Both of district heating(DH) system and natural gas(NG) supply system have benefits in clean energy supply and having energy efficiency and savings. The issue of duplicate investment and supply requirement of only for cook occur several conflicts such as destruction of the Beneficiary Pays Principle and Cross Subsidization, etc. Under the circumstance, the purposes of this research are to consider several issues of cross subsidization in NG and DH industries and to present the following alternatives for resolving related problems. First of all, a charging mechanism in the energy cost must be improved so as to maintain the positive relation between cost and benefit. That is, the beneficiary-pay principle must be strictly applied. Secondly, the extended supply of DH through HOB(Heat Only Boiler) must be strictly limited. Finally, we need to improve efficiency for the benefit of market participants.

2013년 12월 2일에 아마존의 제프 베조스가 드론을 통하여 30분 배송을 실현하겠다고 배송 테스트를 했다. 고객이 주문한 물건을 플라스틱 보호 박스에 잘 담아 드론에 싣고 고객의 마당에 떨구고 돌아오는 모습을 담았다. 미국의 모든 언론은 드론에 대하여 대서특필하였고, 30분 배송의 실현 가능성에 대한 논쟁을 벌였다. 그 해 연말, 아마존은 쇼핑특수를 누렸다. 돈 안들이고 광고를 독특하게 한 셈이다. 나는 개인적으로 아마존의 드론 배달을 '쇼'라고 생각했다. 고객들의 주거 형태, 드론 비행의 법적인 문제, 드론으로 발생되는 사고, 사람들의 인식 등등 문제가 산적해 있기 때문이다. 그런데 2015년 초부터 알리바바는 1시간 내 차(Tea) 배달 서비스를 상하이와 광저우에서 테스트 중이라고 한다. 또한, DHL이 바다를 건너 섬으로 의약품을 수송하는 시연을 했다. CES 2015에서는 드론 전용관을 만들어 많은 사람들과 언론의 주목을 받았다. 마치 꿈과 같던 것이 실현되는 느낌이었다. 드론을 띄울 수 있는 권리 외에도 드론을 떨어뜨릴 권리도 논의되고 있다. 일본 총리관저에 드론이 떨어지기도 했다. 미국에서는 소형 드론에 폭발물을 탑재하여 타격하는 영상을 보이기도 했다. 개인적인 프라이버시가 존중되어야 할 가정집 위로 카메라가 달린 드론이 날아다니기도 하며, 재소자들의 수감시설에 마약과 담배를 실어 나르다 적발되기도 하였다. 부작용도 만만치 않다는 이야기이다. 나는 학생들에게 100만 원이 넘는 드론을 구매하여 주었더니, 동력인 배터리가 20분밖에 안 된다고 투덜거린다. 영상에 그리고 비행에 소리가 너무 난다고 또 투덜거린다. 바람에 밀려 조정이 어렵다고 또한 투덜투덜하더니만, 결국은 비행 중 조절이 안 되고 떨어져서 결국 박살이 났다. 내구성이 약하다는 이야기는 곧 전반적으로 아직 한계가 있으며 개선할 점이 많다는 의미이다. 위와 같은 부정적인 요인에도 불구하고 드론은 새로운 서비스의 융합으로 신시장이 기대되는 만큼 많은 국가와 기업들이 주목하고 있다. 미국가전협회(CEA)는 2015년 세계 드론 시장이 2014년보다 무려 55% 성장한 1억 3,000만 달러의 규모로 성장하고 5년 뒤에는 10억 달러까지 증가할 것으로 전망하면서 드론 산업의 가능성을 높게 평가하기도 했다.

Climate change, a result of increasing global warming, has been receiving more public attention due to its serious impact upon many industries. In this study we consider sustainable- (Green-) Growth and Green-Finance, and in particular temperature derivatives, as appropriately active responses to the world's significant climate change trends. We characterize the daily average temperatures in Seoul, South Korea with their seasonal properties and cycles of error terms. We form forecasting models and perform Monte Carlo simulations, and find that the risk-neutral values for CDD call-options and HDD put-options have risen since 1960s, which implies that the trend of temperature increase can be quantified in the financial markets. Contrary to the existing models, the Vasicek model with the explicit consideration of cycles in the error terms suggests that the significant option-values for the CDD call -options above certain exercise prices, implying that there is the possibility of explicit hedging against the considerable and stable increase in temperature.

In an era of very rapid technological change, standardization organizations have been confronted with the problem that they should develop more new and more complex standards as strategic tools for enforcement of competitive power in shorter time according to the reduction of Life Cycle of products and the increase in the number of standards and their complexity. To cope with this challenge, we introduce the functionalities and development directions for implementing standardization information system. Also this paper describes the architecture of the next generation system for standard information that enabling information sharing and exchanging using XML. Finally, we suggest implementation framework of Standardization Vortal Site for the One-stop service of integrated standards information which provide users with standards development roadmap and give brief introduction to SOL(Standards On-Line) site which is operated by ETRI/PEC.

This study looks at the reasons behind the termination of container transportation between Busan and Incheon in terms of costs structure, the division of profit, and the economic limitation faced in the domestic shipping market. The operation costs have been examined in relation to the components of logistic system of container shipping and the cost function has been estimated. The distribution proportion of operation revenue has been also investigated, considering the different components of logistics activities. In addition, the average revenue of container vessels of 144TEU and 215TEU has been calculated. Economic limitation can be analysed through the optimisation behaviour of shipping companies which tries to maximize profit or minimize loss. In conclusion, domestic short sea shipping can get the economy of scale only by transporting vessels' maximum capacity. It is also vulnerable to trucking market's fluctuation. Without the subsidy for operation, the liner in domestic short sea shipping will stop the service in order to minimize the loss.

개방망은 망 접속을 표준화하여 망을 접근하도록 하는 technical interface의 공개측면과 망이 가지고 있는 망서비스를 공개하여 사용자로 하여금 선택적으로 이용할 수 있게 해주는 망서비스 공개 측면을 모두 고려하여 망구조를 실현해야 한다. 통신망은 망의 서비스 유형 및 일반적인 기능에 따라 음성급 전화망, 데이터망, 전용선망, 이동통신망 및 위성망으로 구분할 수 있으며, 이에 대한 망 접속은 각 망별로 또한 분류될 수 있다. 망서비스는 기술의 발전과 망진화에 따른 기술적인 요인, 고도통신 사업의 다양화에 다른 사업자 요구에 의한 요인, 그리고 시장수요 요인에 의해 계속 발전.진화되어지는 동적인 것이다. 개방망구조는 망서비스와 기술적인 접속을 주요 내용으로 하고 있기 때문에 이것도 역시 계속 진화되는 것으로 해석해야 한다. 본고에서는 개방망의 서비스 측면에서 해당교환 시스팀이나 전송시스팀이 제공가능한 서비스들로서 개방망구조의 서비스메뉴로 표현할 수 있는 것들을 각 망에 대해 자세히 파악하고자 한다. 이번 호에서는 그 첫번째 내용으로서 음성급 전화망에서 개방망서비스로서 국내 교환시스팀과 미국의 ONA 일환으로 BOC가 제공 가능한 것들을 소개한다. 음성급개방망서비스(Voice Grade Open Network Service)는 크게 가입자선측과 중계선측으로 분류 가능하다. 각 분류후에 1) 국내에서 제공가능한 서비스, 2) 여러 BOC가 공통적으로 보유한 서비스, 3) 특정 BOC가 보유한 서비스로 분류 정리하였다.

정보문화의 달이기도 했던 6월은 고도정보화사회를 앞당기는 일련의 획기적인 조치들이 취해져 관련업계의 관심을 크게 집중시키고 있다. 정부는 정보통신회선 사용상의 제한을 대폭 완화하여 민간기업이 실질적으로 VAN사업에 참여할 수 있는 길을 열어놨고 종래 규제일변도였던 전파정책을 권장행정으로 전환하는 전파관리법도 입법예고했다. 정부가 마련한 정보통신회선사용제도 개선조치는 DB, DP만 제공할 수 있도록 되어있는 정보통신역무제공업자의 사업범위를 불특정다수인을 대상으로 한 정보교환 및 타인통신매개행위를 허용했고 지금까지 9600bps급 이하의 저속회선에서만 접속이 허용되어온 다중화장치(MUX)의 사용범위를 대폭확대하여 64kbps급 이상의 고속회선에서도 접속사용할 수 있도록 허용했다. 또한 그룹 VAN의 경우에도 업무상 긴밀한 관계자 등만 이용할 수 있게 한 제한사항도 폐지해 국내 VAN시장에 대한 민간기업의 참여를 전면적으로 허용했다. 이외에도 정보통신역무제공업자가 DP.DB제공을 위해 필요한 경우 컴퓨터 본체에서의 부수적인 정보교환행위를 허용하여 DB내용 갱신(up-data) 등을 위한 중도컴퓨터의 접속도 가능토록 했다. 그런데 그룹 VAN의 경우 이용대상의 제한을 없앴으나 그룹망 중 타인사용특례를 받은 업체 이외의 망에는 이용자가 접속할 수 없도록 되어있기 때문에 각 업체에서는 시스템 통합화를 추진할 확률이 높다. 또한 고속회선에 대한 다중화장치(MUX) 사용을 허용하고 있으나 개방에 대비해 각 업체에서 이미 보유하고 있는 노드 프로세서(Node Processor)를 전용교환기로 간주, 이의 사용을 제한하고 있는 실정이다. 업계에서는 중도컴퓨터의 접속은 허용하고 있으면서 통신과 컴퓨터의 중간자적 기능을 갖고 있는 노드프로세서의 사용을제한한다는 데에 있어서는 의견을 달리하고 있다. 우리 협회에서는 이달 법제위원회를 개최하여 이번 조치에 대한 검토와 함께 전파관리법 입법예고안에 대한 업계의 의견을 수렴, 정부에 건의할 예정이다.

인터넷은 컴퓨터와 네트워크의 가상공간을 통하여 그 개방성과 뛰어난 확장성으로 전자상거래의 기본수단이 되고 있으며 경이로운 발전을 거듭하고 있다. 이에 따라 현재 전세계는 전자상거래가 폭발적으로 성장하는 시기를 맞이하고 있다. 일본에서도 최근 일본정부가 2005년까지 초고속인터넷을 3000만 가구에 보급할 계획을 세우고 있는 등 인터넷의 고속화가 빠르게 진전되고 있고, 이용자의 인터넷 접속요금도 저가격화로 변화함에 따라 전자상거래 이용지도 급속도로 증가할 것으로 예상된다. 그리고 TV를 이용한 게임기나 인터넷 전용머신이라는 컴퓨터 이외의 디지털기기로 인터넷을 이용하는 등 전자상거래 이용수단도 다양화될 것이며, 또한 디지털 텔레비전과의 제휴를 통하여 디지털데이터방송을 활용한 전자상거래도 활발히 이루어질 전망이다. 이에 따라 일본의 전자상거래시장의 급속한 성장과 함께 결제수단도 다양화되고 있다. 전자상거래의 결제수단으로서는 현금, 우편환, 은행입금, 수표 외 전자상거래의 특유의 결제수단이라고 할 수 있는 전자화폐, 인터넷뱅킹, E-Debit 등이 있다. 이 가운데 전자화폐는 일반적으로 유통성, 양도가능성, 범용성, 익명성 등 현금이 가지고 있는 기능을 갖추고 있을 뿐만 아니라 원격지송금성, 수송상의 비용절감, 금액의 분할 및 통합의 유연성, 전자성 등의 특징을 갖고 있으며 현금의 단점을 보완하는 기능도 있기 때문에, 앞으로 신용카드를 대체하는 차세대 전자결제수단으로 등장할 것이 확실시된다. 따라서 본고에서는 현재 일본 내의 다양한 주체들에 의하여 개발 실험되고 있는 전자화폐에 의한 결제시스템을 개관함으로써 우리나라에서도 일본과 같은 다양한 전자화폐에 의한 결제시스템의 개발 실험 도입이 절실함을 제안하였다.

최근 스마트기기가 발전함에 따라 종이책이 아닌 다양한 전자책뷰어가 등장하고 있다. 애플의 아이패드(iPad), 아마존의 킨들(kindle)과 같은 태블릿, 전자책 또는 스마트폰이 대표적인 예이며 스마트기기의 사용자 증가로 전용 단말기가 아닌 스마트폰 중심의 전자책 시장도 크게 성장하고 있다. 하지만 시니어 또는 스마트기기 사용을 어려워하는 사용자들이 전자책을 사용하는데 어려움을 느끼기 때문에, 전자책은 종이책에 비해 여전히 낮은 이용률을 나타내고 있다. 본 논문에서는 얼굴 표정에 따라서 전자책 설정을 자동으로 변경해 주는 방법을 제안한다. 제안한 방법은 표정감지를 위하여 OpenCV 라이브러리를 이용하여 얼굴을 검출하고, Haar-Like 피처 기법으로 사용자의 눈 모양을 검출한다. 눈이 감겨있는 경우와 찌푸린 경우를 감지하여 이에 맞게 글자크기와 화면을 자동으로 설정해 준다.

This year, global IT companies such as Google, Apple, and Facebook launched a mobile augmented reality platform. Existing augmented reality technology required a special device such as AR glass or tango phone, but now it will be easy to experience augmented reality in general Android phone and iPhone. The mobile augmented reality game market, which has been attracting interest since the Pokemon game, is expected to become more active. In this article, we introduce augmented reality platforms technology for mobile augmented reality game and mobile augmented reality games including ETRI prototype centered on user interface.
