The Characteristics and Improvement Directions of Regional Climate Change Adaptation Policies in accordance with Damage Cases (지자체 기후변화 적응 대책 특성 및 개선 방향)

  • There is a growing interest in establishing a regional climate change adaptation policy as the climate change impact in the region and local scale increases. This study focused on the analysis of 32 regions on its characteristics of local climate change adaptation plans. First, statistic program R was used for conducting cluster analysis based on the frequency and budgets of adaptation plan. Further, we analyzed damage frequency from newspapers regarding climate change impacts in eight categories which were caused by extreme weather events on 2,565 cases for 24 years. Lastly, the characteristics of climate change adaptation plan was compared with damage frequency patterns for evaluating the adequacy of climate change adaptation plan on each cluster. Four different clusters were created by cluster analysis. Most clusters clearly have their own characteristics on certain sectors. There was a high frequency of damage in 'disaster' and 'health' sectors. Climate change adaptation plan and budget also invested a lot on those sectors. However, when comparing the relative rate among regional governments, there was a difference between types of damage and climate change adaptation plan. We assumed that the difference could come from that each region established their adaptation plans based on not only the frequency of damage, but vulnerability assessment, and expert opinions as well. The result of study could contribute to policy making of climate change adaptation plan.

  • Heat waves are not new, but due to climate change, the probability of occurrence and severity of heat waves increases, which results in more adverse impacts and damages on local community. Accordingly, the need to tackle heat waves in a more comprehensive and precautionary manner increases. Our study therefore lays emphasis on 1) a long-term plan which not only includes short-term plans in response to the observed damages, but also incorporates relevant sectors to deal with potential impacts in longer term perspective; and 2) a mechanism to manage and adjust the plan in a sustainable manner. In doing so, it examines the impacts of heatwaves and existing plans to tackle them. Based on that, two key conceptual frameworks, namely policy integration and adaptive management, are applied to provide strategies for the development and management of a long-term adapting heatwave plan addressing climate change.

  • Climate change affects human and natural environment. Many countries, including Korea, are trying to develop climate change adaptation strategies to minimize adverse impacts of climate change. To deal with climate change efficiently, decisions have to be made among many options. The objectives of this paper is to analyzes methodologies for prioritizing climate change adaptation measures. Each methodology has strength and weakness and information requirements are differ. We find multi-criteria analysis is one of useful tools considering current level of understanding on climate change adaptation. We suggest climate change risks(timing, likelihood, intensity of climate change impacts), feasibility of policy (equity, main-streaming, democracy), effectiveness (economic effectiveness, co-benefits, propagation effects) of adaptation measures as main evaluation criteria of prioritization.

  • This paper provides an extensive overview of the literature on economic analysis of climate change, and thereby provides direction for effective adaptation policies for Korea. The paper first gives a comprehensive look on the estimation of economic costs of climate change as given by various research. Following, the paper examines the choice of measures that are used in the economic analysis of climate change by different sectors, including agriculture and human health. The paper also compares and discusses the various analytic results with a focus on Korea in order to shed light on where Korea stands. Finally, the paper examines current literature on adaptation polices in response to climate change, and by examining how such research has evolved and deepened with time, provide directions for the research on adaptation policies for Korea.

Influence of Preventive Measurements on Military Life Adjustment Mediated by Stress (전의경 구타근절대책이 부대적응에 미치는 영향)

  • The main objective of this research was to grasp using a structure equation analysis if an auxiliary police officer unit's measure of getting rid of assault gets to their adaptation to the unit through stress factor to reveal the cause of an auxiliary police officer unit's adaptation to unit. The data used for the research is survey data of all auxiliary police officer belonging to Ulsan Metropolitan Police Agency in 2011. The result of structure equation analysis showed that the mediated effect through stress was statistically meaningful in the level of p<.001. Also, the result of confirming the size of effect through standardized regression coefficients was that the effect of stress upon the adjustment to units was higher than the effect of unit's measure of getting rid of assault. Namely, unit's measure of getting rid of assault has a positive effect upon a conscripted policemen unit's adaptation to unit, but it showed that an auxiliary police officer unit's adaptation to unit had the bigger individual stress factor than that of unit's measure of getting rid of assault. From this, authorities should recognize that an auxiliary police officer's stress is a cause to determine their adaptation to units, and prepare its alternative.

Analysis of Climate Change Adaptation Researches Related to Health in South Korea (한국의 건강 분야 기후변화적응 연구동향 분석)

  • It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.
