  • According as information society has been raised, many countries of the world have taken a lot of interests in e-government implementation. The several guidance countries already have offered people various administrative service and popular enmity service in the Internet conveniently, People can use e-government service more conveniently by the Internet, but important personal information or state secret can be leaked in the Internet. Because of these security vulnerabilities, a lot of countries are constructing security infrastructure that can protect personal information. In this paper, we examine e-government construction trends of the several guidance countries, and propose security considerations to provide safe and reliable e-government service.

A Study on Analysis Model of E-government Business Regulation Using Delphi and AHP Method. (델파이와 AHP 기법을 활용한 전자정부사업 규제의 적정성 분석모델에 관한 연구)

  • The purpose of this study is to prevent enactment of regulations on the basis of fragmented claims by stakeholders about e-government business regulations, and to rather decide whether to introduce regulation by quantitative methods based on cost-benefit analysis. To this end, a quantitative regulatory analysis model is to be prepared based on the policy objectives to be pursued when preparing e-government regulations. First, for regulating e-government business, the policy objectives to be pursued were derived large and small categories by applying the Delphi technique. The importance of each policy objective item was then set by applying the AHP technique. Also, based on this analysis model, the appropriateness of the existing e-government regulations was analyzed. As a result of the analysis, many of the regulations partly met the objectives discussed at the time of enactment, but negative effects were also observed in terms of overall efficiency and consumer benefits.

  • 본 논문은 범정부 엔터프라이즈 아키텍처(EA)의 메타모델을 UML 다이어그램을 이용하여 개선 연구에 관한 논문이다. 여러 공공기관과 기업에서는 '범정부 정보기술아키텍처 적용'이란 전자정부 로드맵 과제로 정보기술을 그들의 경영혁신을 위한 전략적 도구로 도입하였으며, 조직 전체의 최적화 및 통합, 조직의 진화관리, 조직업무의 효율성 및 효과성 등을 제공하는 방법으로 EA를 개발 및 적용하고 있다. 하지만 EA 프레임워크에서 제안하는 메타모델들은 단순한 네모 박스와 선으로 연결된 의미가 부족한 메타모델들을 제안하고 있다. 본 논문에서는 메타모델에 의미를 부여하는 작업으로 UML 다이어그램을 이용한 새로운 메타모델 다이어그램들을 제안한다. UML에서 사용된 의미를 가진 다이어그램을 범정부 엔터프라이즈 아키텍처의 메타모델에 적용함으로써 의미적인 메타모델의 다이어그램을 통해 보다 의미 전달이 용이한 메타모델로 사용되어 질 수 있을 것이다.

A Strategic Approach for Promoting Korean e-Government Model Exports Targeting Developing Countries - (한국 전자정부 수출 촉진을 위한 전략적 접근 - 개발도상국 진출을 중심으로 -)

  • This study aims to seek effective measures centering on developing countries that can export Korea's e-Government ranked the first place two times in a row (2010 and 2012) in the United Nations' e-Government Survey. Up to the present, individual ministries or agencies have made efforts to export systems or services related to e-Government, but it is judged that comprehensive and systematic approaches have not been sufficient. This study, therefore, has been intended to find realistic mid- and long-term strategies and supporting methods that can promote Korean-type e-Government exports by analyzing problems identified in the strategies implemented by the current ministries or agencies for assisting enterprises engaged in e-Government exports. In addition, this study as an empirical one has been intended to diagnose improvement points by analyzing e-Government exporting strategies executed by existing government ministries and agencies, suggest methods for filling in gaps between as-is and to-be models, and seek timely and effective measures in the future.

An Empirical Study on Open Government Data: Focusing on ODB and OUR Index (공공데이터 개방에 관한 실증연구: ODB와 OUR Index를 중심으로)

  • In this study, to reveal determinant factors for degree of open data it conduct empirical analysis for ODB(Open Data Barometer) and OUR Index(Open, Useful, Reusable Government Data Index) that are global open data index among 26 countries. As a result of multiple regression analysis, First focus is on ODB. In the Model 1 with independent variables, e-Government, SW Market size and government efficacy are significantly positive effect for ODB. In the Model 2 with independent variables and moderating variable, e-Government, SW market size and social capital are significantly positive effect for ODB. In the Model 3 with independent variables, moderating variable and interaction term, e-Government and social capital are significantly positive effect for ODB. Second focus is on OUR Index. In the Model 1 and the Model 2 e-Government is significantly positive effect for OUR Index. In the Model, e-Government and SW market size ${\times}$ social capital(interaction term) are significantly positive effect for OUR Index. And in path analysis, only ODB alternative model show Government efficacy with social capital has full mediation effect. In OUR Index alternative model there is no mediation effect with social capital.

A Study on Embody e-Government at Home with Home Network Infrastructure (홈네트워크기반의 가정 내 전자정부 구현을 위한 연구)

  • This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

A Study on the Effects of Government and Electronic Public Procurement on the Private Sector's Technical Inefficiency (정부 및 전자 구매의 기술적 비효율 효과(Technical Inefficiency Effects)분석)

  • The aim of this study is to reveal the effects of government and public electronic procurement on the private sector's productivity and technical inefficiency. Three cases are analyzed. The first scenario is that the government just appears as a new consumer to enterprises. Simply participating as a new consumer to enterprises reveals that government does not contribute to the private sector's productivity or improve technical efficiency. The second case is one where the government publicly procures the private sector's service or goods using IT technologies. It is revealed that government contribute to improve the private sector's productivity and reduce inefficiency. The last case is where the government demands business to connect to governments using new IT technologies. The government demands to adopt the IT technology for connection results in improved productivity and efficiencies in the private sectors.

  • This paper explores desirable status of block chain electronic government in relation to the prevention of cybercrimes and corruption. After the research, we suggest four measures to establish desirable status of block chain electronic government. Eventually, transparency is ensured thanks to the core concept of block chain technology, sharing, not only allowing all of the participants to share information and but also preventing them from forging or falsifying information. Furthermore, a wide variety of participants can play a role as monitors in the horizontal structure of governance system, which also assures credibility and reliability on electronic government through trust on block chain itself. Electronic government aims at virtue of expanded electronic democracy which strengthens information democracy. Also, establishment of electronic governance, that emphasizes networking and guarantees, is a desirable image of the future of the fourth industrial revolution. Therefore, the establishment of future electronic government according to the four principles drawn from this paper can be the most suitable model.

A Study on the Development Phases of GIS based E-government (GIS기반 전자지방정부 발전단계모형 연구)

  • There are not enough information and service in current e-government practice because it only relier on text based information services. To make e-government more attractive and successful, scope of information and service should be broaden. To do so, GIS is necessary in the development process of e-government. This paper aims at exploring theories and technologies related to e-government and suggesting strategies for developing GIS based local e-government. In this paper, we particularly pay attention to the role of GIS for local e-government. Since many of local government data has spatial components, we believe that GIS would play a crucial role in developing local e-government. Thus, this paper tries to examine how GIS contribute to successful implementation of e-government. Then, it attempts to build a developmental model for GIS based e-government. Finally, it suggests strategies and policy measures for each development stage.
