  • An All-red clearance interval(AR) has been operating with amber signal in order to avoid collision between vehicles which cannot come out of the intersections, vehicles coming in from the opposite direction, and pedestrians(bicycles) on the crosswalk during the signal conversion time at the intersections. Foreign nations have been analyzing AR's influences of traffic accidents. On the other hand, the similar research has not been conducted in the country. The objective of this paper, therefore, is to analyze the safety at the intersections with respect to the installation of AR through the hypothesis test. A before-and-after analysis has been performed for 10 intersections where applied AR. From the 95% of significance level, the results of Non-parametric Test show that the installation of AR improves a safety at the intersections. The results indicates that AR discharges vehicles passing through the intersections and control entering vehicles at the intersections.

  • This study deals with the relationships between signal operation and traffic accident of signalized intersections. The objective of this study is to analyze the traffic accident reduction effects on the operation of all-red clearance interval (ARCI). This study gives particular attentions to evaluating the traffic accident reduction effects of ARCI at 37 signalized intersections in Cheongju using before-after evaluation with comparison group. The main results are as follows. First, the number of traffic accidents, fatalities and injuries has changed before operating ARCI and thereafter. Second, the result of before-and-after evaluation with comparison group showed that the number of accidents was reduced by 20.0% and that the number of fatalities and injuries was reduced by 28.0%. Finally, reduction effects from operating ARCI were evaluated to be 6.0~35.0% in the number of accidents and 18.0~37.0% in the number of fatalities and injuries.

  • Although traffic signal installations are continuously expanding, the effect of preventing traffic accidents remains unverified. Totally, 7,045 traffic accident data (such as signal violations) registered with TCS were manually searched for a 7-year period from 2013 to 2019 for 1,602 traffic signals in Daejeon Metropolitan City. The top 20 traffic accident intersections were identified, the traffic accident investigation records and field maps were viewed to compare the driving direction and signal phase of the violated vehicle, and the cause of the traffic accident was divided into insufficient signal operation design (operation) and driver negligence (intentional). Results of the analysis revealed that 75% of traffic accidents occurred in thru-left-turn traffic signals and overlap; moreover, extending the yellow time or operating all red signals due to countermeasures against traffic accidents occurring in yellow signals resulted in reduced traffic accidents. Data indicated that Permissive Left Turn requires improvement with the signal operation. In addition, since The Korean National Police Agency is not computerized for traffic accident sites and signal-related data, the lack of manpower necessitates improvement and utilization of TCS when establishing traffic accident prevention measures. It is believed that it will contribute to signal operation by analyzing vast amounts of data collected in the field and presenting improvement measures.
