우리나라 정부는 공공연구기관에서 개발된 기술을 민간부문에서 사용을 극대화하여 기업 및 국가경쟁력을 제고하기 위하여 기술이전과 기술평가 및 기술정보유통 등의 기반을 확충하여 산업전반의 기술경쟁력을 강화하고 있다(기술이전촉진법 제정(2000. 1. 28). 이와 같은 변화는 국가경쟁력의 무게중심이 산업기반경제에서 지식기반경제로의 이동을 나타내는 것이며, 미국을 비롯한 선진 국가들의 움직임은 우리나라보다 10년 이상 앞선 상태이다. 지식기반경제에서는 특허의 전략적 활용이 가장 중요하게 여겨지고 있으며 각 연구기관 및 기업은 특허의 포트폴리오에 총력을 기울이고 있다. 그러나 특허의 사업화 가능성을 판단하여 우수 특허군을 분류하거나 특허의 등록유지에 관한 결정을 내릴 때 현재 특허실사 맵, Risk-Return chart, 전문가 심의 방법을 범용하고 있으나 이와 같은 세 가지 방법은 평가자 개인의 주관적 입장이 강하게 작용하고 있어 문제점으로 지적된다. 본 고에서는 기존의 특허실사 방법론의 맹점인 평가의 주관성을 배제하기 위하여 객관적이고 표준화된 정보인 특허를 사용하여 고안된 두 가지 특허지수(CPP, TCT)를 사용하여 객관적인 특허실사 방법을 제안하고 실증분석을 통하여 사용 가능성을 고찰해 보았다.

This study explores the evolution of technical innovation over time. It focuses on sectors of the information technology because this industry can be referred to as one of the most dynamic industries of all times. Following evolutionary theorists, we argue that technological change is gradual and that superior firms and technologies are reward by the' selection' environment. In the initial phase of the industry life cycle, technological change is expected to be radical and uncertainty is high. Over time a product or technology is likely to arise which stands out above all other products or technologies. These so-called 'basic designs' serve as sorts of 'technological guideposts' for further developments in the technology. Once a basic design established, technological progress tends to follow consistent paths or trajectories. The cumulative character of technological progress facilitates a rapid expansion of the boundaries of the technology until the natural limits of the technology are approached and technological progress slows down. Following ecological theories, supply-side developments in the industry are described on the basis of five different organizational types. On the basis of this pattern of market and technological evolution we came up with seven basic propositions.

As the market-based spectrum policy is introduced, an interest in the economic value of the frequency is increasing. Research and practical applications concerning the methodology for the estimation of the economic value of the frequency and its determinants are actively engaged, which are used for setting a reserve price and bid price of spectrum auction and a spectrum clearance cost. In this study, by the analysis of the spectrum valuation methodology, we derive the changes in the factors affecting the valuation and propose to apply improved. In the model frequency value is consist of technical value, commercial value and strategic value, we find the dynamics of fluctuation factors and suggest how to apply them to spectrum policy.

게임은 독자적인 하나의 가상 세계를 구성하며, 이에 따라 게임을 서비스하는 기업은 별도의 사법체계에 가까운 정보보호 및 보안 체계 및 인력을 유지하는 경우도 많다. 여기에서는 이러한 기업이 가지고 있는 권한을 활용하여 정보보호를 강화하는 방법에 대해 경제이론에 기반하여 사례를 간략하게 분석하였다. 가상 세계에서의 불법적 활동은 개인의 효용극대화라는 경제이론으로도 설명이 가능하며, 이를 볼 때 불법적 활동의 감소는 기대되는 수익의 감소 및 처벌 규모 및 발각확률 상승으로 인한 기대되는 비용의 증가를 통해 정책적으로 대처가 가능하다. 이를 위해 다양한 기술적/보안조직 등에 대한 연구 및 방법론들이 개발되어 있지만, 이를 통하지 않더라도 게임 내 규칙을 변경하거나, 정책적 방향을 통해서도 유사한 효과를 얻을 수 있다. 여기에서는 간략하게 (1) 불법적 이득을 감소시키는 정책 (2) 불법적 활동의 발각확률을 올리는 정책 (3) 불법적 활동에 대한 처벌에 대한 정책이라는 세 가지 측면에서 검토하였으며, 그동안 게임사에서 시도되었고 효과적이었다고 인지되는 여러 사례를 소개하고자 하였다.

본 논문에서는 미세 조정(fine-tuning) 및 비지도 학습 기법을 사용하여 경제 분야 텍스트인 금융 리포트에 대해 속성 기반 감성 분석(aspect-based sentiment analysis) 데이터셋을 반자동적으로 구축할 수 있는 방법론에 대한 연구를 수행하였다. 구축 시에는 속성기반 감성분석 주석 요소 중 극성, 속성 카테고리 정보를 부착하였으며, 미세조정과 비지도 학습 기법인 BERTopic을 통해 주석 요소를 자동적으로 부착하는 한편 이를 수동으로 검수하여 데이터셋의 완성도를 높이고자 하였다. 데이터셋에 대한 실험 결과, 극성 반자동 주석의 경우 기존에 구축된 데이터셋과 비슷한 수준의 성능을 보였다. 한편 정성적 분석을 통해 자동 구축을 동일하게 수행하였더라도 기술의 원리와 발달 정도에 따라 결과가 상이하게 달라짐을 관찰함으로써 경제 도메인의 ABSA 데이터셋 구축에 여전히 발전 여지가 있음을 확인할 수 있었다.

Starting from 2010, blockchain technology, along with the development of artificial intelligence, has been in the spotlight as the latest technology to lead the 4th industrial revolution. Furthermore, previous research regarding blockchain's technological applications has been ongoing ever since. However, few studies have been examined the standards for classifying the blockchain economic ecosystem from a capital market perspective. Our study is classified into a collection of interviews of software developers, entrepreneurs, market participants and experts who use blockchain technology to utilize the blockchain economic ecosystem from a capital market perspective for investing in stocks, and case study methodologies of blockchain economic ecosystem according to application fields of blockchain technology. Additionally, as a way that can be used in connection with equity investment in the capital market, the blockchain economic ecosystem classification methodology was established to form an investment universe consisting of global blue-chip stocks. It also helped construct an intelligent portfolio through quantitative and qualitative analysis that are based on quant and artificial intelligence strategies and evaluate its performances. Lastly, it presented a successful investment strategy according to the growth of blockchain economic ecosystem. This study not only classifies and analyzes blockchain standardization as a blockchain economic ecosystem from a capital market, rather than a technical, point of view, but also constructs a portfolio that targets global blue-chip stocks while also developing strategies to achieve superior performances. This study provides insights that are fused with global equity investment from the perspectives of investment theory and the economy. Therefore, it has practical implications that can contribute to the development of capital markets.

This paper presents a GIS-based method of spatial analysis that can be applied to the line determination in traffic infrastructure project . It is based on the spatial analysis of the sensitivity or suitability of areas relating to the integration of new infrastructure routes, carefully considering the requirement of intervention optimizing . It makes the comparison of alternatives and a final selection of a"best route " easier, offers new possibilities and simplifies and accelerates the whole process of line determination. The developed method for route-alignment is tried out by an example project for road planing in Germany. It point out that during the line determination all aspects can be equivalently and adequately evaluated. So this method is well suited as a new tool within a line determination procedure and can bring enormous advantages in the planning process of traffic infrastructure projects. projects.

The recent crises of Marxism do not mean Marx’s crisis. Marx said that he was not a Marxist. The purposes of this essay explore (1) the modern identity of the political economy; (2) the possibilities of mutual understanding between neoclassical economics and Marxist economics; (3) problems of the political economy in media and communication industry. I have begged for analytical Marxists, because of their good fruits. They accepted the methods of modern social science and they constituted a tremendous advance in the application of the scientific methods to the study of society. In insisting on micro-foundations(methodological individualism), analytical Marxism distinguished itself from structuralism and functionalism. I appreciate that analytical Marxism has reduced a theory to practice. But the works didn’t listen to everyone(from Marxists to un-Marxists), and explain everything. Making theory with production/consumption, macro/micro, and structure/behavior is a road to the political economy in the long run. It also applies to media and communication industry. The realm of media/communication is broad, which in philosophy, humanities, politics, economics, sociology, and engineering. And media policy is more complicated by politicians who look at the same situation from different angles. By the aid of interdisciplinary research, the political economy of media/communication shall explain at full length.

일본은 한국과 역사적 문화적으로 많은 공통적 유사성을 띠고 있다. 그리고 한국과 일본은 경제발전의 여건이 유사하면서 사회보장제도의 차이가 있다. 따라서 세계 경제대국인 일본의 사회보장제도의 연구가 필요하다. 그 이유는 우리의 실정에 부합하는 일본 사회보장제도의 도입과 보완 그리고 일본 사회보장제도의 확충과 발전을 도모함에 있어 필요하다는 것이다. 따라서 본 연구는 일본의 사회보장제도를 역사적 관점에서 이론적 연구방법론에 입각하여 일본의 사회보장제도의 구조를 분석하며 그 성립과 발전의 과정을 경제적 사회적인 발전의 배경하에 개관하고 그 현황을 분석하고 검토하는데 그 목적이 있다. 나아가 오늘날 일본이 당면한 사회보장제도의 문제를 명확하게 인식하고 그 발전을 전망해 보는데 있다.

지난 60여 년간은 고전정보에 기반한 통신, 저장, 처리 능력이 비약적으로 발전하였다. 이 과정에서 가장 많이 사용된 방법은 정보소자의 크기를 감소시키는 방법이었는데, 이러한 접근법은 최근에 그 한계에 도달하고 있다. 이러한 한계를 극복하기 위해서 다양한 접근법이 연구되고 있으며, 궁극적으로는 양자역학적 현상에 기반하는 양자정보가 사용될 것으로 예상된다. 양자정보는 크게 계산성과 보안성을 향상시키는데, 이에 따라서 향후 ICT 전반에서 많은 변화가 생길 것으로 예상된다. 본고에서는 특히 양자정보에 기반한 양자컴퓨팅을 중심으로, 양자정보의 발현과 관련한 역사적 흐름, 양자정보에 기반한 정보처리의 핵심요소, 양자컴퓨팅 구현 방법론, 양자컴퓨팅 활용 방법론, 현재의 기술수준을 소개한다. 마지막으로 ICT의 경제의존도 및 사회몰입도가 높은 우리나라가 이러한 ICT패러다임의 전환기에서 과연 무엇을 어떻게 준비해야 하는지도 살펴본다.
