본 연구에서는 ITU-R 권고안들을 근거로 하여, 입력파라미터의 일부로서 사용자가 입력하게 되는 전파 분석을 수행하고자 하는 위치좌표와 사용 주파수 대역, 적용 업무 파라미터를 활용하여 전파전파 분석모델이 자동 선택되어 전파 분석을 수행할 수 있도록 기준을 마련함으로써, 복합적인 실 전파 환경에서의 전파분석시스템(RFMS)의 활용도를 높이는 방안을 제시하였다.

This paper has examined the concept of dependence of spectrum to foresight on future wireless industry. For this, we classified the wireless industry and had a survey on the dependence of spectrum of the wireless industry by experts interview. We had foresighted the trend and changes of future market of wireless industry using survey data. We also had analyzed on factors of growth and level of development of wireless industry.

급격히 신장하고 있는 전파응용 서비스의 질적, 양적인 수요를 충족시키기 위하여 세계 각 국은 나름대로의 전파 관리 체계를 운영함으로써 전파자원 이용 효율의 극대화를 추구하고 있다. 이와 때를 같이하여 국내에서도 전파응용 산업의 활성화를 위하여 각종 규제의 완화 및 적극적인 연구개발 투자가 이루어지고 있다. 특히 전파자원의 국제적 이용이 확산되고 있는 시점에서 전파자원 이용의 올바른 정책방향 수립이 요구된다 하겠다. 이 글에서는 국내의 전파관리제도 현황과 미국, 일본, 영국, 독일의 주파수 관리제도, 관련조직 구성, 업무분장 등을 살펴보고 향후 우리나라의 전파관리제도의 발전방향에 대한 의견을 제시하였다.

언제 어디서나 안정된 무선 서비스 제공을 받고자하는 사용자의 요구는 증대되고 국가적으로 유한된 전파자원을 경제적이며 효율적으로 이용하고 신도시 개발과 같은 국토 개발에 따른 국민들의 전파수요에 효과적으로 대처할 수 있는 전파분석 기술이 필요하다. 본 논문에서는 다양한 형태로 취득되는 영상 및 원격탐측 자료를 처리하여 전파분석의 기본 데이터로 사용되는 3차원 공간정보를 신속하고 정확하게 구축하고 건물의 높이가 다양하고 밀집되어 있는 도심지에서 적용될 수 있는 3D Ray-Tracing을 이용하여 전파분석을 할 수 있는 시스템을 제안한다. 이에 기존의 GIS데이터의 갱신주기가 길어서 발생하는 전파분석 결과의 신뢰성 저하에 대한 문제점을 Rapid Mapping 기술을 통하여 대상지역의 변화를 신속하게 추출한 후 전파분석에 이용함으로써 전파분석의 신뢰성을 높일 수 있다.

미국의 전파관리 정책은 1990년대에 들어서 새로운 변화를 맞이하고 있다. 특히 경매에 의한 전파통신 사업면허의 부여, 전파사용료(Regulatory Fee)제도의 도입 등과 같은 새로운 제도의 시행과 이러한 제도의 시행을 뒷받침하기 위한 새로운 행정기구의 설립이나 기존 기구의 역할변화 등의 정책변화를 시도하고 있다. 본 논문은 FCC, NTIA 그리고 이들 두 기관사이의 협조와 조화업무를 담당하는 IRAC 등 미국의 전파관리 행정기구의 구성과 역할을 분석하고자 한다. 이러한 분석을 통하여 연방국가인 미국에서의 연방 정부와 민간간의 전파자원 이용에의 조화와 장기적인 전파지원 개발을 위한 각 기구의 노력을 엿볼 수 있다.

Radio frequency management system(RFMS) is being operated to facilitate national spectrum management and monitoring in Korea. To improve the engineering analysis function in RFMS, criteria for the automated selection of the propagation model adequate to the radio station service environment considered are proposed. Those criteria are derived from the specified parameters obtained through the analysis of related ITU-R propagation & diffraction loss models which are to be used in RFMS. Then, using criteria acquired, computer program is made to achieve the automated selection of the most appropriate propagation algorithm, among the ones provided in RFMS, to the environment in which the engineering analysis is required. Furthermore, an illustrative example is shown with the proposals fur increasing the efficiency of the engineering analysis in RFMS.

This paper proposed an improvement scheme for effective usage of radio-frequency management system(RFMS), which has been operated to facilitate national spectrum management and monitoring in Korea. Based on the wave propagation models, interference analysis algorithms, and sharing criteria recommended by ITU-R, we derived criteria for the automated selection of the channel interference analysis algorithms and sharing conditions adequate to the environment to be analysed. Then using the obtained criteria, computer and program has been made and shown to select the most appropriate propagation models, interference analysis algorithms, and sharing criteria from the ones provided in RFMS, with the illustrative example.

전파는 통신, 방송, 고주파 가열 및 세척, 의료진단 및 치료, 원격검침, 방향탐지 등의 다양한 부문에서 널리 활용되고 있다. 전파가 지닌 이러한 경제적 가치에도 불구하고 전파이용자가 부담하는 제비용은 그가 전파이용으로부터 얻는 경제적, 문화적 편익과는 무관하게 책정되어 있다. 따라서 본고에서는 전파자원의 합리적 이용을 위한 방안으로서 전파이용자가 전파관리에 드는 비용을 적절히 부담할 수 있도록 하는 방안에 대해 논의하였다. 이를 위하여 본고에서는 우선 전파가 지닌 개념 및 특성을 검토하고 국내의 다른 부문에 대한 부과사례 및 외국의 전파관련 부과사례 등을 조사분석한 후 전파에 대한 경제적 부과의 타당성 및 부과명목 등을 논의하였다.

최근 들어 급속한 전파 이용 기술의 발전과 인터넷, PC 보급률의 증가 등의 요인으로 인하여 전파이용량이 증가되는 등 전파의 수요가 급증하고 있으며 이로인한 인접국가간의 전파간섭사례가 증가하고 있다. 이에 대하여 이 연구에서는 우리나라의 국제전파감시체제를 분석하여 3가지의 개선방안을 제시하였다.

In this paper, we analyzed on the importance of radio spectrum and radio industry for promoting radio ecosystem. For this, we investigated the changes of future society and analyzed the recognition and importance of radio industries by survey on opinion changes of experts. We suggested a direction for radio industry promotion, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. The importance changes and radio use industry sector practices of the radio industry are analyzed by survey of experts. From this result, the 5 policy options are proposed.
