This study aimed at identifying the organizational factors that influence the performance of e-Government. For this purpose, we reviewed much research related to organizational and e-government performance. Also we surveyed from A governmental agency and performed the analysis. The findings show that all organizational factors (chief officer's commitment, information-oriented culture, and interpersonal/interdepartmental collaboration) have an significant and positive effects on the performance of e-Government: increase in customer service, improved work efficiency, cost reduction). Also, the results show that all organizational factors have much stronger relationship with the customer service than other organizational factors.

This study first identifies the critical factors for the successful e-government implementation. Then, it examines how these factors are emphasized and recognized during our e-government implementation process. Finally, it analyzes the relationship between the critical factors and the e-government performance and provides the way in which our e-government is successfully developed.

정부 포탈 사이트는 국민들의 참여와 이용을 장려하여 정부와 국민간의 활발한 커뮤니케이션 창구로 이용하려는 전자정부의 의지를 반영하고 있다. 본 연구에서는 어떠한 요인들이 정부 포탈사이트 사용의도에 영향을 미치는지를 검증하여 그 목적을 가지고 있다. 이를 위해서 정보기술 수용에 관련된 연구들 중 널리 알려진 Davis(1989)의 TAM 모형과 DcLone & McLean(l992)의 정보시스템 성과측정 모형을 사용하여 연구모형을 도출하였으며, 지각된 모호성과 정부지원을 조절변수로 사용하여 지각된 유용성에 미치는 영향을 검증하고자 하였다.

전자정부 표준프레임워크는 공공부문 정보화 사업을 위해서 개발 보급되었으나, 최근 민간부문으로 확대 적용되면서 정부차원의 강제성 없이 자발적으로 오픈 플랫폼 생태계로 진화하기 시작하였다. 또한 전자정부 표준프레임워크는 세계 전자정부 1위의 대한민국에서의 성공적인 안착에 힘입어 개발 도상국을 중심으로 해외로도 확산 조짐을 보이고 있다. 본고에서는 최근 내수 시장의 한계 및 국내 SW 산업 정책이 중소기업 중심으로 이루어지면서 대형 IT서비스 기업들의 해외진출 전략이 공격적으로 전환되고 있는 시점에서 전자정부 표준프레임워크를 중심으로 국내 기업의 장점을 살리면서 단점을 극복할 수 있는 성공 전략에 대해 알아본다.

전자정부의 중요한 가치이자 목표 중에 하나는 기관 및 업무의 경계 없이 정부를 하나로 연결하고, 국민에게 쉽고 편하게 최상의 정부서비스를 제공하는 것에 있다. 전자정부 선진 국가들은 상호운용성 제도가 시스템연계의 복잡도를 해결하고, 비용을 절감하며 서비스를 개선할 수 있는 필수요소로 인식하고 제도를 적극적으로 추진하고 있다. 우리나라의 경우도 정보화촉진시행계획, 상호운용성 확보를 위한 기술평가 기준 수립 등의 상호운용성과 관련된 제도들이 운영되고 있으나 제도간 연계 및 적용에 한계가 있는 것이 사실이다. 본 논문에서는 EU, 영국, 미국 등 주요 해외국가들과 우리나라 간의 상호운용성 제도 비교분석을 통해 국내 상호운용성 제도의 발전방향을 모색하여 본다.

As ICT Ecosystem does, electronic government changes in its form. Accordingly, in order to realize Smarter m-Gov, the governments need to vitalize m-Gov services and enact technology policy. Therefor, this manuscript suggests possible model of m-Gov realization and security algorithm as a technology policy which applies quantum cryptography system to server security for the construction of secured m-Gov's infrastructure. What the manuscript suggests seeks administrative ideas of Smarter m-Gov's services which contain security, stability, and economic feasibility for the benefits of nation and enterprises.

In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

정보통신기술의 발전과 그에 따른 사회경제적 수요 변화에 따라 기존 인터넷 기반의 전자정부가 접근성(accessibility), 활용성(availability) 및 개인화(personalization) 제고차원에서 무선 기반의 전자정부(Mobile-Government), TV 기반의 전자정부(TV-Government), Ubiquitous-Government, (이하 U-Gov) 등으로 빠르게 전환되고 있다. 이와 같은 전자정부서비스의 전환점에서 본 연구는 TV기반 전자정부 서비스 제공 전략에 대한 시론적 연구이다. 따라서 본 연구에서 T-거버먼트의 기술적.사회적 환경변화와 미국, 영국 등 해외 사례와 우리나라의 T-거버먼트 서비스 제공 현황을 분석하였다. 그리고 이러한 거시적 기술적 환경분석과 국내외 사례분석을 토래로 향후 T-거버먼트 개발시 고려사항과 추진전략을 제시하였다.

전자정부 표준프레임워크는 공공사업 프로젝트에서 응용 SW 표준화, 품질 및 재사용성 향상 등의 목적 하에 개발된 것으로 일반 기업에서도 도입하여 시스템 개발에 활용하고 있다. 이는 전자정부 표준프레임워크가 정부기관은 물론 일반기업에서도 효율성 향상 측면에서 중요하다. 본 연구는 전자정부 표준프레임워크를 일반기업 프로젝트에 도입할 때의 기대효과 및 문제점들을 정리하고 도입방법과 단계를 살펴보고 전자정부 표준프레임워크가 일반기업에서도 많이 활용될 수 있는 방안에 대해 연구 하였다.

본 고는 영국 정보에서 효율적인 전자정부 구현을 위해 2001년 5월 5일에 발표한 e-Government Interoperability Framework, Version 2(http://www.govtalk.gov.uk/documents/e-GIF_version_2.doc)중 핵심이 되는 "제2장 정책과 기술표준(2, Policies and Technical Standards)" 부분을 완역한 것이다. 여기에서는 민간 부문 시스템들을 상호 연결하면서 공공부문에서의 끊임없는 상호 운용성을 확보하기 위한 영국 정부의 정책과 규격들이 제시되어 있다. 최근 범정부 차원에서 추진중인 전자정보(e-Govenment)와 공공부문에서 추진중인 전자화 사업(e-porjects)구현시 유용한 참고 자료가 될 것으로 사료된다
