대부분의 온라인 게임에서는 아이템이나 사이버머니를 얻는 생산활동과 아이템을 구입하는 소비활동이 일어나는 등, 일종의 경제 시스템을 이루고 있다. 특히 최근에는 플레이어들이 아이템 현금 거래를 통해 현실과 게임간의 경제적 상호활동을 하고 있기 때문에, 게임 내에서 발생하는 경제 문제가 실제 게임업체의 매출과 수익성에도 영향을 줄 수 있다. 온라인 게임 내의 사이버머니 통화량 및 아이템 유통량에 대해 어떤 경제 정책을 세우는가에 따라 게임 서비스 회사의 수익성이 좌우된다. 때문에 게임 내부의 경제와 실물 경제의 상호 연관성을 파악하는 것이 게임 경영에 있어 중요한 이슈로 대두되고 있다. 본 연구에서는, 게임 속에서 구체적으로 어떠한 경제문제가 발생할 수 있으며, 그것이 유저의 게임동기와 회사의 수익성에 어떤 영향을 끼치게 되는지 파악하고자 하였다. 시스템 다이내믹스 방법론을 이용하여 온라인 게임의 일반 경제 모형을 개발하고, 이를 이용하여 몇 가지 시나리오에 대한 동태적인 시뮬레이션을 수행하였다. 이를 통해, 온라인 게임을 경영함에 있어 고려해야 할 주요 문제들에 대하여 논하였다.

모든 국민이 시간과 장소, 그리고 사회경제 및 신체적 제약없이 전기통신서비스를 이용가능케 하는 보편적 서비스(universal service)는 정보통신정책에서 가장 핵심적인 사항이다. 국가의 경제적 능력과 정보통신의 발달 수준에 따라 보편적 서비스의 정의와 수준이 다르지만, 보편적 서비스의 정의를 위한 일반적인 원칙과 공통적으로 포함되어야 할 요소를 파악하였다. 보편적 서비스를 달성하기 위한 자금확보는 정책시행단계에서 가장 중요한 사항이므로 시장구조와 규제제도의 맥락에서 파악하고 있다. 경쟁의 도입과 무선기술의 도입 등 급속한 환경변화에 대응하기 위한 정책을 제시하고 한국의 보편적 서비스 정책에 대한 현황을 파악하였다. 초고속정보통신망으로 대표되는 고도정보통신기반에 따른 고도의 보편적 서비스에 대하여 검토하였다.

This study examines the impact of national economic restructuring on regional development patterns. Korea's development over the last decade has been characterized by a rapid economic restructuring towards the information economy. This economic restructuring has had significant impacts on regional development patterns. The most remarkable feature is a clear coreperiphery disparity in terms of levels of informatization. Seoul showed an extraordinarily high level of informatization. The process of regional development in the information era is marked by an intensified spatial division of labor, which articulates with the pre-existing pattern of regional disparity. Information infrastructrue improvements for regional development do not necessarily result in reductions in regional unevenness. There is an urgent need to develop the integrated regional informatization strategy.

정보통신부와 한국경제인연합회가 공동으로 주최하고 본 협회와 전자신문사, 한국경제신문사 주관으로 지난 10월 17일 한국과학기술회관 대강당에서 열린 '2002년 정보통신산업 전망 심포지엄'이 많은 참석자들이 모인 가운데 성황리에 개최됐다. 제 9회째를 맞는 이번 심포지움에서는 국내외 정보통신산업에 대한 전망 발표가 이어져 내년도 정보통신산업의 청사진을 제시하는 자리였다.

This research analyzed the characteristics of social capital and sharing economy, which are the new paradigm in the development of the entire society. In addition, it identified the social roles of a public library as a mediator that promotes the social benefit by conducting a survey questionnaire. As the results of the analysis through correlation analysis and hierarchical multiple regression analysis, social capital and sharing economy are the co-related societal phenomenon, and public libraries positively effect on the construction of social capital and the participation in sharing economy. From the perspective of the roles of a public library as a mediator between social capital and sharing economy, it was identified that various programs provided by public libraries positively effect on mediating social capital and sharing economy.

In this paper, we have tried to evaluate the economic value of technological information. Toward this aim, we have adopted the newly emerging method of contingent valuation which capitalizes on the direct survey through users. The estimated result indicates the strong support for the public activities to provide and diffuse technological information. We also tried to shed light on the implications of the research finding for government technology policy.

무한경쟁시대를 맞이하여 세계는 고 부가가치 경제구조로 전환이 빨라지고 있는 이 시점에서, 대기업을 중심으로 한 성장프라이드 정책에 의해 진행되어온 우리 경제구조가 IMF구제 금융을 받아들임으로써 그 한계를 들어내고 이에 대한 대안으로 떠 오른 것이 벤처기업이다. 벤처기업은 정보동신, 소프트웨어, 첨단산업분야를 주요 사업 영역으로 삼고 있으면, 첨단 고 부가가치 기술을 보유하고 있기 때문에 이에 정보통신부는 정보통신분야의 벤처기업에 대한 투자자금 공급기반을 확충하기 위해 2002년까지 총 4,000억원 정도의 정보통신 벤처기업 투자펀드를 조성할 계획이다. 이처럼 벤처기업의 중요성이 부각되고 있는 이 시점에서 이에 대한 공정하고 엄격한 성과측정이 중요시되고 있다. 경제성 평가모형과 관련한 연구는 재무적인 측면과 비재무적인 측면으로 구분하여 진행되어 왔으며, 본 연구에서는 비재무적 측면의 BSC(Balanced Score Card)를 가지고 경제성을 평가하려 한다. BSC는 기존의 재무적 실과지표 뿐만 아니라 고객관점, 내부 경영프로세스관점, 학습과 성장관점의 4가지 차원에서 통합적인 성과평가가 가능한 모형이다. 이를 위해 국내정보통신 벤처기업들을 대상으로 FGI(Focus Group Interview)를 실시하여 경제성 평가모형 구축에 필요한 항목들을 찾아내고 이를 바탕으로 경제성 분석 모형을 개발하였다.

The concept of the sharing economy, which has shifted the economic paradigm from possession to access to resources, is consistent with the traditional and current roles of public libraries. Thus, this research empirically analyzed the influence relationships between public library use and the sharing economy. Results showed that participation in public library programs serves as a motivational factor for satisfaction with and trust in the sharing economy, while the use of public library facilities and equipment is correlated with attitudes toward and participation in the sharing economy. The use of library collections positively influences sharing intangible resources such as knowledge, information, and personal experience. By contrast, checking out library resources negatively influences the recognition of economic benefits from sharing, which is contrary to claims of library communities. Based on these results, public libraries should aim to have a complementary effect on the sharing economy founded not only on information networks but also human networks grounded in social relationships.

이 글은 1990년 10월 29일부터 11월 1일까지 서울 아카데미 하우스에서 열린 제11차 국제문헌정보연맹 아시아$\cdot$태평양위원회 학술회의에서 행한 기조연설의 내용이다. 이 학술회의의 주제인 국가정보정책의 현황과 주요 문제를 정리하여 제시하는 것이 기조연설자가 맡은 과제라 보고 첫째, 최근 수년간 한국정부가 입안 실행한 산업정보정책을 살펴보고 둘째, 일반적으로 개발도상국에서 국가산업정보정책은 누가 입안하고, 입안된 정책은 누가 실행하며, 한국의 경우는 어떤지를 살펴보았다. 산업정보정책은 한 나라의 산업정보봉사활동이 이루고자하는 여러 목표들을 열거한 것이며, 다른 분야의 경우와 마찬가지로 정부에 의하여 결정된다. 산업정보정책을 심의 결정하여 공포하는 것도, 지정된 기관에 재정지원을 제공하거나 법적 의무를 지워 공포된 정책을 실행하는 것도 정부의 책임이다. 제6차 경제사회발전 5개년 계획(1987-91) 속에 표시된 한국정부의 전반적 산업정보정책은 $\ulcorner$산업기술정보 유통지원을 강화하여 현행 산업연구원내 기술정보유통센터의 운영을 대폭 강화하고 전국적 온라인 전산망을 구축하여 산업연구원을 명실 상부한 국가의 중추적 기술정보유통기관으로 육성해나가는 한편 이를 토대로 기술정보 거래시장(테크노 마켓트)을 설치 운영$\lrcorner$하는 것이다. 산업정보정책은 산업발달을 위한 정책 속에 통합되고, 그것은 다시 경제발전 및 기타 부문의 국가발전 정책 속에 포함되는 것이 바람직하다. 한국에서 일반경제정책은 경제기획원이, 산업정책은 상공부 가, 기술정책은 과학기술처가, 재정정책은 재무부와 한국은행이, 통신정책은 체신부가 심의 입안한다. 산업정보정책의 일부를 이루는 산업정책 입안의 주요 책임은 상공부의 산업정책국에 있다. 모든 개발도상국에 꼭 같이 적용할 수 있는 국가산업정보정책 입안 및 실행 지침 같은 것을 마련하기는 어렵다. 그것은 이 분야에 개발된 일반모형이 없고 또 개발도상국이라고 하는 것이 동질집단이 아니기 때문이다. 개발도상국 사이에는 그 경제 발전면에서 뿐만 아니라 정보활동 면에서도 큰 수준 차가 있다. 각 개발도상국은 그 나라 고유의 전통과 형편에 맞는 산업정보정책을 마련하여야 한다. 그렇지만 발전 수준이 비슷한 다른 나라의 산업정보정책을 검토하여 자국의 가능성과 제한점을 바르게 이해하는 일은 적절한 정책 입안에 있어서 도움이 될 것이다. 본 기조연설은 아시아와 대양주의 다른 개발도상국 정책 입안자들에게 그러한 검토자료를 제공할 목적으로 행해진 것이다.

We established economic models for economic performance analysis in order to respond to changes in a rapidly changing environment. We tried to maximize business efficiency and performance of science and technology information management distribution project. The science and technology information management distribution project is significantly different from general R&D project. In this paper, it is meaningful to develop economic models to analyze economic outcomes for science and technology information management distribution project. We anticipate that these models will contribute greatly to economic performance analysis for science and technology information management distribution project.
