For the ubiquitous web environment internet, as an one of the R&D projects by Korean Land Spatialization Group, the project for platform technologies was initiated to provide customized land information and geospatial service. The platform technologies can be categorized for streaming, mashup and geosearch. More specifically, the 2D/3D hybrid streaming engine, mashup engine for u-GIS service and next generation search engine for land information have been developed. In this context, the patent analyses are required to propose the strategies for efficient development and use of these technologies. This study searches the related patents in Korea, US and EU, analyzes the trend of them for customized spatial information technologies, and finally proposes proper strategies.

연구방법론의 관점에서 통상정보학은 매우 다양한 방법으로 접근이 가능하며, 특히 정보통신기술을 적극적으로 활용할 수 있기 때문에 향상 새로운 접근 방법이 출현할 수 있다. 또한, 정보기술의 급격한 발전으로 국제전자상거래가 급격히 확산되고 있는 현 시점에서 수출기업의 단순한 무역자동화 수준을 벗어난 국제간 B to B 전자상거래의 전략적 활용방안에 대한 연구가 필요한 때이다. 이에 본 연구에서는 통상정보학의 실용성 제고를 위한 구체적인 연구방향으로써 전략 정보시스템과 조직이론을 가미한 조직간 정보시스템 이론을 제시함으로써, 조직간의 전략적 연계를 통한 전략적 통합정보시스템 구축전략을 제시하고자 하였다. 이를 통하여 정보화의 이점을 통상학 분야에 도입하고, 전략적으로 활용 가치가 있는 정보를 생산, 저장, 유통 및 활용함으로써 학술적 비용발생을 최소화하며, 기업의 이윤 발생을 촉진함으로써 국가경쟁력의 확보에 기여할 수 있도록 하는 것이 통상정보학의 궁극적인 지향 목표이다.

IT KOREA 미래전략 '5대 핵심과제'의 전략분야별 주요 이슈와 현재 R&D현장에서 추진 중이거나 추진 예정으로 있는 연구개발 방향과 유망기술에 대해 간략히 살펴보고자 한다. IT융합 부문은 IT와 상호 Win-Win 가능한 자동차 조선 의료 등 비(非)IT산업의 IT융합을 촉진하고, 시스템반도체 스마트SOC Green IT 등을 고도화한다는 전략을 토대로 4개 전략분야에서 23개의 유망기술을 발굴 제시하였다. SW 부문은 IT 분야 중 가장 취약한 것으로 평가되고 있는 SW산업을 하드웨어 인프라 등과 연계하여 세계시장 진출이 가능한 수준으로 동반성장 시킨다는 전략을 기반으로 R&D 연관성이 높은 2개 전략분야에서 11개의 유망기술을 발굴 제시하였다. 주력 IT기기 부문은 반도체 디스플레이 휴대폰 등 이미 세계 시장에서 독자적 위치를 차지하고 있는 하드웨어산업의 글로벌 주도권을 더욱 확고히 한다는 전략에 따라 5개 전략분야에서 유망기술 10개를 발굴 제시하였다. 방송통신 부문은 WiBro DMB 등 세계적 수준의 방송통신기술을 바탕으로 4G 3DTV 등 차세대 방송통신기술의 핵심원천기술을 개발하고, 국제표준을 확보한다는 전략을 기반으로 4개 전략분야에서 유망기술 8개를 발굴 제시하였다. 인터넷 부문은 UBcN 미래인터넷 정보보안 등을 대상으로 하고 있으며, 특히 미래인터넷의 경우, 초기 개발단계부터 핵심원천기술 확보를 목표로 시스코 구글 등과 같은 세계적인 기업들을 배출할 수 있는 여건을 조성한다는 전략에 따라 4개 전략분야에서 유망기술 8개를 발굴 제시하였다.

Corporate managers look at IT outsourcing as long-term strategic choices not as short-term tactical ones, and maximizing the effect that IT outsourcing brings about is the main concern to them. Emerging different types of IT outsourcing and their effects on the corporate business decisions necessitate the research on this subject. According to previous researches, the Intent for IT outsourcing is categorized as IS Improvement, Business Impact, and Commercial Exploitation. The decison factors for these IT outsourcing include corporate strategy types, IT role, and interaction between these two. Firm size and IT maturity are selected as moderating factors to add the credibility to the research of the effect of IT outsourcing decision making. Analyzing collected data revealed that corporate strategy rather than IT role is more significant factor affecting the intent for IT outsourcing decision. Defenders(as in corporate strategy types) tend to use IT outsourcing more as a means to improve information systems, compared to analyzers and reactors. Prospectors tend to use IT outsourcing more as a commercial exploitation, compared to analyzers and reactors. These outcomes prove that corporate strategy characteristics reflect outsourcing intent. There were previous researches that showed outsourcing decision depends on IT role, however the hypothesis was rejected that IT role determines outsourcing intent. It was also rejected that the interaction between corporate strategy types and IT role determines outsourcing intent. Corporate decision makers should first analyze corporate strategy, and reflect it on the outsourcing intent when they make IT outsourcing decisions. Only the precise defining of IT outsourcing intent will lower the risk and increase the possibility of success.

Strategic link, to develop the business strategy and to build the infrastructure of the organization, is an important challenge to management activities of the company, it is a major study of management academia. Effective strategy and information systems influence the success of the organization. Strategic alignment model for analyzing linkage was introduced in this study. Strategic alignment model, is composed of business strategy, organization infrastructure, information technology strategy, and information technology infrastructure. We have studied that this models appear in some form in the field of actual companies. Our research subject is a agricultural venture in Chungnam province.

본 글은 웹과 디지털도서관이라는 환경 하에서 향후 정보유통 및 서비스의 전략, 특히 최근 확산되고 있는 시멘틱 웹(The Semantic Web)과 온톨로지(ontology)를 기반으로 하는 정보서비스의 새 패러다임을 제시하였다. 특히, 국가의 과학기술 정보의 유통과 서비스를 책임지고 있는 KISTI 측면에서 현재의 정보유통 및 서비스의 문제점을 찾아보고, 이를 해결하기 위하여 시멘틱 웹과 온톨로지를 이용한 차세대 정보유통 및 서비스를 왜, 무엇을, 어떻게 그리고 누가 할 것인가에 대한 전략을 필자가 지금까지 KISTI평가와 경영진단에 직.간접으로 참여하였던 경험과 연구를 중심으로 제시하였다.

본 고에서는 UR, TR 등 국제기술환경변화에 대응한 정보통신분야에서의 기술정책방향에 대해 살펴보았다. 국제기술환경의 변화를 지적재산권 보호의 강화, 지역주의의 확산, 전략적 제휴의 확대, 정부차원의 연구개발지원에 대한 규제 등을 중심으로 분석하였으며, 이러한 기술환경 변화에 대한 국내 정보통신 기술개발전략상의 문제점을 국제화에 대한 전략적 대비의 미흡, 신국제 기술규범에 대한 대비 미흡, 집단적 이기주의의 문제 등을 통해 살펴보았다. 마지막으로 정보통신 기술정책의 추진방향으로 국제 전략적 제휴에의 참여 지원, 신기술 국제규범에 대비한 연구개발 관리체제 개편, 특화기술의 집중개발, 북방국가와의 기술협력 촉진 등을 제시하였다.

국방과학기술은 중장기 기획문서체계에 의해 체계적인 기술기획이 수립되고 있다. 또한 합동참모본부의 전략문서와 연계하여 국방과학기술의 중장기 전략을 수립한다. 무기체계는 지휘통제, 감시정찰 및 정밀타격체계로 구성되고, 핵심기술은 정보통신, 센서, 플랫폼 등 8대 기술 분야로 구성된다. 국방정보 기술은 국방에 관한 정보를 생산, 유통 또는 활용하여 국방 분야의 제반 활동을 가능하게 하거나, 미래 전장운용 개념 구현 및 국방경영 효율화를 지원하여 국방비전 및 국방개혁을 달성하는 핵심 기능 역할을 수행하는 것을 의미한다. 국방정보 기술 개발의 목적은 한반도 전 구역에서 실시간 및 근실시간으로 요구 수준 및 정확성을 확보하기 위해 전장가시화, 네트워크화된 지휘통제, 효과 중심 정밀타격, 전쟁지속을 위한 인사, 군수, 동원 등 통합지원체계를 구축하여 미래전 양상과 국방정보화의 특성을 고려한 실시간 정보공유 및 관리 가능한 정보화 환경을 구축하는 데 있다. 본고는 국방정보 기술 체계 및 요소기술에 대한 특성과 적용기술 및 발전 방향을 살펴본다.

최근 정보통신부에서는 IT839 전략 추진을 통하여 국민소득 2만불 시대를 견인하고자 노력하고 있다. 이러한 IT839 전략을 성공적으로 추진하기 위해서는 모든 분야에 공통적으로 필요로 하는 정보보호 기술의 성공적인 개발이 절대적으로 필요할 것으로 판단된다. 이는 IT839 전략추진시 정보보호 측면의 기술과 개인의 정보를 활용하는 기술이 가장 기초적인 분야를 담당하고 있기 때문이다. 따라서 본 기고문에서는 현재까지 나타나고 있는 IT839 정보보호 요구사항 및 표준화 현황과 전망을 살펴보고자 한다.
