This study examines the effect of social conservative values that have risen as an important factor in American politics. Focusing on the abortion issue, it discusses how the abortion issue has affected American voters' issue and party preferences and their ideological orientations. The empirical results demonstrate that the abortion issue has contributed to reinforce the existing ideological and partisan divisions, although it has not realigned them. As a consequence, the abortion issue has become a significant determinant for vote choice since 1980s. Particularly in 1990s, when the polarization among the political elites became clear, the political effect of the abortion issue appears to be more evident.

동아시아연구원은 중앙일보, SBS, 한국리서치와 컨소시엄을 구성하여 5 31 지방선거에 패널조사 기법을 활용하여 민심의 변화를 추적하였다. 패널여론조사는 개별 투표 결정요인의 역동성은 물론 요인 간 인과관계에 대한 분석에서 일반여론조사의 한계를 극복하는 대안으로 간주된다. 지역 패널의 경우 서울, 부산, 광주, 충남의 4개 지역 광역단체장 선거를 중심으로 1차 패널 각 800명으로 출발하여 4차 조사 패널 유지율 70% 상회하는 결과를 바탕으로 결정요인 간의 인과관계, 선거 운동의 영향력, 부동층 등 선거 연구의 핵심 쟁점에 대한 분석을 가능케 하는 자료를 구축하였다. 그럼에도 불구하고 패널의 대표성 문제, 지역감정의 지수 계발 등 문제점도 노정되었다. 논문은 선거 연구의 핵심적 쟁점에 대한 논의와 이와 관련하여 일반여론조사의 대안으로 부상한 패널조사 기법의 장 단점을 논의하고 이의 구체적인 사례로 5 31 지방선거 패널조사의 기획과정과 결과를 보고한다.

This paper discusses the central issues of election studies and in this contort, suggests the panel survey method as an alternative to general opinion surveys. In doing so, it also explains the advantages and benefits that a panel survey provides, and discusses the weakness of the 2006 panel survey. East Asia Institutes, constructing the consortium which includes JoongAng Ilbo, SBS, and Hankook Research, traces the change in voting decisions during the 2006 Korean Local Elections. Four regional panels, focusing on the gubernatorial elections in Seoul, Pusan, Kwangju, and Chungnam, enable researchers to study the critical issues of election studies such as the causal relations among a set of voting determinants, the impact of campaigns, and the characteristics of floating voters.

This study was conducted to review the educational reform of the Moon Jae-In government, to analyze the its issues, and to suggest the tasks for the successful reform at the time since the government of Moon Jae-In was launched just over a year old. To attain the aim, we first examine the characteristics of the Moon Jae-In government, who emerged as a candlelight revolution, and what it means in terms of educational politics perspective. Under this background, this study examined the direction, contents, and implementation method of education reform policy of the Moon Jae-In government. And the study discussed what are the major issues raised in the direction and contents, implementation method of education reform, and what are the future challenges for resolving such issues. In conclusion, based on the discussions of the issues and tasks of the education policy, in order to implement the new educational system in the future, the Moon Jae-In government should take into consideration the discourses related to vision and direction, educational policy to embody them. The results of this study are expected to give an opportunity to examine the direction, content and implementation of policy in the early stage of the government.

The primary purpose of this paper is to critically examine the theoretical and methodological issues in the study of generations. The issues include: 1) the concept of generation: 2) the basis of generational formation: 3) internal differentiation of generations: 4) the boundary problems of generations: 4) the boundary problems of generations: and 5) generational differences and generational conflict. From the investigation of these issues, two conclusions are drawn. Firstly, Mannheim's basic concepts and theoretical frameworks are very useful to understand and explain the social movements and sociocultural changes. Secondly, however, further elaboration and modification of the several concepts and frameworks are needed to deal with the problems of generations in general which are not directly connected to social movements. Several points are suggested to elaborate Mannheim's frameworks, which include the reconceptualization of generation, and introducing the concepts of “generation sects” and “manifest-latent generational conflicts”.

This study aims to explore the issues of residential care services for children and youth with disabilities using mixed methods research. In Korea, welfare policies for people with disabilities tend to focus on adults with disabilities. As a result, children and youth with disabilities often receive less attention in welfare policies, which is especially true of children and youth with disabilities at residential facilities, who have confronted more serious situations than children and youth with disabilities living together with their families. Thus, the goal of this study explores the issues of residential care services for children and youth with disabilities, and suggests alternatives grounded in the research results. This study used a mixed methodology; in particular the embedded design that is designed by Creswell and Clark(2007). In qualitative research, representative professionals who work at residential facilities were selected using the recommendations of professional groups, and were interviewed using focus group interview methods. In quantitative research, this study investigated the thoughts of professionals on the issues of residential care services for children and youth with disabilities, using questions that were developed through qualitative research results. This study is significant in that it explored the issues of residential care services for children and youth with disabilities, focusing on field experiences, for the first time in Korea, and suggested political alternatives for the future.

This study purports to deal with so-called basic income policy that Korea society has paid a great amount of attention to in welfare policy area. As an introduction, the definitions of basic income policy, and her natures and characteristics, and ideological foundation will be covered. Then, this study will discuss current debating issues upon basic income policy around the world such as basic income policy vs pre-existing social security systems, basic income policy and labor supply, the potential effect of basic income policy upon income redistribution, and feasibility of basic income as an actual policy. In conclusion, this study will investigate major criticisms on basic income policy and suggest viable paths that interested researcher should take for further study on basic income.

Interest in Edutech increased rapidly during the pandemic. In a situation where face-to-face classes are impossible, Edutech has become an important issue for schools and the public. Therefore, this study reviewed newspaper articles in Edutech of major daily newspapers nationwide, analyzed the main contents, characteristics, and issues of discourse on this, and explored tasks. Edutech discourse initially emphasized most of its usefulness as an educational tool, but new issues emerged during the pandemic. Beyond the use of new technology, how to induce and sustain learners' will become an issue and remain a task. In addition, as a public education, securing fairness in school records and evaluations and protecting the personal information of related people became sensitive issues. In applying Edutech, the problem of preferential treatment for any technology company has also become controversial. This issue is an area other than technology, but it remains a task in the edutech problem.

2016년 다보스포럼에서 클라우드 슈밥이 언급한 '제4차 산업혁명'은 우리의 삶을 획기적으로 바꾸고 있으며, 그 정점에 자율주행자동차가 이 시대의 화두로 떠오르고 있다. 그러나 우리나라에서 자율주행자동차가 성공적으로 도입 및 정착되기까지는 아직 극복해야 할 과제들이 많이 있다. 특히 '인간' 중심의 법제도를 '인공지능'이 포함된 법제도로 패러다임을 변화해야 할 것이다. 자율주행자동차 시대의 안정적 운용을 위해서는 사람중심의 입법체계에 대한 획기적인 변화가 필요하다. 즉, 자율주행자동차를 운행하는 운행주체가 누구인지(무엇인지)와 일반도로에서 일반 자동차와 운행이 가능한지 여부, 교통사고 발생 시 민형사상 책임 문제, 자율주행자동차 관련 보험 문제, 개인정보수집과 이용에 관한 문제, 제3자에 의한 오남용 문제 등을 종합적이고 포괄적으로 검토해야 한다. 본 연구에서는 도로교통 관련 국내 법률, 해외 법제 현황, 자율주행자동차 관련 법적 쟁점 등을 검토하여 입법론적 관점에서 자율주행자동차 운행 시 발생하는 제반 법적 문제 해결을 위한 별도의 법안 신설을 제안하며 그 법안에 대한 내용을 제시하였다.
