In the information society there the utilization of digital resources via networks has increased, expanded are the pole of special libraries and information centers as specialized channels for communicating research information. This study examines the current development ind cooperation among special libraries and information centers and the problems relating to their concepts, scopes, regulations, and policies. In order to strengthen the activities of special libraries and information centers, reviewed are: (1) how to redefine the concept of special libraries and information center, 2) to establish an organization for co-ordinating research information at national level, 3) to support systematically the activities of special libraries and information centers in the private sector, and 4) to resolve the problems in improving efficiency and effectiveness of their information activities.

This study explores the ways to upgrade the services of the special libraries and information centers and strengthen their competitiveness. This study has Investigated (1) how to develop a specialized research information infrastructure for universities and (2) how to organize Specialized Research Information Center(SRIC). For these, it has discussed problems of the specialized research Information and cases of the management of SRIC in Korea and the other countries. The structure. function and information access methods of the SRIC, are presented. Also, the designation and management issues of the SRIC, with a classification scheme of specialized research Information, are presented. The results can be used as a reference for the related policies, and a fundamental material for the management of other Information service centers.

It must create the more value-added service for customers by menas of combination of various digital media with communication network, domestic and foreign. Ten Web sites from educational policy authorities, educational research institutions, professional educational, and national libraries that provide educational policy information services are investigated using content analysis method. They are analyzed using various types of information sources, classification schemes, and functions of information retrieval. Standardization of classification scheme of educational policy information, standardization of meta data items, improvement of retrieval systems, provision of personalized information services to educational policy authorities, operation of specialized policy information centers, and cooperation among professional institutions are suggested. A model of a specialized educational policy information center is proposed.

And with this basis, it presented the efficient information service plan which reflected and adopted recent information technology, of specialized information center in scientific and technical fields To acquisite and analyse about the status and problem regarding whole information service system of specialized information center in scientific and technical fields, it executed a preceding research analysis, a questionnaire investigation, conversation which leads a direct visit to corresponding agency, website analysis of home page related corresponding agency, and the brainstorming method which leads the conference of the regular discussion with specialist in related fields in parallel.
