US GAO(US Government Accountability Office : 미국 회계감사원)는 US정부의 예산을 통합하여 관리하는 임무를 맡고 있다. 하지만 동시에 미국 내$\cdot$외의 정부정책과 활동에 관련된 정책분석, 프로그램 평가, 법적 선택 및 결정에 대한 감사역할도 하고 있다. GAO의 역할은 연방정부가 전세계에서 하고 있는, 건강보험부터 자국 안보까지의 모든 일을 포괄하고 있다. 이러한 GAO는 정부와 국회 증언에 사용될 GAO리포트를 매일 발간해 인터넷에 게시하고 있다. 지난해 12월 GAO는 미국 상원 예산위원회에 제출할 ''파트너쉽계약과 에너지절약수행계약에서의 예산과 문제점의 고찰(Partnership and Energy Savings Performance Contracts Raise Budjecting and Monioring Concerns)''이란 제목의 리포트를 발간했다. ESCO독자들에게 그 내용을 사례위주로 게재한다. 이 리포트의 전문은 미국 GAO홈페이지(www.gao.gov)에서 볼 수 있다.

"국가 또는 지자체는 환경전문공사를 다른 업종의 공사와 분리발주하여, 중소환경전문공사업체를 지원해야 합니다. 또 일정 금액 이하의 환경전문공사는 환경산업이 자리 잡을 수 있도록 일정기한 동안 대기업의 참여를 제한해야 합니다." 국회 환경노동위원으로 활동하고 있는 서용교 국회의원은 환경분야에도 대기업과 중소환경업체와의 상생의 길을 모색해야 한다고 강조했다. 서 의원은 이밖에도 폐기물 관련법 개정안 등 다수 입법발의 했다. 서용교 의원은 1968년 경상남도 밀양에서 태어나, 1993년 서울대학교 국사학과를 졸업했으며, 제18대 대통령선거 박근혜후보 중앙선대위 직능총괄본부 환경본부장으로 일 했었다. 제19대 국회의원 선거에서는 새누리당 부산 남구(을) 선거구 국회의원에 출마해 당선 되었다. 현재 서 의원은 국회 환경노동위원회에서 활동 중이다. 다음은 서용교 의원과의 인터뷰 내용이다.

탄소정보공개프로젝트 (The Carbon Disclosure Project, 이하 CDP라 칭함)는 투자자를 대신하여 주요 기업의 온실가스 관련 정보를 공개하도록 요구 하고 공개된 정보에 근거하여 각 기업의 온실가스 관련 리스크를 파악하여 투자 결정의 자료로 이용하고자 하는 영국에 본부를 둔 비영리 민간기구이다. 특히 지난해부터 CDP 한국위원회가 정식 활동을 시작하면서 국내에서도 관심을 끌고 있다.

ISO/TC46 is the International Organization for Standardization of practices relating to libraries, documentation and information centers, indexing and abstracting services, archives, information science and publishing. This study analyzes current trend of ISO/TC46 and the 4 subcommittees, considering recent matters in regard with identification and description of information resources: ISBN, ISSN, ISMN, ISRN, ISRC, ISAN, ISTC, etc. This research discusses also the question of how international standard numbers system are managed: endowment identifying numbers for electronic resources, component parts, and works.

전자기적합성 전문위원회(TC 77 : Electromagnetic Compatibility)는 현재 IEC/TC중 에서 가장 활동이 활발한 TC 가운데 하나이다. 이는 거의 모든 산업 분야에 중요한 문제로 대두 되고 있는 EMC의 표준화를 담당하고 있기 때문이다. 이 글에서는 IEC/TC 77의 배경 및 업무 등 을 간단히 살펴 보고, EMC 표준화 전반에 걸쳐 관련되고 모든 EMC 규격의 바탕이 되는 '기본 E MC 간행물(IEC 1000 시리스)'의 현황을 알아 본다. 여기서는 IEC 1000 시리스 외에도 EMC 관련 이 많은 CISPR 규격 등 몇개를 포함시켰으나, SC 77C(HEMP) 관련 규격은 생략하였다.

During the past 40 years of KIEE, thor hays exerted their best efforts in scientific and technical fields with a lot of beneficial results. To promote sharing their mutual activities and informations between the industrial and scholastic bodies, KIEE has organized a Technical Commitee in Switchgear to have the first meeting on this July 22 in accordance with the Regulations which has newly came in action by this June 5. This paper briefly describes their activities thereafter.

The Cultural Heritage Committee is an important organization that has been deliberating on important matters related to the preservation of cultural properties in the Republic of Korea for more than 60 years since 1962. The Cultural Heritage Preservation Committee was active in 1961, which was a short period of about a year, but the minutes prepared at the time confirmed that it had the following meanings. First of all, legally, it was meaningful in that the concept of cultural property or intangible cultural property was used for the first time in Korea in laws and regulations on the term of office of professional members. These matters became the basis for the operation of the current Cultural Heritage Protection Act and the Cultural Heritage Committee. The following confirms that, unlike previously known activities, they were active despite political upheaval at the time. In spite of rapid regime change at the time, the committee had no change in its members, and the meetings continued without interruption. At that time, there was an exclusive relationship between different groups in relation to the preservation of cultural heritage, and this relationship was confirmed by the minutes that disappeared with the establishment of the Cultural Heritage Management Bureau, which integrated these groups. Finally, the form of the minutes prepared then shows the form of documentation at the time, where it is confirmed that the traditional documentation format is changing into a new form. It can be good research material in terms of modern and contemporary bibliography. As discussed earlier, the Cultural Heritage Conservation Committee of 1961 has historical significance in terms of legal and actual activities. The reason why the committee's activities were low valued is presumed to be that the minutes and related documents prepared at the time were not organized well due to the lack of a related administrative system. The minutes of the Cultural Heritage Conservation Committee record various facts about cultural heritage policies and decisions at that time. Therefore, analysis and research on these contents can reveal more facts about the cultural heritage policies and perceptions of that time.

본 연구에서는 지방의회 재출범 15년을 평가해 보고 충청지역(대전,충남,충북) 전문가그룹의 인식을 토대로 지방의회의 발전방안을 정책기능강화 측면과 주민참여활성화 측면으로 나누어 모색하였다. 정책기능의 강화를 위해서 본 연구에서는 전문 위원실 역할강화, 정책관련부서의 신설, 지방의원의 외유내실화, 상임위원회의 기준완화 등을 제안하였다. 그리고 지방의정에의 시민참여 활성화방안으로는 인터넷이나 케이블TV를 통한 의회활동중개, 의사일정의 고정과 적극적인 홍보, 주요의사 결정과정에 자문위원회 및 심의위원회의 대폭확대, 유급시민모니터링제도의 도입, 상임위원회에 민간위원의 참여(결정권 없이) 필요성 정도, 휴일의회 및 야간의회 개최 등의 방안을 제안하였다.
