Information Security industry in Korea is growing rapidly but is confronted with many challenges in business environment. One of the worst hardships is the mismatch in the demand and supply of manpower. Thus the government is developing a manpower policy to relieve the situation. To suggest policy implications, this study analyzes the demand and supply of Information Security manpower in the systematic and behavioral point of views. Using System Dynamics approach we formulate a model to analyze the demand and supply of Information Security manpower. Finally we simulate the model and interpret the results.

In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

우리는 전자신문사, 한국정보보호산업협회와 공동으로 "국내 보안산업의 기반마련을 위한 현황조사"를 실시하였다. 인터넷의 보편적 사용으로 기업의 사무 환경이 급속히 개방화되어 보안산업의 중요성이 날로 더해감에 따라, 국내 보안산업의 현황파악을 통한 기반 마련을 위하여 실시된 동 현황조사는 정보보호제품의 수요업체(한국CIO포럼 회원(176개사))와 공급업체(한국정보보호산업협회 회원사(81개사))를 대상으로 실시하였다. 응답한 설문을 바탕으로 분석한 통계분석치는 다음과 같다.

지난 2020년 전 세계적으로 코로나 19 확진자가 급증하자 세계보건기구(WHO)는 코로나 19 대유행을 선언하였다. 이러한 질병의 확산을 막는 방안으로 다양한 시험들이 비대면 시험으로 전환되면서 부정행위에 대한 우려가 있다. 또한, 이러한 상황에서 비대면 시험을 진행하고자 할 때 참조할 만한 체계가 없는 것이 현실이다. 이러한 상황을 고려하여 감염병 확산 이후로 불가피하게 진행될 비대면 환경에서의 감독 및 시험 방식에 있어 4단계의 거버넌스를 제시하고자 한다. 해당 거버넌스는 시험에서 사용되는 활용도 및 빈도수와 시험 감독 강도에 따라 4단계로 정의된다. 각 단계의 거버넌스들은 기존의 비대면 시험 방식과 코로나 19 이후의 시험 방식에 대한 비교 및 조사와 여러 시험 형식의 특성을 고려하여 제시된다. 제시된 거버넌스는 비대면 시험을 준비하고 시행하는 기관, 기업 및 학교들의 참조 모델이 될 것으로 기대하며, 비대면 시험의 "효율성"과 "공정성"을 확보하는 데에 기여할 것을 기대한다.

Information security to use information technology(IT) in safety and reliability environment is becoming of great importance. In advanced countries including United States and United Kingdom are consistently expanding budget for information security. Korea also has been a growing interest in information security and Korea government announced plan to develop information security into next-generation growth engine. However, information security budget has increased slightly in recent years, so many national institutions and state governments have budget shortfall to perform information security work. Moreover budget items do not include generic contents about information security and there are confined to some security SW, HW and services. It is necessary to expand information security budget for enhancement national capabilities of information security. In this paper, we analyze the IT and information security budget situation for Korea and United States and propose effective budget expansion and improvement approaches for Korea.

국내 정보통신 기술의 발달은 세계 최고 수준의 인터넷 인프라를 구축하는 기반이 되었다. 하지만 정보통신의 역기능 또한 함께 확대되어온 것이 현실이다. 이러한 역기능을 막기 위해 다양한 정보보호기술들이 개발 및 보급되었고 이러한 상황 속에 국내 정보보호 산업 또한 폭발적으로 성장하게 되었다. 그러나 국내시장을 중심으로 한 정보보호산업의 성장은 한계를 가질 수밖에 없다. 이러한 문제점을 해결하고 국내산업의 국제 경쟁력 강화는 물론 국제시장 선점효과를 높이기 위하여 국제 표준화 추진이 무엇보다 중요한 요소라 할 수 있다. 본 논문은 국제표준화 활동 기구인 ISO/IEC JTC1에서 국내 정보보호 기술의 표준상정 현황을 분석하여 현재 진행되고 있는 정보보호 기술표준 동향을 제공하고 향후, 국제 표준화 과제를 수행하기 위해 필요한 요구사항들에 대하여 기술하였다.

최근 IT 기술의 화두는 단연 '융합'이다. 방송과 통신이 결합하고, 자동차와 IT가 본격적으로 합쳐질 것으로 보인다. 이 같은 IT와 타 산업분야의 융합 현상은 정보보호 연구분야의 확장과 자연스럽게 연계된다. 그런 의미에서 이번 호부터 ITRC에 소속된 정보 보호 연구센터를 방문해 최근 등장하고 있는 정보보호 연구영역과 그 성과들을 조명해 보고자 한다. 그리고 그 첫번째 순서로 고려대학교 정보보호 연구원을 찾았다.

본 연구는 방위산업기술보호법 제정에 따른 국가혁신체제로의 방위산업기술보호 방안을 살펴본다. 특히, 본 연구는 많은 시간과 노력을 통해 개발한 연구개발의 성과를 어떻게 보호해야 할지 측면에서 분석한다. 국내외 기술보호 법령, 조직 등 분석을 통한 시사점을 도출하고 국가혁신체제 관점에서 3가지 개선방안을 제시한다. 전문인력의 단계적 확충 및 전문지원 기관 설립, 효율적인 실태조사 방안 그리고 국가혁신체제 차원에서의 기술보호인식의 전환을 제시한다. 효율적인 방위산업기술보호체계 구축을 위해서 가장 중요한 것은 방위산업기술을 보유한 대상기관 최고책임자(CEO)의 의지이다. 영세한 기업의 경우는 기술보호를 위한 자원의 할당이 쉽지 않기 때문에 CEO가 기술보호에 대한 투자의 중요함을 인식하는 것이 중요하다. 이를 위해서 정부는 지속적으로 기술보호의 중요성에 대한 홍보를 강화하고, 제도적으로 울타리에 들어올 수 있도록 하고, 중소기업의 경우 기술보호체계 구축 등을 우선적으로 지원해야 한다.

RFID/USN 개념은 필요한 모든 것(곳)에 RFID 태그를 부착하고 이를 통하여 기본적인 사물의 인식정보는 물론 주변의 환경정보(온도, 습도, 오염정보, 균열정보 등)까지 센싱하여 이를 실시간으로 네트워크에 연결하고, 그 정보를 관리하는 것을 의미한다. 정보통신부는 국민소득 2만 달러 달성을 위한 IT389 정책을 적극적으로 추진하고 있는 가운데 국가차원의 RFID/USN 구축 실행을 위한 마스터플랜을 수립하여 기술개발, 표준화, 정보보호, 산업 적용 및 시범서비스 등의 정책을 실행할 예정이다. 프라이버시 침해문제가 RFID 서비스에서 더욱 이슈화되고 있어 정보보호 문제는 RFID 산업활성화를 위해 반드시 해결하여야 하는 문제이다. 따라서 초경량 암호알고리즘 등 정보보호 핵심기술 확보, RFID/USN 정보보호 인프라 구축, RFID/USN 정보보호 법제도 정비 등 RFID/USN 정보보호정책 추진방안 수립이 필요한 시점이다.
