This study tried to suggest South-North Korea's S&T cooperative strategies and priority areas using mixed-methodology. First, survey research was conducted to analyze the understanding of scientists how they think about these issues. We surveyed scientists whose names are on the KOFST mailing list and analyzed 485 questionnaire responses. After that, experts who are participating in FGI discussed more deeply about the survey results and suggested the feasible strategies and projects. The results suggest some findings about priority cooperation area, new projects and strategies. Priority areas of S&T cooperation are following; agriculture, electricity & energy, and health care. However, more important thing than these priority areas is how to approach the inter-Korean S&T cooperation. More strategic approach is needed while promoting exchange and cooperation projects with north-korea. Also more long-term approach is needed to maintain the sustainability of this S&T cooperation.

This paper presents the new design method of fuzzy control system for nonlinear system. Many conventional design methods for fuzzy controller find the control gain for stabilizing fuzzy controller with some mathematical approaches. However, there exist some controllers which are hard to design with mathematical approach. In order to solve these problems, we propose the intelligent design method for fuzzy controller by using genetic algorithm with evolution strategy. The genetic algorithm with evolution strategy finds the control gain by changing the evolution region of chromosome. Finally, an application example of stabilizing a cart-pole typed inverted pendulum system will be given to show the stabilizability of the fuzzy controller.

대학을 행정과 경영의 대상으로 삼아 자체의 조직과 위치해 있는 사회적 환경요인을 체제적으로 분석하여 대학의 위기를 극복하려는 '전략적 기획'은 1960년대 이후 대학조직에 대한 새로운 접근으로 부상하고 있다. 전략적 기획의 관점에서 볼 때, 대학의 전통적 기능인 교육과 연구활동의 활성화 문제는 교수 개개인 혹은 대학내 특정 집단이 독자적으로 감당할 것이 아니라 대학이 변화하는 사회 환경을 실증적으로 분석한 후, 그 결과에 기초하여 기관적 차원에서 대처해나가야 할 문제라 할 수 있다.

The paper discusses application of soft OR methodologies, which have been developed for last decades centered in European OR communities, to strategy formation process. It is shown that there is strong similarity in understanding of strategy formation between descriptive school of strategy and the research trend of soft OR. The focus and philosophical background of cognitive school of strategy, in particular, share much in common with soft OR school. The analysis and overview of several soft OR methodologies are introduced. It is also proposed that SODA can be utilized more directly to the strategy formation process. However, it is also noted in this paper that the epistemological issues should be considered and resolved for fluent investigation of soft OR methodologies in relation with existing rich strategic research works, for soft OR adopts interpretative research methods while strategy research generally lies on positivistic approaches.

소프트웨어 개발은 복잡도가 높고 가시성 확보가 어려워 전략적으로 접근해야 한다. 일반 개발 프로젝트에서 개발 전략은 특정 개발 모델과 프로젝트 관리 기법을 사용하겠다는 것이 주류를 이루고 있다. 이러한 방법은 각 개발 단계에서 업무를 진행하는 프로젝트 참여자가 프로젝트 전체를 보지 못하고 각자의 전문 분야만을 국지적으로 개발하여 초기에 의도된 대로 개발되지 않는 결과를 초래하는 경우가 다반사여서 개발 전략으로서의 역할을 적절히 수행하지 못하는 문제가 있다. 본 연구에서는 리스크 기반의 개발 전략을 제시한다. 개발 프로젝트 전체는 물론 개발의 각 단계 별로 전략이 존재할 수 있으며, 전사 차원과 프로젝트 차원의 전략이 존재한다. 분석한 리스크 레벨에 차등적으로 개발 리소스를 할당하고, 개발 기법을 사용하고, 리뷰 및 검증 활동을 진행하여 제한된 개발 리소스를 합리적이고 적절하게 사용하여 개발하고, 개발 과정을 모니터링 및 제어하는 접근법이다. 이미 개발의 일부인 테스팅 분야에서는 리스크 기반 테스팅 전략이라는 이름으로 활용하여 직간접적인 효과를 보고 있으며, 같은 개념을 개발 전체로 확장하여 개발 전략으로 체계화하여 제시한다.
