4차 산업혁명이 예견하는 변화가 머지않아 보편적으로 확산되고 우리의 삶을 유의미하게 변화시킬 것이라는 점은 부정하기 어렵다. 따라서 일부 선도적인 개인이나 기업의 노력에만 의존하는 것은 충분하지 않고. 국가 차원의 정책적 제도적 대응이 필요하다. 특히 UBS(2016)의 4차 산업혁명 준비수준 평가에서 세계 25위라는 기대 이하의 결과를 차지한 한국은 더욱 정확한 방향과 전략적인 수단으로 미래의 변화를 준비해야 한다. 따라서 정부와 기업의 선제적이고 적극적인 대응책 마련이 필요한 상황이다. 무엇보다 과감한 선제적 규제 개혁과 유인제도 도입으로 한국 경제 시스템 유연성을 강화하여 민간 부분의 역량을 최대한 발휘할 수 있는 시장여건 조성에 힘써야 한다. 이 논문에서는 4차 산업혁명 관련 산업을 효율적으로 견인할 수 있는 유인수단 중 기업투자관련 세제혜택, 입법방안 등의 내용을 중심으로 논의하고자 한다.

As a popularization of small UAS to have improved flight performance and easiness of controlling, the UAS industry is increased and also small UAS is to be a new threat for airspace security of national strategic infrastructure. Rising the new threat makes the negative side effect of small UAS operation. This phenomena brought to new R&D needs "defense system" for small UAS/UAV - called Anti-Drone. The paper addressed case study of defects, accidents and threats by small UAS/UAV as world wide level, and research and development trend of UAS defense system as each technical category - CONOP (Concept of Operation), identification/recognition method and control/supremacy techniques. As a result, this suggests the direction what and where drone defense system should be applied first and required for Korean society in the view of society system (regime) and a point of view for minimizing side effect as UAS popularization.

Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.

The research examine countermeasures of community welfare center, total welfare service provider in the local, to establish of identity and revitalization in the rapidly changing social circumstances. It examine countermeasures of the community welfare center in institutional and practical environment of welfare environment. The community welfare center has to provide welfare service which is improvement the quality of life in local, to be as methodical casework facility and to solve the community matters throughout organized residents. Also, comparison with specific welfare center and similar welfare facilities, the community welfare center has to provide differentiation services from totally welfare services. Finally, in privatized and market economic welfare environment, the community welfare center has to have policy countermeasures strategies to survive in competition not only welfare service provider.

The purpose of the paper is to provide policy suggestions for effectively tackling subway crimes, based on the UK and USA's crime control strategies and systems of subway crimes. The paper attempts to analyze the characteristics of subway crimes in Seoul Subways, and discovers that many of the crimes on the subways are basically 'opportunistic' crimes. In particular, crime statistics of Seoul Subways clearly show that sexual-related crimes are on the sharp increase. In this context, it is of great essence that official vigilance functions should be strengthened in order to eliminate crime opportunities in Seoul Subways. Based on such an analysis - in particular, focusing on official surveillance and response capabilities of subway passengers - the paper finally presents policy recommendations as follows: 1) an increase in the number of police officers of the Subway Police Squad, 2) an increase in the number of CCTV cameras and their effective use, 3) the development of subway riders' defence abilities, 4) strong law enforcement against minor disorder offences based on zero-tolerance policing, and 5) the reinforcement of community partnerships.

Wal-Mart, Carrfour, Makro, Tesco, Costco... 언뜻 보기에는 세계적 유통업체의 순위를 나열한 것 같지만, 실은 국내 영업을 통해 이미 친숙해진 브랜드들이다. 국제화가 기업의 시장확장 전략의 하나라고는 하지만, 5-6년 새에 국내 유통 시장이 이러한 세계적 업체들의 각축장이 되었다는 사실은 여러 가지를 의미한다. 논의의 포커스는 먼저 이들 업체들이 진입하기 위한 충분 조건 즉, 국내 시장의 매력도에 맞춰질 수도 있고, 또 다른 시각에서는 왜 이러한 업체들이 시장확장을 해야만 했는가의 관점, 즉 필요조건에 포인트를 둘 수도 있다. 실제로 지금까지 진행된 소매 기업의 국제화 전개에 대한 논의는 대부분이 이와 같은 범주에서 양자를 모두 다루는 형태로 이루어졌다. 그러나, 국내 소매시장이 어떻게 국제화의 길을 걷게 되었는가를 살펴보는 본고는 후자인 필요조건 쪽 논의에 초점을 맞추고자한다.(중략)

본 논문에서는 지역별로 발생 양상이 다른 사회재난의 종합적 위험분석을 위한 정보활용 방안 및 전략을 제안한다. 사회재난은 재난유형이 매우 다양하며, 각기 다른 발생 및 전파양상을 가지고 있어 전문성을 기반으로 관계하고 있는 개별부처에서 각각 관리되고 있다. 재난이 발생 후 대응, 수습 및 복구에 이르는 활동은 대표적인 현장대응 부처인 행정안전부, 경찰청, 소방청 등에서 주로 담당하고 있으나, 예방 및 대비 활동은 각 부처에서 개별법령에 의한 제도 및 정책에 의해 위험요소를 저감하기 위한 활동으로 진행된다. 예를 들어 화학사고의 경우 화학사고예방관리계획서, 장외영향평가, 화재는 방화지구, 화재경계지구, 산불은 산불취약지수 등 각각의 물리적 매커니즘을 적정히 고려하는 이론적 근거의 의해 사전에 그 위험을 평가하고 있으나 재난관리 예방을 담당하는 부처에 까지 연속성을 가지고 그 결과들이 적극적으로 활용되고 있지 못하고 있다. 이에 본 연구에서는 각 부처에서 개별법령에 의해 평가되는 공신력 있는 자료들의 융합적 해석에 근거한 종합위험 평가 개념을 정립하고 실제 활용 가능성에 대해 논하고자 한다.

20세기 말까지만 해도 경제발전은 자원고갈과 자연환경파괴를 통한 대량생산 및 대량소비를 전제로 하여 이루어 졌다고 평가할 수 있다. 그 결과 세계의 자연환경은 급속히 훼손되었으며, 환경오염은 이제 인류의 생존을 위협하는 단계에 이르렀다. 이 같은 위기상황에 대처하기 위하여 지난 1980년대부터 선진국을 중심으로 환경경영에 대한 인식이 확산되기 시작하였다. 무엇보다도 자연환경의 보존을 요구하는 사회적 압력은 기업으로 하여금 환경경영의 필요성을 깨닫게 하였다. 환경경영이란 환경보전을 요구하는 이해 관계자들로부터의 요구에 기업이 이에 적극적으로 대응함으로써 환경보호와 경영성과를 동시에 달성하는 종합적인 경영을 의미한다. 환경경영은 기업의 전 활동에 걸친 전사적인 전략적 차원의 활동으로 기업 경영이 어느 한 기능분야에 국한된 개념이 아니다. 궁극적으로 환경보호와 성장의 조화라는 기업의 목표달성을 위해 기업의 생산, 재무. 인사조직, 마케팅, 회계정보 시스템등의 활동이 모두 통합되어야 할 것이다. 본 논문에서는 기업의 환경경영에 영향을 미치는 주요한 정책들과 방안들, 환경경영의 인센티브제도론 비롯하여 환경경영의 제도와 기업사례에 대하여 고찰하였다. 특히 최근 들어 환경 경영이 기업의 가치에 미치는 영향에 대한 구체적 연구들에 대해서도 검토하고자 하였다.

Recently, as the awareness of fine dust has increased in Korea, various countermeasures have been suggested. This study examines the current status of fine dust free zones at home and abroad in order to analyze changes in guest space according to the occurrence of fine dust and to find activity patterns. I would like to predict and find implications. The purpose of this study is to forecast demand centering on domestic and foreign countermeasures for dust and domestic industry. In order to secure competitiveness for the smart city in the era of the 4th Industrial Revolution, the research is aimed at proposing a strategic plan to cope with the fine dust that is a threat to urban space. The research method is described in the following order.
