016))

  • In this study, forest-related research papers published in North Korean journals were analyzed to understand the research trends in North Korean forest science. The Korea Science and Technology Information Institute (KISTI) North Korea Science and Technology Network (NKtech) is constructing a database related to science and technology in North Korea. From this, a total of 1,389 articles published from 1962 to 2016 were collected with forest science key words based on the South Korean National Science and Technology Standard Classification System. The topics were divided into four categories: afforestation, forest protection, forest use, and forest management. In the field of afforestation, research activities on nursery and agroforestry were active, and the survival rate was emphasized. In the forest protection field, there was a significant research effort into forest pests, and efforts were being made to reduce soil erosion through agroforestry. In the field of forest use, research activities on pulp/paper and mushrooms were active. In the forest management field, activities related to "ecological information" were conspicuous, and efforts were being made to reduce carbon. These results suggest that the perspective of North Korean forest research has changed from nature reorganization to nature protection. Thus, a comparative study on forest science and technology in each sub-sector of the forest research field, along with analysis of the relationship between policy direction and research direction of North Korea over time, would be worthwhile future investigations. To overcome the problem of technical terminology, a compilation/dictionary of inter-Korean forestry terminology would be useful for effective communication between the two Koreas.

A Study of the Application of 'Digital Heritage ODA' - Focusing on the Myanmar cultural heritage management system - (디지털 문화유산 ODA 적용에 관한 시론적 연구 -미얀마 문화유산 관리시스템을 중심으로-)

  • Official development assistance refers to assistance provided by governments and other public institutions in donor countries, aimed at promoting economic development and social welfare in developing countries. The purpose of this research is to examine the construction process of the "Myanmar Cultural Heritage Management System" that is underway as part of the ODA project to strengthen cultural and artistic capabilities and analyze the achievements and challenges of the Digital Cultural Heritage ODA. The digital cultural heritage management system is intended to achieve the permanent preservation and sustainable utilization of tangible and intangible cultural heritage materials. Cultural heritage can be stored in digital archives, newly approached using computer analysis technology, and information can be used in multiple dimensions. First, the Digital Cultural Heritage ODA was able to permanently preserve cultural heritage content that urgently needed digitalization by overcoming and documenting the "risk" associated with cultural heritage under threat of being extinguished, damaged, degraded, or distorted in Myanmar. Second, information on Myanmar's cultural heritage can be systematically managed and used in many ways through linkages between materials. Third, cultural maps can be implemented that are based on accurate geographical location information as to where cultural heritage is located or inherited. Various items of cultural heritage were collectively and intensively visualized to maximize utility and convenience for academic, policy, and practical purposes. Fourth, we were able to overcome the one-sided limitations of cultural ODA in relations between donor and recipient countries. Fifth, the capacity building program run by officials in charge of the beneficiary country, which could be the most important form of sustainable development in the cultural ODA, was operated together. Sixth, there is an implication that it is an ODA that can be relatively smooth and non-face-to-face in nature, without requiring the movement of manpower between countries during the current global pandemic. However, the following tasks remain to be solved through active discussion and deliberation in the future. First, the content of the data uploaded to the system should be verified. Second, to preserve digital cultural heritage, it must be protected from various threats. For example, it is necessary to train local experts to prepare for errors caused by computer viruses, stored data, or operating systems. Third, due to the nature of the rapidly changing environment of computer technology, measures should also be discussed to address the problems that tend to follow when new versions and programs are developed after the end of the ODA project, or when developers have not continued to manage their programs. Fourth, since the classification system criteria and decisions regarding whether the data will be disclosed or not are set according to Myanmar's political judgment, it is necessary to let the beneficiary country understand the ultimate purpose of the cultural ODA project.

A Study on Smart Ground Resistance Measurement Technology Based on Aduino (아두이노 기반 IT융합 스마트 대지저항 측정 기술 연구)

  • Purpose: The purpose is to establish a safe facility environment from abnormal voltages such as lightning by developing a smart land resistance measuring device that can acquire real-time land resistance data using Arduino. Method: This paper studied design models and application cases by developing a land resistance acquisition and analysis system with Arduino and a power line communication (PLC) system. Some sites in the wind power generation complex in Gyeongsangnam-do were selected as test beds, and real-time land resistance data applied with new technologies were obtained. The electrode arrangement adopted a smart electrode arrangement using a combination of a Wenner four electrode arrangement and a Schlumberger electrode arrangement. Result: First, the characteristic of this technology is that the depth of smart multi-electrodes is organized differently to reduce the error range of the acquired data even in the stratigraphic structure with specificity between floors. Second, IT convergence technology was applied to enable real-time transmission and reception of information on land resistance data acquired from smart ground electrodes through the Internet of Things. Finally, it is possible to establish a regular management system and analyze big data accumulated in the server to check the trend of changes in various elements, and to model the optimal ground algorithm and ground system design for the IT convergence environment. Conclusion: This technology will reduce surge damage caused by lightning on urban infrastructure underlying the 4th industrial era and design an optimized ground system model to protect the safety and life of users. It is also expected to secure intellectual property rights of pure domestic technology to create jobs and revitalize our industry, which has been stagnant as a pandemic in the post-COVID-19 era.

  • 처방전달시스템은 처방의 수행은 의사가, 그에 따른 의약품조제는 약사가 수행함으로써 의약품의 오․남용을 방지하기 위한 의약분업의 실시에 따른 국민불편의 최소화와 약화사고에 따른 인증문제 등을 지원하기 위한 정보시스템이다. 처방전달시스템은 환자 개인정보의 허용된 범위 내에서의 공유와 공유를 위한 각종 개인정보 보호장치, 처방의 안전한 전달을 위한 내용의 비밀보장과 위변조방지 및 송신자와 수신자의 인증을 위한 장치가 필수적으로 필요하다. 또한 자료의 생명주기 측면에서 본다면, 처방전의 생성은 병․의원에서 이루어지며 소멸은 약국 및 환자에의해 이루어진다. 자료의 유통과정에 살펴보면 처방전달시스템의 주요성공요인은 정보의 생산자인 병․의원(의사)의 적극적인 정보제공의지와 이를 지원하는 편리한 정보시스템의 구축이라고 할 수 있다. 정보의 생산자인 병․의원 정보시스템 환경은 다양하고 복잡하기 때문에 기존의 애플리케이션을 이용하면서 처방의 전송을 위해서는 기존 애플리케이션 및 플랫폼에 독립적이며 자료의 적합한 취합과 통합이 가능하도록 지원하는 시스템이 필요하다. 처방전달 메시징시스템은 이러한 복합적인 정보시스템 환경을 지원하며 동시에 처방정보의 안전한 전달을 위해 플랫폼으로 실행될 수 있는 시스템을 말한다. 또한 처방의 비교적 짧은 생명주기와 지역적 생산, 유통구조를 적합하게 지원하기 위해 지역별 독립시스템의 구축과 공통정보 활용을 위한 중앙시스템과의 역할분담 모델에 근거한 분산시스템의 구축이 요구된다. 본 연구에서의 처방전달 메시징시스템은 일반적인 메시지서비스의 특성을 기본으로 자료전달을 위해 자료 암호화와 복호화, 송신자와 수신자에 대한 인증 및 자료접근 제한기능을 제공하며 각 클라이언트와 서버간의 실시간 연결 혹은 지연연결을 지원하는 독립적인 애플리케이션이다. 이러한 처방전달 메시징시스템을 구성하는 각 요소에 대해 정의하고 개념적 모델을 설계하고자 한다.에게 청구되며, 소비자에게 전송 되는 청구서는 사용자DB를 참조하여 사용자가 미리 정의한 원하는 형태로 변환되어 전달되며, 필요시 암호화 과정을 거치는 것이 가능해야 한다. 전송된 청구서는 전자우편의 경우, 암호해독이 가능한 전용 브라우저를 통해 열람 되며, 이는 다시 전용 브라우저를 통해 지불인증이 승인되어 청구 제시서버에게 전송된다.   • As the society turns into more of an information an technology centric society, the importance of information security is being increased these days. Recently, as the number of leaking accidents of personal information and valuable industrial technology is on the rise, every field of industry endeavors to come up with a security solution. In particular, since defense industry is a field where it establishes national defense power that is essential of national security, it requires higher standards of security solutions than any other ordinary fields of industry. According to Defense Industry Security Work Instructions, defense industry firms from security organizations and employ a security worker corresponding to the firm's scale and conditions. In an environment where essential information and technology are stored and managed in information and communication system or storing media, the duty and role of IT security workers are crucial. However, there is a shortage of systematic analysis on the work of IT security workers and development of curriculum to enhance their professionalism. Thus DACUM process, a job analysis technique, was used to identify IT Security workers' duties and responsibilities and verify the validity and credibility of the deducted results from the survey. The findings of this study will help in development of IT security duty in defense industry and can be used as baseline data for the development of curriculum and amendments of related regulations.

A Study on the Present Condition and Improvement of Cultural Heritage Management in Seoul - Based on the Results of Regular Surveys (2016~2018) - (서울특별시 지정문화재 관리 현황 진단 및 개선방안 연구 - 정기조사(2016~2018) 결과를 중심으로 -)

  • With the increasing complexity and irregularity of disaster types, the need for cultural asset preservation and management from a proactive perspective has increased as a number of cultural properties have been destroyed and damaged by various natural and humanistic factors. In consideration of these circumstances, the Cultural Heritage Administration enacted an Act in December 2005 to enforce the regular commission of surveys for the systematic preservation and management of cultural assets, and through a recent revision of this Act, the investigation cycle has been reduced from five to three years, and the object of regular inspections has been expanded to cover registered cultural properties. According to the ordinance, a periodic survey of city- or province-designated heritage is to be carried out mainly by metropolitan and provincial governments. The Seoul Metropolitan Government prepared a legal basis for commissioning regular surveys under the Seoul Special City Cultural Properties Protection Ordinance 2008 and, in recognition of the importance of preventive management due to the large number of cultural assets located in the city center and the high demand for visits, conducted regular surveys of the entire city-designated cultural assets from 2016 to 2018. Upon the first survey being completed, it was considered necessary to review the policy effectiveness of the system and to conduct a comprehensive review of the results of the regular surveys that had been carried out to enhance the management of cultural assets. Therefore, the present study examined the comprehensive management status of the cultural assets designated by the Seoul Metropolitan Government for three years (2016-2018), assessing the performance and identifying limitations. Additionally, ways to improve it were sought, and a DB establishment plan for the establishment of an integrated management system under the auspices of the Seoul Metropolitan Government was proposed. Specifically, survey forms were administered under the Guidelines for the Operation of Periodic Surveys of National Designated Cultural Assets; however, the types of survey forms were reclassified and further subdivided in consideration of the characteristics of the designated cultural assets, and manuals were developed for consistent and specific information technologies in respect of the scope and manner of the survey. Based on this analysis, it was confirmed that 401 cases (77.0%) out of 521 cases were generally well preserved; however, 102 cases (19.6%) were found to require special measures such as attention, precision diagnosis, and repair. Meanwhile, there were 18 cases (3.4%) of unsurveyed cultural assets. These were inaccessible to the investigation at this time due to reasons such as unknown location or closure to the public. Regarding the specific types of cultural assets, among a total of 171 cultural real estate properties, 63 cases (36.8%) of structural damage were caused by the failure and elimination of members, and 73 cases (42.7%) of surface area damage were the result of biological damage. Almost all plants and geological earth and scenic spots were well preserved. In the case of movable cultural assets, 25 cases (7.1%) among 350 cases were found to have changed location, and structural damage and surface area damage was found according to specific material properties, excluding ceramics. In particular, papers, textiles, and leather goods, with material properties that are vulnerable to damage, were found to have greater damage than those of other materials because they were owned and managed by individuals and temples. Thus, it has been confirmed that more proactive management is needed. Accordingly, an action plan for the comprehensive preservation and management status check shall be developed according to management status and urgency, and the project promotion plan and the focus management target should be selected and managed first. In particular, concerning movable cultural assets, there have been some cases in which new locations have gone unreported after changes in ownership (management); therefore, a new system is required to strengthen the obligation to report changes in ownership (management) or location. Based on the current status diagnosis and improvement measures, it is expected that the foundation of a proactive and efficient cultural asset management system can be realized through the establishment of an effective mid- to long-term database of the integrated management system pursued by the Seoul Metropolitan Government.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

A Study on the Application of River Surveying by Airborne LiDAR (항공라이다의 하천측량 적용 방안 연구)

  • The river plan executes the role for prevention of disaster and protection of environment, and requires the surveying results with high accuracies for managing river, dam, reservoir which will be the major infrastructures. The purpose of this study is for comparing and analyzing the results of river surveying which is used widely for disaster management and construction industry support. The results are gathered by using LiDAR which is being used in Korea recently and by using Total station. Study area is chosen at upper area of Bukhan River which is located at Gangwon-do. Total 2 cross-sections of the two methods are extracted from the study area. The standard deviation of land part is about 0.017m which shows little difference between two methods, but the Airborne LiDAR results cannot survey the heights of the points accurately at the singular points with vertical structure and water body part. To overcome the problems through this study, there should be ways to survey the bottom river through transmission of water level within the same margin scope as land part and to survey detailed facilities used by laser exactly through continuous research and experiment. When implementation stage comes, this study expect that this document will be utilized variously for making decision in the area of planning and drawing of business and engineering not just for river regarding the major area or the area that people cannot access.

Improvement of Contract Change Order System for the Fairness of Subcontracting in Public Construction Projects (공공건설공사의 하도급 거래 공정화를 위한 계약변경 제도개선 방향)

  • Subcontracting of construction is essential to carry out public construction projects. Subcontractor of the construction work shall enter into a contract with the original contractor without directly entering into a contract with the owner. Subcontracts are therefore greatly affected by the original contract with the owner. To protect subcontractors, the Fair Trade Act is enacted and the construction company's standard subcontracting contract is in operation. However, subcontracts are not properly reflected in the Government contract system, which deals with the relationships between the owner and the original contractor. In particular, the subcontractor may complain of difficulties at the public construction site as such procedures are not properly reflected in the construction work standard subcontract, although various procedures shall be carried out depending on the amount when change order occurs in subcontracts. Thus, the direction of improvement of subcontracting systems was proposed in the case of change order at public construction project sites as follows: First, the rights of subcontractors should be strengthened. Second, in order to resolve the information non-identity, subcontractors should have access to information related to subcontracts. Third, the status of subcontractor shall be guaranteed by reflecting the characteristics of the subcontract when the original contract for public works is concluded. Fourth, the dispute settlement method should be prioritized over litigation in order to fair subcontracting.

Study of Snort Intrusion Detection Rules for Recognition of Intelligent Threats and Response of Active Detection (지능형 위협인지 및 능동적 탐지대응을 위한 Snort 침입탐지규칙 연구)

  • In order to recognize intelligent threats quickly and detect and respond to them actively, major public bodies and private institutions operate and administer an Intrusion Detection Systems (IDS), which plays a very important role in finding and detecting attacks. However, most IDS alerts have a problem that they generate false positives. In addition, in order to detect unknown malicious codes and recognize and respond to their threats in advance, APT response solutions or actions based systems are introduced and operated. These execute malicious codes directly using virtual technology and detect abnormal activities in virtual environments or unknown attacks with other methods. However, these, too, have weaknesses such as the avoidance of the virtual environments, the problem of performance about total inspection of traffic and errors in policy. Accordingly, for the effective detection of intrusion, it is very important to enhance security monitoring, consequentially. This study discusses a plan for the reduction of false positives as a plan for the enhancement of security monitoring. As a result of an experiment based on the empirical data of G, rules were drawn in three types and 11 kinds. As a result of a test following these rules, it was verified that the overall detection rate decreased by 30% to 50%, and the performance was improved by over 30%.
