A study on improvement of regular survey system of state-designated movable cultural heritage (국가지정 동산문화재의 정기조사제도 개선방안 연구)

  • Artificial or natural artifacts, which have historical, artistic, academic or scenic value as national, ethnic or global assets, are designated as "cultural heritages" under the Act on the Protection of Cultural Heritage. Cultural heritages can be divided into tangible cultural heritages, intangible cultural heritages, and monument and folklore heritages. In addition, depending on the object of designation, a cultural heritage can be designated either as a city or a provincial cultural heritage or a cultural heritage material, by a city mayor or provincial governor, and as a state-designated heritage by the administrator of the Cultural heritage Administration. The regular survey is a part of the policy for the preservation and management of state-designated heritages, which requires that surveys be undertaken every three to five years for the preservation, repair and maintenance of cultural heritages. It was stipulated in the Act on the Protection of Cultural Heritage in 2006, and since then has substantially contributed to the preservation and management of state-designated heritages based on the identification of damage to cultural heritages and the application of appropriate treatment measures. However, some parts of the guidelines on the regular survey, legislated in 2006, occasionally give rise to confusion in managing the regular survey system of state-designated movable cultural heritages, and need to be modified to facilitate the systematic management and improvement of the regular survey system. This study attempts to analyze the structure and operation of the regular survey system of state-designated movable cultural heritages, and proposes plans for improving the way of specifying each department which leads, manages and executes the regular survey, the process of entrusting the survey, and its guidelines and forms. I hope that these plans concerning the regular survey of state-designated movable cultural heritages will contribute to improving the quality and management of the system.

준해양사고 통보제도 활성화 방안

  • 준해양사고 통보제도(Marine Incidents Reporting System)는 우리나라의 선박소유자 및 선박운항자가 선박의 구조 설비 또는 운용과 관련하여 시정 또는 개선되지 않으면 선박과 사람의 안전 및 해양환경 등에 위해를 끼치거나 위해를 끼칠 수 있는 사태로서 해양사고를 제외한 사건이나 사고에 대하여 자율적으로 중앙해양안전심판원에 통보하도록 하여 심판원은 이를 분석하여 교훈을 발굴하고 정기적으로 업계에 전파하여 해양사고 예방에 도움이 되고자 하는 제도이다. 동 제도는 2010월 4월 조기 시행 한 후 시행 5년차에 접어들었지만 홍보부족, 선박의 특수성, 제도적 장치의 부족으로 통보제도 운영에 어려움을 격고 있다. 본 논문에서는 IMO 해양사고조사코드와 국내외 유사 준사고 보고제도 분석 후 통보대상자를 대상으로 준 해양사고 통보제도의 현황에 대한 설문을 실시하고 분석함으로써 동 제도의 활성화 방안을 제시하고자 한다.

해상교통관제제도가 적용된 연안해역에서 정보제공활동이 통항흐름에 미치는 영향

  • 본 연구에서는 해상교통관제제도(VTS)가 적용된 연안해역에서 해상통항흐름에 영향을 미치는 요소를 알아보고자 하였다. 본 연구의 목적을 달성하기 위해 해상교통환경조사는 2007년도부터 2012년까지 어장, 어로활동 및 해양구조물에 대한 마로해 인근해역에 대해 현지 조사방법을 사용하였다. VTS에서 제공하는 서비스종류에 대해 국제표준과 국내 적용 규정을 비교하고 2011년 연안해역에서 제공된 서비스에 대해 분석하였다. 동 해역의 해상교통흐름은 레이더와 선박자동식별장치 정보를 시공간적으로 중첩시켜 최근 6개월간 흐름패턴을 조사하였다. 연구 대상해역은 서남해 진도 인근해역($3,800km^2$)으로 통항분리제도와 탱커선통항금지해역 및 다도해해상국립공원을 포함하고 있다. 연구결과 연안해역에서 제공되는 서비스를 통해 해양사고를 18% 감소시켰다. 서비스 제공수준은 비정규분포를 보이며 공정능력은 향상된 것으로 나타났다. 안전한 해상교통환경 유지하기 위해 정기적인 연안해역 모니터링 및 관리체계의 확립에 대한 대응이 요구된다.

Research trend analysis of the introduction at the issue of private investigation institution (민간조사제도 도입시 쟁점에 대한 연구동향 분석)

  • This paper, so far to analyze the research trends in the issue that has been discussed for the introduction of private investigation institutions, by projecting its suggestion, want the investigation purpose of presenting the desirable introduction direction. The analyzed issue was extracted for existing research material on the introduction of private investigation institutions. Investigators pointed out issue is the name, business scope, corporate, qualification system (eligibility criteria and test), education, association establishment, regulatory agencies, has been included in the eight categories such as legislation form. For the name, I think there is a need to unify under the name "detective". For the scope of work, the amendment is difficult law, place an overview of the general business rules, more specific and detailed investigation business content, to discipline through the ordinance it is possible to be rational. Private investigation institutions, I think the need for limited operations of the corporation. For education, the new education and re-education on a regular basis I do for the private investigation workers. You must be one of the National Police Agency to the management authority. Legislative form, not to be defined by its own law, the revision of the security law, but that is to complement the provisions for private sector research system is effective.

Expectation-performance Analysis on Natural Landscape Review Program in Korea (자연경관심의제 도입의 기대-성과 분석)

  • 본 연구는 환경부 주관으로 2006년부터 시행되어 온 자연경관심의제도의 제도 도입 당시의 기대수준과 현재의 성과수준을 분석함으로써 발전방향을 모색하고자 진행되었다. 동 제도를 도입함으로써 얻고자 하였던 목표와 효과를 분석변수로 설정하고 당시의 기대수준과 제도도입 약 4년이 지난 2010년도 시점의 기대치 달성 성과수준을 비교하였다. 자연경관심의위원 전원을 대상으로 설문조사를 시행하여 분석하였으며, 비교결과 도출된 기대와 성과의 불일치 수준을 분석하고 그 원인을 고찰하였다. 그 결과, 제도 도입시 기대수준은 3.79, 성과수준은 3.09으로 나타나 당초 기대에 비해 그 성과가 다소 낮은 것으로 평가되었다. 성과가 기대에 미치지 못한 주요 항목은 자연경관을 고려한 개발사업계획 수준 제고(-2.91), 경관개선 실천성 제고(-2.97), 자연경관자원 주변경관의 개선(-3.00)으로 나타났다. 이와 같은 결과를 고찰하여 동 제도의 발전방향으로 심의절차개선과 홍보강화, 자연경관심의위원 전문성 확보, 심의내용과 범위 개선, 심의기준 객관화, 전문가 참여 의무화를 단기적 발전과제로 도출하였다. 중장기적으로는 계획적 접근에 의한 경관관리 및 심의와 자연경관보전자원의 대상과 개념을 시각적 자원 뿐만 아니라 생태적 자원으로도 확장시켜야 함을 제안하였다.

A Study on the Efficient Improvement Way of Tax Investigation System (세무조사제도의 효율적 개선방안)

  • Most of the taxes in Korea are collected using a voluntary reporting payment system that meets most financial requirements. However, many people are unaware of their tax liability, and legal forces to ensure payment of taxes are weak within the Korean social structure. Therefore, the tax system cannot depend only on people's awareness of their tax liability, and for these reasons the Korean government has been investigating a system for fair taxation and the administrative punishment for tax evasion. In addition, an improvement to the taxation system is strongly 'demanded in order to protect taxpayers' rights, and improve the efficiency and rationality of the system. In this study, I compare and analyze the problems related to each nation's tax investigation system, and then propose an improved plan for a tax investigation system in Korea. It is necessary to prescribe in the bylaws of the Office of National Taxation that the investigator's performance rating or incentives are not affected in any way by the tax investigator's actual records on tax collection, as this type of evaluation can easily lead to conflicts with the primary goals of the law or written constitution.

The Effects of Internal Marketing Activities by Contracted Food Service Management Company (위탁급식전문업체의 내부마케팅 전략에 관한 효과분석)

  • The purpose of this study were to a) clarify the current practice of internal marketing by contracted food service management companies, b) analyze the effectiveness of current internal marketing practices. The survey was conducted between October 12 and November 2, 2002 with the 10 contracted food service management companies; 6 large, and 4 small & medium sized companies. No significant difference was existed with the categories of internal marketing. However significant differences were existed with the service education, sanitary education, periodic interviews, rewards for best employees, incentive payments, paid -leave allowances, job function allowances, and position classes including unit manager, dietician and cook of MBO. The actual administration of internal marketing strategies showed that, the significant differences were existed with education, paid-leave, and employee welfare systems among position classes. Also the significant differences were existed with all categories of internal marketing between large and small & medium sized companies. In general, small & medium sized companies score of the internal marketing performance was lower than that of large sized companies. Therefore, the segmented internal marketing strategies depending on the analysis not only demand for employees but also the size of company, were required to be an effectively and efficiently managed contracted food management companies.

Affecting Factors on National Health Insurance Coverage Dental Scaling Experience (건강보험 치석제거 수진에 영향을 미치는 요인)

  • The aim of the study was to investigate the affecting factors on National Health Insurance coverage dental scaling experience. The self-reported survey for the adults living in Seoul, Gyeonggi province and Incheon had been progressed from February 10, 2014, to February 28, 2014, after receiving informed consents. And the 238 survey results had been analysed as the data of this study. The data analysis such as frequency analysis, ${\chi}^2$-test, and multi-logistic regression (p<0.05) for all collected survey data had been processed using IBM SPSS Statistics ver. 20.0. According to multiple logistic regression analysis, regular dental check-up (odds ratio [OR], 2.63; confidence interval [CI], 1.05~6.59) and dental scaling experience (OR, 3.06; CI, 1.09~8.54), monthly income (OR, 3.55; CI, 1.01~12.56) were the factors having statistically significant influence. Therefore, in order to increase of National health insurance dental scaling experience, it is necessary to increase awareness of the new dental scaling system through the promotion and oral health education about national health insurance dental scaling, and to emphasize the importance of dental Scaling by regular dental check-up.
