본 연구는 새로운 국제 전자결제수단으로 개발된 무역카드(TadeCard)에 대한 검토와 활용 가능성에 관하여 검토한 것이다. 무역카드는 세계무역센터협회가 인터넷을 통하여 국제무역대금을 결제할 수 있는 전자결제시스템으로 개발되었다. 무역카드시스템은 제시되는 전자문서의 일치성 점검 및 국제무역거래의 모든 이행과정을 온라인(on-line) 상에서 전자적으로 이행되는 것을 특징으로 하고 있으며 부대비용 등 경제성 측면에서 여타 결제수단보다 우월한 결제시스템이라고 하고 있다. 그러나 가상공간을 통한 전자결제시스템은 거래당사자에게 대금지급의 확실성과 거래의 안정성 및 신속성 보장이 전제되어야 한다. 실제로 무역카드시스템은 특정 보증보험회사의 보증에 기반을 두고 있어 국제 기업간 거액거래상의 신용취급의 한계점과 금융네트워크 등에서의 취약점을 가지고 있다. 따라서 무역카드가 국제전자결제시스템으로 정착되기 위해서는 정보보안 등 기술적인 안정성이 검증되고 결제상의 신뢰성 보장을 위하여 상업은행들의 참여가 확대되어야 한다. 또한 인터넷상에서 결제가 이루어지기 위해서는 담보권과 유통성이 보장되는 볼레로전자선화 증권 등의 활용과 기존의 모든 종이문서에 의한 결제서류도 전자문서로 대체되어야 한다.

전자무역거래는 궁극적으로 무역계약체결천의 마케팅과 인콰이어리는 물론 무역계약과 계약 이후의 운송, 보험, 결제 등을 네트워크를 통해 실현하고자 한다. 그러나 무역거래의 전 단계의 전자화 추진에 있어 가장 큰 걸림돌은 국제대금결제시스템을 전자화하는 것이며, 이러한 문제점의 해결은 궁극적으로 전자무역거래의 완성이라고 해도 과언이 아닐 정도로 전자무역 구현에 있어서 시급하고도 중요한 핵심과제가 되고 있다. 이에 본 고에서는 전자무역시대를 맞이하여, 전자무역거래에서 전자결제시스템으로 주목받고 있는 BOLERO, TradeCard, 그리고 BeXcom의 주요 내용과 특징을 살펴보고, 상호간 비교 분석을 통하여 전자결제시스템의 발전적 과제를 제시하고자 한다.

The main purpose of this study is to analyze the relationship among present conditions, obstructive factors, and export performance in using e-Trade Service System for Korean small and medium enterprises(SMEs). According to the empirical survey result, the obstructive factors affect significantly on the relation between application level and performance of e-Trade systems. It means that continuous and varied efforts are needed by government and related organizations to reduce the influence of obstructive factors.

For the internet is spreading out, a trade method and a trade process are chaning. Especially, with the development of an internet, a international trade can be madevia internet and other trade related with businesses can be achived electronically. The electronic trade is expected to dominate the gloval trade. Therefore, a trader needs to study this new method of trade intransaction with German. This paper focuses on the electronic transaction system in German. They participate in the foreign trade which is based on The AuBenwirtschaftsgesetz(AWG) and AuBenwirtschaftsve- rordnung(AWV). Customs are managed by the processing of two methods, The one is a export custom processing, the other is a outward custom processing. This paper also focuses on the law for a electronic trade in German. There are a varity of Law related with a electronic trade in German. 미국과 싱가포르는 모두 세계에서 가장 우수한 기업 경영환경을 제공하는 국가이다. 그러나 미국이 자유방임형이라고 한다면 싱가포르는 철저하게 계획형이라는 점에서 다르다. 따라서 본 연구에서는 미국과 싱가포르의 전자무역 지원정책의 사례를 분석하고, 상호비교를 통해 우리 나라 전자무역 지원정책에 대한 시사점을 파악하였다. 본 연구의 가장 큰 시사점은 전자무역의 활성화가 기본적으로 민간의 적극적인 참여로 이루어져야 한다는 것이다. 정부의 역할은 주도적인 입장이 아닌 철저한 지원자의 입장에서 수행되어야 한다. 정부가 거래알선 및 e마켓플레이스 등 전자무역의 핵심적인 활동에 직접적으로 관여하기보다는 관련된 민간기업을 육성하고, 기업들의 전자무역 수행능력을 제고시키며, 기업의 전자무역 활동이 원활하게 이루어질 수 있도록 전자무역 인프라의 확충에 정책의 초점을 맞추어야 한다는 점이다. 향후 전자무역 촉진을 위한 주요 정책의 방향으로 전자무역에 대한 기본적인 인식을 제고 할 수 있는 홍보활동 강화, 전자상거래 지원기관과 전통적인 무역지원기관들의 연계 및 산학연계 활동의 촉진을 통해서 중소 기업에 대한 실질적인 전자무역의 지원, 전자무역 관련 전문인력의 체계적인 양성, 무역 관련 공공정보시스템의 개선 등이 제시될 수 있다.

Recently many company has been cracked by crackers information security and everyday new computer virus come out. so e-trade partners should prevent the disasters. A few studies researched e-trade securities broadly but the new trend in information security division especially focused on electronic payment, EDI, Transportation, Contracts, Insurances and that of subjects have been researched through interdisciplinary evolution. Our research e-trade security on three part, First system attack, second is data attack and third is business attack. the attacks have theirs own solution, so e-trade company use this solution timely and powerfully. It is the most important thing to prepare the cracking with securities system. also manager should catch recent hacking technologies. The research results propose that e-trade firms should use information security policies and securities systems that including H/W and S/W. therefore manager's security mind is very important and also using electronic commerce securities device and should be considered exploiting solutions by each special usage according to e-trade company' environments.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

This study tried to analyzed the relationship outcome and commitment in order to suggest to a outcome for commitment decision-making of e-trade. 6 hypothesis were constructed for analysis based on previous literature review. The subject of this study is to analyse on electronic trade practice outcome on the international trade practice commitment. This paper investigates the outcome determinants of e-trade commitment. There are 250 sended samples and 188 returns, 168 of them are analyzed on commitment for a electronic trade outcome. The first, multiple regression result shows that the international trade practice outcome are positively affected by the "Overseas market research commitment", "e-L/C Practice commitment", "Clearance Practice commitment", "e-B/L or global logistic commitment", "Payment or e-Nego commitment". However, The "Commerce practice commitment" factors does not affect in the electronic trade practice outcome.

지속적으로 변화하는 무역관습의 흐름은 결제관습에 있어서도 새로운 변화를 초래하고 있는데 최근의 국제결제시스템중 가장 두드러진 변화는 전자적 방법에 의한 결제시스템의 대두이다. TradeCard는 이러한 전자결제시스템으로서 가장 대표적인 예로서 1994년 처음 사업이 시작된 이후 10년도 되지 않아 새로운 무역결제관습으로 정착되기 위한 상업적 활동에 나서고 있다. 본 논문은 이러한 TradeCard의 상업적 활동이 과연 순조롭게 추진되어 신용장을 비롯한 기존의 무역결제시스템에 추가 또는 대체되는 새로운 무역관습이 탄생할 수 있을지를 검토하고 있다. 이를 위해 본 논문은 먼저 TradeCard가 갖고 있는 특징을 몇 가지로 분류하여 살펴보았다. 즉, 무역절차의 전자화 과정에서 기능적 접근방법을 채택하였다는 점, 타 기관이나 조직과의 활발한 제휴, 비용과 시간을 절감시킬 수 있는 방법의 제시 등이 그것이다. 이러한 특징을 통해 TradeCard는 새로운 무역관습으로 자리잡을 수 있는 충분한 가능성을 갖고 있다는 것이 논자의 생각이다. 그러나 다음의 몇 가지 문제점 역시 갖고 있기 때문에 이를 해결하는 것이 그러한 가능성의 전제조건이 된다. 첫째, TradeCard를 통한 거래의 법적 안정성 확보이다. 이는 모든 전자거래가 공통으로 갖는 문제점이지만 TradeCard의 경우 거래조건의 이행여부에 대한 전자적 판단이라는 요소를 지니고 있어 이를 어떻게 법적으로 수용할 것인가의 문제가 제기된다. 둘째, TradeCard를 통한 거래에서 발생되는 피해에 대한 구제방법의 제시이다. 이는 아마도 보험을 통해서 해결할 수 있으리라 생각되지만 현재 TradeCard는 이부분에 대한 명확한 입장이 명시되지 않은 것 같다. 셋째, 국제적 전자거래를 안전하게 할 수 있는 방안으로 전자서명의 활용이 절실한데 이에 대한 상호인정의 해결이 필요하다는 점이다. 물론 이는 TradeCard의 역할이라기 보다는 우리 정부를 비롯한 각국의 정부당국의 몫이다. 그러나 이러한 모든 문제는 결국 얼마나 빨리 많은 사용자를 확보하여 시장의 힘을 통해 국제상관습으로 정착시킬 수 있는가의 문제로 귀착된다고 본다. 따라서 TradeCard는 처렴한 요금체계 및 사용자에 대한 인센티브의 제공 등을 통해 조기에 다수 사용자를 확보하는 것이 시급한 것으로 생각한다.

This paper proposed several activation strategies at both the government and company parts for the development of domestic third party logistics(TPL) to pull electronic trade era much earlier. In the government side, it must need to arrange and integrate complex regulation rules on the Logistics for more smooth access and use the TPL market. Also, it has to provide multiple support policies such as tax reduction, technical and financial service providing, and logistics information system to TPL. Finally, it should construct the government levels education system to train and forster a competent man who is well qualified as a electronic and logiscic expert. The TPL company must build up a total logistics information system concerned with an innovative operation system such as SCM, JIT etc. which can provide logistic services on demand to the electronic trade customers to maximize consumer satisfaction. In the shipper company level, it try to join a long-term strategic alliance with TPL to reduce logistic cost and increase logistic service to its electronic trade consumers.
