The purpose of this study is developing a information support system for R&D decision making to maximize economic results of the R&D. This system is composed of studying the model of work flow for R&D decision making, analyzing a technology information, connecting with the databases from KISTI and others, and valuing R&D technology on line. Especially in the case of technology valuation, this system is combined with the valuation model which supports knowledge information for helping more objective estimation.

Valuation of intangible assets has been discussed for the purpose of transaction of a technology and investment based on intangible assets as well. Practical techniques, however, have rut been developed for valuation of automated, electronic data bases as specialized knowledge information contents. This study will summarize general intangible valuation approaches and special considerations in contents valuation, and present examples of the application of approaches to illustrative contents valuation analysis.

본 글에서는 최근 기술가치평가에 적용되고 있는 조건부가치평가법(Contingent Valuation Method) 다속성효용평가법(Multi-attribute Utility Assessment) 그리고 조건부청구권가치평가법(Real Option Pricing Method)의 세가지 가치측정기법들의 특징과 조요 관련 문헌들을 간략하게 정리하여 소개함으로서 관심있는 연구자들에게 유용한 정보를 제공하고자 한다. 소개하는 방법론들은 환경재화의 가치측정기법과 위험도가 높은 에너지프로젝트의 가치평가기법으로 개발된 기법들로서 신기술이 가지는 특징인 외부성 등의 비시장재적 특성과 높은 위험도에따른 투자가치를 반영할 수있어 기술 및 기업의 가치평가 사례연구에 응용할 수있다.

본 논문에서는 기업 구성원들이 지식경영을 실천하는데 필수적인, 지식에 대한 가치평가 방법론을 제시한다. 평가기준은 정보공학과 활동기준 원가계산의 응용으로 얻었다. 정보공학적 측면에서는, 지적활동에 기업의 사명, 비전 경영목표 및 경영전략이 미치는 영향을 경영전략적 모형을 통하여, 그 활동의 전략적 가치를 평가한다. 또한 활동에 대한 재무적 가치측정은 투입된 자원과 활동에 소모되는 비용을 활동기준 원가계산을 응용하여 산출한다. 이를 통해 기업 내 활동에 결부된 지적자산의 전략경영적인 가치를 평가할 모형을 제시하였다.

This study was performed in order to provide suggestions on how to strengthen librarian competency by evaluating and analyzing the competency value of librarians as information professions. First, the study divided the common competency value of librarians as human capital of libraries into skills, knowledge, behavior and attitude, and analyzed each area of competency value for librarians of the A-library. As a result, the average of the 'librarian's behavior and attitude' area was the highest, followed by the 'librarian's skill' area and the 'librarian's knowledge' area. Second, in terms of 'librarian's skill', A-library librarians' competence values were high in the order of 'communication', 'leadership', 'technology' and in the terms of 'librarian's knowledge' ones were high in the order of 'law and policy', 'marketing', 'learning and growth' and 'finance and accounting'. In addition, in areas of 'librarian's behavior and attitude', the factors were high in the order of 'ethics and values', 'interpersonal relationships' and 'customer service'. Third, the analysis of whether the average difference exists depending on the characteristics of A-library librarians on their evaluation of the competency value shows that only the 'working period' factor in the total competency value and the two factors 'age' and 'working period' were statistically significant in the 'librarian's knowledge' area. Forth, as a result of a regression analysis to identify the characteristics of A-library librarians and their impact on competency value, only the 'final education' factor was statistically significant for the competency value of the 'librarian's skill' area. Fifth, in the survey on problems and desirable improvement measures in increasing the competency value of librarians, the proportion of presenting problems and improvement plan in systemic aspects such as the 'librarian qualification system' and 'librarian training system' was high.

4차 산업혁명의 도래와 더불어 ICT 기계, ICT 금융, ICT 의료, ICT 나노 등과 같이 기술분야별 영역의 장벽이 허물어지고, 학제간 연구(Interdisplinary Research)가 일상화됨에 따라 국가 R&D 과제도 융합기술의 형태로 진화, 발전하고 있다. 부처별 R&D 과제의 결과물에 대한 성과평가는 현 시점에서 정성 평가지표에 대한 전문가의견법 결과를 참조하고 있으며, 일부 과제에 있어서 특허의 상태적 우위도(등급화) 결과를 반영하는데 머물러 있다. 본 연구에서는 과거 3~5년전 기술가치평가가 수행된 정부 R&D 과제에 대해, 가치평가 결과를 매출발생 시점 이후의 매출액 증감분과 비교 분석하여 시사점을 얻고자 한다. 특히 ICT 분야 R&D 과제로부터 산출된 기술적 성과(특허 10건 선정)에 대해, 해당 기술을 사업화한 주체(기업)의 매출액 실적을 비교하여 상호 관련성을 파악하고, 공공 R&D 과제의 평가관리 체계에 포함할 수 있는 실질적 개선 방안을 제시한다. 본 연구에서 제안된 기술가치평가 모형 및 참조정보 활용방안은 R&D 평가년도의 성과물에 대한 경제적 가치 수준 파악을 할 수 있는 평가툴이 되는 동시에, 차년도 국가 R&D 과제에 지원한 우수 기술 보유 기관의 미래 수익성을 파악하여 과제선정의 객관성을 높일 수 있는 정보지원툴로 활용할 수 있을 것으로 기대된다.

최근 들어 기술벤처기업에 대한 투자가 증가하고, 이를 위한 기술신용평가의 역할이 증대하였다. 그러나 금융권에서 바라보는 기술신용평가의 경우, 해당 기업의 신용등급이나 기술(력) 등급평가에 초점을 두어, 대상기술의 사업화 및 수익성 관점을 체계적으로 반영하지 못하는 한계를 지닌다. 따라서, 벤처캐피털(VC)이나 엔젤투자자를 비롯한 금융권에서 대상기술의 수익성 정보를 참조하거나 기술벤처기업 설립시 기술지분을 참고하는 등, 기존 기술이전거래 협상참조용이나 담보 보증용에 널리 이용되던 기술가치평가의 활용범위가 급격히 확대되고 있다. 제조 서비스 분야의 일반 기술 뿐만이 아니라, 바이오 제약 의료 분야 기술에서도 미래 투입되어야 하는 사업화 소요기간 및 비용을 고려하여 기술가치를 산정해야 할 때가 있다. 기존의 현금흐름할인법(DCF법)이 연속된 투자에 대한 고려를 못하거나 기술적용 제품의 상용화 투입비용에 대한 확률적인 속성을 반영하지 못하는 등 한계점을 지니고 있다. 그러나 기술과 투자의 가치는 기회가치로 보고 자원배분을 위한 의사결정 정보를 감안해야 하므로, 실물옵션의 개념을 적용하는 것이 바람직하다고 여겨진다. 흔히 기업가치를 평가할 때 주가의 변동성(volatility) 개념을 도입하여 전일종가 대비 익일시가의 분산값을 활용하기도 한다. 이러한 개념을 기술가치평가에 적용하기 위해서는 '주가의 연속성(상대적 미세한 변화)' 및 '양(+)의 조건'을 고려해야 하는데, 실제 기술가치평가 상의 현금흐름은 사업초기년도 음(-)의 값이 나타나거나 2~3년 내외의 짧은 수익예상기간 하에서는 주가와 같은 변동성을 도출하는데 무리가 있다. 따라서 많은 문헌에서 연구된 바와 같이, 실물옵션 기반의 기술가치 산정을 위한 블랙-숄즈 모형에서 변동성과 기초자산가치, 그리고 사업화비용 간의 관계를 살펴볼 필요가 있다. 아울러 옵션가격결정모형(Option Pricing Model)에서 불확실성을 반영한 기초자산의 현재가치와 사업화비용의 현재가치분이 특정 임계조건 하에서 '옵션행사 포기(NAT; no action taken)' 영역으로 구분되는 지를 수학적으로 도출하고 관찰변수(입력값)에 따른 옵션가치 산출표를 개발하여 제시한다.

공공시설 자산관리는 새로운 시설물 유지보수 개념으로 유지관리체계를 넘어 자산의 가치를 높이는 관리체계이다. 이 연구의 목적은 도로 및 교량 같은 공공시설에 자산관리체계를 지원하는 정보시스템을 구축하는데 필수적인 자산의 가치와 가치비용을 평가하는 방법을 개발하는 것이다. 따라서 자산가치를 자산평가 척도인 LoS(Level of Service)를 바탕으로 금전적인 값어치로 공학적 관점에서 계산하는 이론적 방법을 연구하였다. 가치개념을 정립하기 위해 성능은 LoS를 적용하였고, 비용은 유지관리를 위한 직접 투입비용을 적용하였다. 연구목적상 기존 연구결과인 자산비용과 가치비용의 개념을 적용하였으며 합리적인 시설물의 가치비용을 추정하기 위해 추가적으로 자산의 규모, 시설물의 현재 상태, 투입예산의 효과, 시설물의 중요도를 고려하도록 제안하였다. 제안한 자산비용을 바탕으로 하는 가치비용이 최대가 되는 유지관리대안을 선정한다면 최적의 시나리오가 될 것이다.

Unlike existing other industries, the knowledge-based industry has the potential to grow increasingly with factor input unlimited. Importance of investigating knowledge and information evaluation cannot be overemphasized to promote economic development in that knowledge and information is accepted as an engine of new economy. We attempt to define the scope and value of knowledge and information and develop the knowledge and information value model. The results help policy-makers to manage and evaluate the knowledge and information with useful and responsible information.

The purpose of this research is to develop evaluation indicators for evaluating the educational value of libraries and, for this, frist of all, preliminary evaluation indicators were derived by analyzing comprehensively about 60 domestic and overseas papers which researched on the value of libraries. On the basis of the derived preliminary evaluation indicators, 10 experts were selected and the final evaluation indicators were developed by conducting Delphi survey three times. The final evaluation indicators are composed of five evaluation areas, which are the divided areas of the educational value of libraries, such as the literacy improvement, supporting of learning and education, research supporting and provision of information resources, improvement of educational environment and quality of education, strengthen competence, 13 evaluation items, and 62 evaluation indicators. In the future, it seems that researches to measure the educational value of libraries based on this will have to be conducted.
