A Study on the Standardization Scheme for Aids to Navigation & the Related Marine English (항로표지와 관련해사영어의 표준화 방안)

  • With today's continuous increase of both seaborne trade and foreign crew boarding ships, it is necessary to study the standardization of Marine English with respect to Aids to Navigation(AtoN) for the safety of ships. After reviewing the organization of the standard council of the equipment and article of AtoN, the standardization of various types of AtoN was not capable of meeting by the only existing council's activities. For on-the-job progress, it was necessary for the subcommittee to be composed by types of AtoN. It is thus desirable to the integrated approach to the combination of the civil, the public, academic circles and research institutes, which harmonized the council's flexibility and professionalism in the composition of the members. Subjects, levels and targets in each course were presented from results of the study on the standardization scheme of Marine English related to AtoN. The ET steps were classified by the difficult degree to which the principles of interpretation and communication were applied. This study contributed to the scheme that was firstly established to solve the problem of the audiovisual English ET due to the lack of the professionalism of the existing marine affairs by presenting the standardization scheme of Marine English prior to the institutional reform related to AtoN.

A Study on the Traffic Improvement at an Approach Area of Busan Harbor (부산항 제1항로 진입 해역의 통항 개선에 관한 연구)

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

A Study on the Lateral Force Acting on a Ship in the adjacent Waterway of Busan and Gamcheon Breakwater (부산항과 감천항 방파제 인접 항로에서 선체에 작용하는 횡압류 현상에 관한 연구)

  • In order to secure the traffic safety especially in the entrance waterway of harbour, it is important that the breakwater and the port facilities should be designed properly considering ship-handling difficulty and traffic flow. In this study, the lateral force acting on ship hull under the external force(wind, current, wave) is investigated quantitatively for the container ship approaching to the Busan and Gamcheon breakwater. The relation of ship-handling difficulty to the breakwater and the arrangement of ship's routine are examined based on the lateral force under the external force. Some of reviews to secure traffic safety on the design of breakwater are discussed.

스마트 항로표지 사이버보안체계 테스트베드 구축방안 연구

  • 해양 산업은 e-Navigation 시스템을 시작으로 체계적인 접근 방식과 다양한 전략을 바탕으로 다양한 해양 서비스를 제공하고 있으며, 서비스 운영에 필수적인 장비 개발 및 스마트 항로표지 서버 구축 등 통합 운영이 가능한 스마트 항만 구축을 목표로 나아가고 있다. 그러나 고도로 자동화된 스마트 항만의 자율 시스템을 검증하기 위한 테스트베드는 기존의 테스트베드와 달리 복잡한 접근 방식과 다양한 요소가 필요하며, 특히 인공지능 등 최첨단 디지털 기술이 적용할 수 있게 됨에 따라 신규 서비스 제공과 이에 따른 잠재적으로 발생이 가능한 치명적인 문제점을 조기에 발견하고 대응하기 위하여 사이버보안체계 연구 및 이를 검증할 테스트베드 구축에 대한 준비가 필요한 시점이다.

Seaport Concentration and Competition Development in the Arctic Region of Russia along the North Sea Route (러시아 북극지역 항만의 집중 및 경쟁현상에 관한 연구-북극해 항로를 중심으로)

  • Russia has access to unique port locations and routes, one of them is North Sea route, which have been a major debate topic for last several decades. In order to handle any shipments along the route, an adequate and capable port system must be present. This study aims to identify development and competition patterns from 2007 to 2016 of Russian ports in the Arctic basin, concentration trends in particular. The objectives achieved through utilizing the Herfindahl-Hirschman Index (HHI), concentration ratio (CR), the Gini coefficient and Lorenz curve, and shift-share analysis. Results demonstrate concentration trend, positive overall growth and lack of real competition. Originality of this study lies in the fact that certain analysis had not been done in previous studies, but importance of it may be found in several papers. Findings of this paper may assist policy-makers, port authorities and other researchers in understanding and further study on the region.

  • In the present maritime traffic conditions of mokpo harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents of the last 10 years, the fishery status, operation of traffic routes and navigational aids of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

  • 최근 여가 관광의 기능이 활성화되고 해양활동에 대한 관심이 증가하면서 주로 어업의 대상으로 여겨지던 해양공간이 관광자원으로서의 중요성이 부각되고 있으며, 여가활동 및 가족단위 관광활동의 증가로 인하여 해양환광활동에 대한 국민적 관심이 높아지면서 해양레저에 대한 수요가 증가하고 있다. 하지만 우리나라 해양레저활동의 현실은 시설 및 프로그램이 활성화되지 못하고 있으며, 기존의 낚시나 유선사업의 수준을 벗어나지 못하고 있다. 현재 해양레저활동자 조차도 바다에 관한 깊은 이해와 일정수준의 기술 및 노하우를 가지지 못한 상황이며, 레저보트가 접근할 수 있는 지역의 정보 부족으로 근거리의 단순한 경로만을 반복적으로 운항하고 있는 실정이다. 따라서 본 연구에서는 이러한 문제점을 개선하고 요트항해에 필요한 다양한 정보의 제공에 대응하여 해양레저활동을 위한 레저항로를 부산지역을 중심으로 제안하였다.

A Review on the Characteristics of Environmental Stress Model for Maritime Traffic Safety Assessment (해상교통 안전성 평가를 위한 환경 스트레스 모델의 특성 고찰(I))

  • The concept of “Environmental Stress(ES)” can be used as a useful index when assessing the maritime traffic safety. It is composed of two parts, one due to geographical restriction and another one due to traffic congestion. In this paper, Environmental Stress due to geographical restriction is reviewed Its characteristics are surveyed from the sample calculation results for some hypothetical cases, such as approaching a breakwater, navigating in a long straight channel, and in a long bended channel. Sample calculations are also carried out for the approach channels in Busan and Kwangyang harbor. By using this ES concept, it is expected that objective ana quantitative assessment of safety is possible for various environmental conditions when navigating in a harbor or in a fairway.

  • In this paper, we proposed a short distance control method of AtoN charge and discharge regulator. The proposed control measures, was constructed by applying the communication standards NEMA018 of AtoN and control function analysis of the charge and discharge regulator that has been operating in the country. By using the control method is proposed, while maintaining the waterproof without product degradation, there is an advantage that can communicate control wired or wireless. Also, it is possible to ensure the accessibility of the charge and discharge regulator in operation, it is effective for maintenance. In this paper, installed the application to control the charge and discharge regulator to the smart-phone. by using a PC and Blue-tooth communication, to examine the effectiveness of the control information. Future, control method of power controller, can provide a national standard.
