Advancement Plans for Linkage of National Archives Portal Service to Improve Accessibility and Usability of National Records (국가기록물 접근성 및 활용성 향상을 위한 국가기록포털 연계 개선방안)

  • In order to understand a record, not only the contents of the record but also the production background and work context of the record must be grasped. It also requires a function that makes it easy to find related records scattered across various departments and agencies. Accordingly, the 'linkage' of information in archival information services is becoming more important. NAK also emphasizes 'linkage' as a search service function of the archives management system, but some problems were identified at the National Archives Portal Service (NAPS) such as a lack of linkage with authority data, disruption of internal service, and absence of linkage with other related organizations. To solve the limitations of the NAPS, we selected and analyzed advanced record management institutions that have built an ideal linkage service; checked the overall linkage structure of these institutions; and identified characteristics that could not be seen by other institutions. Also, elements that can be adopted from the NAPS were derived. Next, the current status of the NAPS linkage structure was analyzed to identify the parts that were not linked and the items that need to be improved in the linkage method, and specific advancement plans were suggested to solve these problems. The purpose of this study is to increase users' satisfaction with search and to advance the accessibility and utilization of records and internal services through improved linkage services of NAPS.

A Study on Revitalizing the ISNI-KOREA Consortium and Mid- to Long-term Development Plan (ISNI-KOREA 컨소시엄 활성화 및 중장기 발전 방안 연구)

  • ISNI is a relay identifier that can integrate universal archival data and has the advantage of being flexibly applied to various fields compared to ORCID, which is limited to academic researchers, but in Korea, it is overwhelmingly issued to researchers and educators, and its purpose is gradually fading. In particular, overseas, ISNI issuance is active with the active participation of the publishing industry, but in Korea, there is no issuance through the publishing industry. This study was designed to expand the issuance of ISNIs to various fields including the Korean publishing industry. In order to achieve the research objectives, in-depth interviews were conducted with representatives of the existing ISNI-KOREA consortium organizations and potential consortium expansion organizations such as the publishing industry. As a result of the interviews, four policy implications were drawn as a way to revitalize ISNI: reorganizing its own system, strengthening governance, promotion and education, and system linkage. To address these policy implications, we proposed a mid- to long-term development plan centered on four policy goals and 12 key tasks. This study is expected to help the National Library of Korea, which operates the ISNI-KOREA consortium, develop policies related to ISNI activation.

Registration and Description of Public Records in Korea : A Comparative Analysis of Korean Recordskeeping System with the International Standards (한국의 기록물 둥록 및 기술에 대한 기록관리적 접근)

  • Registration and description of records are important elements of processing which provide with the background information of production of records and business-related information. They also enable to search and use the records. In this paper, I examined the Korean registration and description system defined in the Public Records Management Act which directs the records creating agency to register records in creating offices and directs the "professional archives" to make "basic registrations" and "detailed registrations" of the records. In the analysis and comparison of two different registration and description systems with the known international standards of records and archives management, such as ISO15489 and ISAD(G), I intended to evaluate the Korean records and archives management system and suggested recommendations for the renovation of the Korean recordskeeping system. Despite we have unique office business procedures and the culture of officialdom, and despite we have developed our system based on the established business procedures and office culture, it would be preferable to adopt or follow the international standards and established best practices. After the comparative analysis, I recommended some innovations in the filed of registration and description. For instance, in the basic registration. we would better to install an item of "simple contents summary." We may also need the multiple-level description. The fonds level description and the series level description should be introduced to our archival automated management system. We need to establish a Korean standard of description adopting the rules of the ISAD(G) and ISAAR(CPF). Essential requirements for electronic records management, such as contextual and structural information, should be incorporated in the new standard. Documentation of records disposition also should be reinforced to guarantee the authenticity of records and to ensure control of the records. To implement the recommendations for the standard, we need to amend the Public Records Management Act and its Regulations and Rules. Also it is imperative to redesign the GARS integrated archival automated management system.
