Youth Poverty and Employment (청년 빈곤 및 고용실태 분석)

  • Using the Korean Survey of Household Finances and Living Conditions panel data from 2012~2016, this study analyzed youth (19~34 years) poverty and employment and examined the factors that affect employment status. The analysis revealed an increase in the proportion of young people who are students or jobless; the economic conditions of the young people varied by factors such as marital status, education, job status, and loans; and the government public transfer policy had little impact on reducing the relative poverty rate of the youth. We also examined the factors affecting the youth's employment status and the risk of being employed in low-paid jobs, using multi-logit and logit regression model respectively. Considering employment status, the older and more educated the youth were, the less frequently they were employed in temporary or daily jobs instead of regular ones, but there was no difference between genders in terms of having temporary or daily jobs. A logit analysis on the determinants of low-paid jobs demonstrated that women, the less educated, spouses or children of the household, and temporary or daily workers have a greater probability of working at low-paid jobs. As women became older, their risk of having low-paid jobs increased, which demonstrated the phenomenon of "lock-in" at low-paid jobs. Temporary or daily workers of all age groups faced a higher risk of lowpaid employment, which stood out for the youth. Based on these results, we suggest that government employment and welfare policies should consider individual characteristics of the youth and their life cycle, along with efforts to supply decent jobs, continuously and stably.

The Effect of Minimum Wages on New Hiring of Low-wage Workers (최저임금의 저임금 근로자의 신규 채용 억제효과)

  • This paper estimates the effect of minimum wages on new hiring of low wage workers from a time-series. The results indicate that minimum wages tend to reduce the new hiring of low wage workers, in particular, among women, less educated and older population. The strongly negative effect on new hiring suggests that the burden of reduced labor demand arising from higher minimum wages tend to fall mostly upon the unprotected low-wage job searchers due to the short-term rigidity of employment adjustment among the existing workers.

  • This study examines the employment relations of TNC subsidiaries in Central and Eastern Europe(CEE). Specifically, this study analyzes the employment relations of Volkswagen subsidiaries, which has led the restructuring the CEE's automobile industry since the collapse of socialist regimes, and Hyundai subsidiaries, which has sought to cast employment relations through Greenfield Investment as a latecomer. After the collapse of socialism, with the massive inflow of foreign direct investment and the social legacy of weak labor unions, CEE has been included in the global production network as low-wage production base. Both VW and Hyundai have entered the CEE with their own characteristics and global strategies that have been developed in their home countries and have developed the local production. In the process, both have formed local employment relations, combining low-wage, unstable employment, and weak labor unions of CEE under their own strategy. In recent years, however, it has been doubtful of the sustainability of employment relations based on the advantages of low-wage production bases, as the pools of low-wage workforce decline and new union movements occur in CEE. These changes in CEE are an indication of the inherent contradiction of low-wage production base strategies.

The Achievement of The Employment-oriented Welfare State (고용중심 복지국가의 고용과 재정 성과)

  • This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

한국기업(韓國企業)의 초과근로시간(超過勤勞時間)과 신규고용간(新規雇傭間)의 상대적(相對的) 노동비용(勞動費用)

  • 본(本) 연구(硏究)의 목적(目的)은 우리나라에 장시간근로가 행해지고 있는 데 원인을 규명함에 있다. 이를 위하여 초과근로시간(超過勤勞時間)과 신규고용간(新規雇傭間)의 상대적(相對的) 노동비용(勞動費用)을 비교 분석하였으며 분석방법으로는 이론모형(理論模型)의 활용(活用) 대신에 수식(數式)을 이용하여 비용을 직접 계측(計測)하였다. 분석을 위하여 근로자(勤勞者)는 소득을 증대시키기 위하여 기업의 초과근로시간을 받아들이는 것으로 가정되었다. 통계자료는 노동부의 각종 공식 발표통계와 기업별(企業別) "서베이" 자료를 사용하였다. 분석결과에 따르면 우리나라 전체로 볼 때 초과근로시간(超過勤勞時間)에 따른 노동비용(勞動費用)이 신규고용(新規雇傭)의 경우에 따른 비용의 72%에 달하였다. 초과근로시간으로 인한 노동비용(勞動費用)이 상대적으로 낮은 주된 이유는 기업(企業)의 임금체계상(賃金體系上) 정규임금(正規賃金)의 비중(比重)이 낮고 비임금노동비용(非賃金勞動費用)이 높은 데 있었다. 한편 산업별(産業別)로는 섬유(纖維) 의류(衣類) 신발 등 비교적 노동집약적(勞動集約的)이며 저임금부문(低賃金部門)이 집중되어 있는 산업에서 신규고용(新規雇傭)에 대한 초과근로시간의 상대적(相對的) 노동비용(勞動費用) 비율(比率)이 낮게 나타났으며 기업별(企業別)로는 규모가 클수록 이 비율이 낮게 나타났다. 이러한 결과에 의하면 기업의 임금체계를 점차 기본급(基本給) 위주로 바꾸어 나가고 실업보험제(失業保險制)를 도입하여 기업으로 하여금 근로시간(勤勞時間)보다는 고용수준(雇傭水準)을 경기변동에 맞추어 조절하도록 도와주는 것이 바람직하다.

A Critical Evaluation of the Moon Jae-In Administration's Policies on Non-standard Employment in the Public Sector of Korea (문재인 정부 1년 공공부문 비정규직 정책 평가: 정책 패러다임의 전환?)

  • This paper examines the achievements and limitations of the Moon Jae-In administration's first-year policies on non-standard employment in the public sector of Korea. The most remarkable achievement was that the transition rate of non-standard to standard positions reached the highest historical level of 42.1 percent, mainly by including for the first time temporary agency workers as a target of those policies. There also have been many steps taken to relax the qualification for transition, reduce the number of exception clauses, and expand union participation. In contrast, policy measures to address problems of low wages and inequality were very limited and not significantly different from those of previous administrations. As a result, the success of the policy paradigm shift pursued by Moon's administration will be determined by how aggressive measures are being taken in the next policy steps to improve such problems of low wages and inequality.

A study on the contributing factors of wage inequality in employment companies for persons with disabilities (장애인 고용기업체의 임금 격차 기여요인에 관한 연구)

  • The purpose of this study is to analyze the factors contributing to the wage inequality between employment of persons with disabilities. Among the raw data provided by the Korea Employment Development institute for persons with disabilities, 3,546 cases were studied, excluding cases in which major variables were missing, in the 『2018 survey on the employment status of the disabled in business』. Data analysis was conducted using SPSS 25 and STATA 14 to analyze wage inequality among employment companies for persons with disabilities. The study found that factors contributing to the wage inequality in employment companies for the disabled include 'minimum level of education'12.63%, 'asset level'6.37%, 'level of work required'4.87%, 'ratio of female employment'3.30%, 'sales profit'2.33%, 'education training for employees'1.19%, 'labor union membership rate'0.67%, 'work type'0.42%, 'average working hours'0.41%, 'recognition of work level of disabled people'0.34%, 'recognition that employment of disabled people is helpful to companies'0.23%, 'positive recognition of work cost of disabled people'0.17%. Based on these results, this study proposed access at the level of employment business for the disabled, social level, and worker level for the disabled.

A Gender-Sensitive Analysis on the scale and causes of the blind spots in the employment insurance system (고용보험제도의 실질적 사각지대 규모와 원인에 대한 성별 분석)

  • The purpose of this study is to analyze the blind spots of Korea's employment insurance system from a gender perspective. The data used for this study was derived from 12th (2009) and 20th (2017) years of the Korean Labor and Income Panel Studies. Logistic regression analysis was performed to analyze the causes of the blind spot. As a result, the gender gap decreased by 5% in 2017 compared to that in 2009. In the coverage of employment insurance by gender, women are more likely to join when controlling for other demographic factors. If the conditions in the labor market are the same, then women's insurance coverage is likely to be higher than that of men. The policy suggestions are as follows. The current employment insurance system has a greater impact on the labor market characteristics than the difference in the participation rate according to gender itself. The results of this study show that bridging the gender gap in the labor market is an important way of bridging the gender gap in employment insurance coverage. In the short term, the social insurance subsidy program may be effective, but policy efforts are fundamentally needed to improve the employment environment of women and low-wage workers.

Current Situation of Employment and Factors Affecting the Job Maintenance of Women with Disabilities (여성장애인의 고용현황 및 직업유지에 영향을 미치는 요인)

  • The purpose of this study was to investigate current situation of employment and factors affecting the job maintenance of women with disabilities. The second Panel Survey of Employment for the Disabled(PSED) and the third PSED are used to investigate current situation of employment and factors affecting the job maintenance of women with disabilities. We analysed whether women with disability who were employed in the second PSED maintain employment in the third PSED. The results showed that women with disabilities had lower wages(p<.001) and higher non-regular work(p<.001) than men with disabilities. Also, women with disabilities experienced more consideration of job(p<.05) and working time(p<.001) than men with disabilities. The job stability among job satisfactions of women with disabilities was higher than men with disabilities. The factors affecting the job maintenance of women with disabilities were health status(p<.05), wages(p<.05), consideration of job(p<.05).This study suggested that the health status, wages, consideration of job were needed to consider when establishing employment policy for women with disabilities.
