In regard to the planning of building evacuation in high-rise buildings, the current ruling provisions in domestic Acts are divided into the Building Act and the Fire Services Act to stipulate the requirements of evacuation facilities and the egress plan for fire safety. This fact of two divided Acts is the one reason that the planning of complete building evacuation in case of fire in the high-rise buildings could not have been accomplished successfully on the basic design basis with the current applying procedure of the two Korean Acts.

There is a proverb in Korea "Don't chase after another." It can be a right proverb in sometimes. However, usually it doesn't fit in these various society, information knowledge society. Modern society requires convergence technology. IBS (Intelligent Building System) requires knowledge of architecture field, electric field, communication field, and computation field. ITS (Intelligent Transport Systems) which is constructing in many cities requires various knowledge as engineering works, electricity, computation, communication and transportation. In the case of u-City, it requires technology of many fields as architecture, electricity, communication, engineering works, transportation, and computation. Anyone who wants to participate in u-City should study and acquire knowledge in various field. Otherwise, it must be failed because of lack of communication like as the Tower of Babel. U-City is not a portion of one field. Therefore, engineers in many fields should cooperate with each other to make u-city as the best product in the world.

소규모 건설 사업장에서는 한 사람이 과도하게 많은 관리영역에 대해서 책임을 져야하므로 특정 영역에 대해 집중적인 관리가 불가능하다. 실제로 이와 같은 소규모 프로젝트는 작은 규모로 인해서 정부의 관리 통제에서 면제되고 있는 바, 이는 소규모 건설 사업장에서의 안전관리와 안전관리에 대한 의식 수준이 낮은 주된 이유 중 하나이다. 정부는 그간 전국적 사고 발생 건수를 줄이기 위해 지속적으로 노력하고 있지만 매년 백여 명이 넘는 근로자가 건설현장에서 사망하고 있다. 이는 그간의 관리 방법으로는 일정 수준의 목표를 달성하고자 함에 있어 상당한 한계가 있다는 것을 시사한다. 건설 사업장에서 발생하는 각종 안전사고는 건축물의 대형화 복잡화함에 따라 다양한 형태로 발생되며 그 중 대형건설사는 지속적인 안전관리를 통해 안전관리 수준이 향상되었고 상대적으로 소규모 건설 사업장과는 안전수준의 격차는 커지고 있다. 따라서 본 연구에서는 상대적으로 안전 관리가 미흡하고 전체사고의 반 이상을 차자하는 소규모 건설현장의 문제점을 파악하고 이에 대한 개선방안을 제시하고자 한다.

국내에서 1980년대까지 연탄을 에너지로 많이 사용하면서 일산화탄소 중독이 빈번하여 고압산소치료가 활용되다가 이후 연탄 사용의 감소로 고압산소치료기가 대부분 활용되지 못하고 폐기되는 경우도 많았다. 이후 세월호 사고에서의 잠수사들에 대한 고압산소치료 적용, 가스누출이나 번개탄을 활용한 자살시도가 빈번해지며 고압산소치료기를 보유하고 있는 기관이 부족해 적절한 치료를 제 때 받지 못하여 고압산소치료기의 필요성이 되두되었다. 국내에서는 2021년 기준으로 한해 36,266 건의 화재가 발생하고 2020년에 365명이 화재로 사망하며, 화재로 인한 손상은 1,917건이었는데. 화재 시 여러 유독가스를 흡입하게 되고, 이에 따라 고압산소치료가 필수적으로 진행되어야 한다. 유해화학물질 사고, 대규모 오염, 다양한 교통수단에서의 대형 사고, 건축물 붕괴 사고 및 대규모 지진, 화산폭발 같은 자연재해 시에도 가스 중독이 발생하며, 이는 고압산소치료가 필요하게 된다. 따라서 다양한 종류의 재난에서 발생하는 유독가스 피해자에게 고압산소치료는 필수적이나 본 연구에 의하면 국내에는 고압산소치료챔버의 숫자와 동시에 고압산소치료로 수용할 수 있는 환자수에도 한계가 있고 그 분포의 불균형도 존재하고 있어 재난 시 인명 피해 감소의 기반 장비, 시설로서 고압산소챔버의 균형있는 확산, 적용이 시급한 실정이다. 다행히 최근 전국적으로 고압산소챔버가 증가하는 추세에 있어 그 현황과 배치 상황을 조사하여 이를 통하여 고압산소챔버가 필요한 유독가스 발행 재난에 대비할 수 있는 역량이 증가하고 있다.
