Necessity and Way to Legislate an Information Technology Education Promotion law for Improvement of National Competitiveness (국가경쟁력 향상을 위한 정보교육진흥법 제정의 필요성과 입법 방향)

  • Korea is a powerful nation in field of IT that has a 30 percent of world market. However Because of the IT education have been treated unimportant, korea has a shortage problem of manpower that develop core technology and software. Therefore, in this paper we propose a direction of the enactment of Information Technology Education Promotion Law to improve an education system and to promote education for IT. Also, we propose detailed contents to include in this law - the duty of country for a comprehensive planning of Information Technology Education, the organization of committee to promote Information Technology Education, a method to promote Information Technology Education in school and society, certification system of Information Technology using ability. Therefore, we expect that the result of this paper will contribute to enact an Information Technology Education Promotion Law that can improve an education system for IT.

A Proposal in Enacting the National Safety Education Bill (국민안전교육진흥법 제정의 당위성에 관한 고찰과 제언)

  • This article aims to explain why the National Safety Education bill must be enacted in South Korea. This bill embraces several items, whose goals pursue improving the safety of citizens from disasters and emergencies, and emphasizes letting a citizen take a safety education class. Several scholars declare that a safety education leads a citizen to live in a much safer circumstance by teaching a citizen how to handle emergencies in natural disasters and social disasters. Therefore, it is reasonable that Korean decision-makers consider passing the National Safety Eduction bill.

  • 각종 크고 작은 재난이 반복되면서 안전에 대한 국민 요구가 증가하고 스스로 재난에 대비할 수 있는 역량을 제고할 수 있도록 생애주기별 안전교육의 필요성이 강조되고 있다. 국민은 각종 재난으로부터 안전하게 보호받을 수 있는 교육을 받을 기회가 거의 없기 때문에 국가적인 차원에서 국민에게 안전교육을 받을 수 있는 기회를 제공하고, 사업자가 영업행위를 함에 있어서 국민의 안전을 우선적으로 생각하고 보호해야하는데, 2016년 5월 19일 제19대 국회 본회의에서 '국민 안전교육 진흥 기본법'이 의결되어 2017년 5월 30일에 시행된다. 이 법은 안전교육기본계획 수립 시행, 안전교육에 대한 점검 평가, 안전교육 교재와 프로그램 개발 보급, 학교 다중이용시설 사회복지시설 등에서의 안전교육, 안전교육 전문 인력 양성 활용 등을 담고 있다. 이에 따라 현행 각종 안전교육에 관한 사항을 하나의 단일 법안에 규정해 종합적이고 체계적인 안전교육을 실시하고 지원할 수 있는 법적 근거가 마련됐다.

  • The purpose of this paper is to investigate current issues and prospects which emerged by the revision of School Library Promotion Act in 2018. Based on the analysis of government's teacher placement plan, the writer insist expansion of teacher librarian supply through undergraduate course and graduate school of education. And the necessity of teacher librarians' competency promotion for reading education and information literacy education and unification of divided manpower system come up for the taking root of school library manpower system.

A Study on the Educational Gap between Regions according to the Manpower Allocation under the 「School Library Promotion Act」 (「학교도서관진흥법」 규정 인력 배치에 따른 지역 간 교육격차에 관한 연구)

  • The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.

  • This thesis presents the 'Information and the Library' curriculum and the roles of teacher-librarians. Related to 'The School Library Promotion Law', this thesis presents the effects teacher-librarians instruct 'Information and the Library' curriculum to the school libraries, and the challenges related to this curriculum. This thesis contains the role and work of three kinds of staff in the school library. implementation of primary and secondary 'Information and the Library' curriculum for information literacy instruction in the school libraries, the effects by 'Information and the Library' curriculum. and challenges of 'Information and the Library' curriculum. Conclusively, teacher-librarians should accomplish their own instructional activities with 'Information and the Library' curriculum in the school curricula as differentiated work from librarians.

  • School library is the place of educational meeting and cultural communication. School Libraries Promotion Act legislated in 2007 bring about library law's unity absence, the subject of works, arrangement standard of professional personnel, establishment of contents and scope, and matter of qualification and so on. This study investigated the process established of School Libraries Promotion Act, a proposal bill, a purpose bill, and the main contents. As a result it is to propose revision of bill after analysis of the question enacted School Libraries Promotion Act.
