This paper evaluates Korea's achievements in implementing the WTO Information Technology Agreement (ITA1), which has been referred to as one of the most successful stories in trade liberalization. ITA1 and other agreements for trade liberalization were evaluated based on quantative statistics, and the implication that is not shown as numbers has often been ignored. Based on in-depth interview methods, results of this paper provides academic importance in filling the gap in knowledge regarding the success of trade liberalization from a qualitative perspective. As well, it has practical importance in exploring implications for continuing the success in implementing the ITA2 and further implementing other agreements for trade liberalization.

정보통신기기 상호인정협정(MRA)은 수출시 필요한 제품에 대한 시험, 인증절차를 수출국 기관에서 행할 수 있도록 수입국 정부가 수락하는 협정이다. 이는 수출 제품의 시장접근을 용이하게 하고, 기술장벽을 완화하는 효과를 가져옴으로써, 무역상기술장벽협정의 취지에 부합한다. 본 고에서는 무역의 자유화, 기술규제의 조화로 대표되는 통상환경의 변화에 따라 주요국가들의 정보통신기기 상호인정협정 동향을 살펴보고 향후 전망을 함으로써 IT 통상 정책 수립에 시사점을 제공하고자 한다.

한국과 미국 정부간에 과학 및 기술 협력에 관한 협정이 체결되었다. 지난 11월 22일 서울에서 박동진외무부장관 스나이더 주한미국대사가 서명한 이 협정문서는 전문11개 조항으로 되어 있으며 양국간에 과학 및 기술의 정보교환으로 평화적 상호 이익이 되는 문제에 관하여 우호와 유대를 강화하게 될 것이다.

This article investigates the negotiation landscape of WTO ITA(Information Technology Agreement) expansion negotiation which is the most recently concluded plurilateral trade agreement under WTO. Using the trade flow data of each country and product, this study explores analytical indicators to identify the overall characteristics of the negotiation and negotiation position each participant might make. Results identified that the negotiation was generally led by export-oriented countries, especially East Asian countries. Country level negotiation positions at each sub-sector are also discussed in this study.

국제해양법 발효 이후로 한반도 주변의 해양에 관련된 정세는 급격한 변화를 가져오게 되었으며, 1998년 한ㆍ일 어업협정이 재 체결되고, 최근 한ㆍ중어업협정도 체결됨에 따라 우리나라 연ㆍ근해어업정보에 대한 효율적인 관리체계가 구축되지 않으면 안될 형편에 처하게 되었다. TAC제도의 실시가 본격화됨에 따라 어선어업과 관련된 정보의 데이터베이스화와 실질적인 관리체계의 확립이 절실히 요구되고 있으며, 이를 위해서는 우선 어선조업정보 자동기록장비를 개발하여 각 조업어선의 정확한 조업위치의 추적과 어획량의 정량적인 파악이 이루어져야 한다. (중략)

우리 나라는 한-IAEA 보장조치 협정에 따라 핵물질 및 시설에 관련된 보장조치 정보들을 IAEA로 보고하고 유지할 의무를 갖고 있으며, 양국간 체결한 쌍무 협정에 따라 핵공급국이 요청할 경우 수입된 원자력관련 전략물자들에 대한 정보들은 관련정보들을 제공할 의무가 있다. 국제 약속에 따른 국가 보장조치 의무사항들을 이행하고, 점차 규모나 범위가 방대해지는 원자력 산업을 국가에서 효율적으로 통제 및 관리하기 위해 필요한 정보분석 등을 위하여 국가차원의 보장조치 정보관리시스템이 요구되어 왔다. 본 논문에서는 국가 보장조치 정보관리시스템 구축을 위한 보장조치 정보분석, 고려사항 및 정보관리체제에 대하여 기술하였다.
