EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.

Re-consultation on Marine Environment Impact Assessment (MEIA) says that business operators are then licensed back from the disposition authorities undergoing a consultation process to change business plans. Marine Environment Management Act has provisions(Article 94) with respect to a case where the scale of business, the period of business, reflects the basic plan, including a plan to change a variety of reasons. But increasingly diverse types of businesses and projects which are the subject of MEIA, As it appears that the vulnerability issues and the problem of the re-consultation. In this study conducted an analysis of the literature review and comment on the re-consultation report four years. In addition, it presents a check to the problem through concrete examples related to the re-consultation and proposes improvement measures.

This study reset the Examination Criteria for Energy Use Plan by the project sector so that the Consultation about Energy Use Plan would play an effective role in reaching the National Energy Policy Issues, and to prevent complaints from the superintendent of the project & agent engaged in the project. To achieve this aim, consultation case analysis was carried out from 2001 to 2010 and the National Energy Master Plan was reviewed. The predicted effect of energy savings calculated by reset Examination Criteria on the $1^{st}$ energy demand target at 2030 was 2.5%, the effect of new and renewable energy utilization on a new and renewable energy supply target at 2030 was 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 was 1.1%.

설계분야의 중요성은 신차 개발에 소요되는 부문별 비용들과 그들이 성능 및 생산성에 미치는 영향을 보여주는 그림 1을 통하여 명확히 설명될 수 있다. 이는 설계부문에 소요되는 비용이 다른 부문에 비해 적지만 성능 및 생산성에 미치는 영향은 지대함을 보여주며, 국내 산업체도 그 중요성을 인식하고 연구개발 투자의 비중을 높여가고 있다. 그런데, 국내 산업체의 현황을 살펴보면, 설계는 부품별 혹은 해석 분야별로 나뉘어 여러 설계부서들에서 이루어지며, 결과를 종합하는 단계에서 서로 상충되는 결과가 나타나면 관리자의 판단이나 부서간 협의에 의하여 재 설계하는 과정을 반복한다. The Consultation about Energy Use Plan is prescribed by the Energy Use Rationalization Act. In order to reset Examination Criteria for Energy Use Plan, consultation case analysis from 2001 to 2010 were carried out and National Energy Master Plan was reviewed. This study proposes that Examination Criteria for Energy Use Plan be should divided into Urban & Tourism complex development project and Industrial complex development project for the prevention of civil complain. Also predicts that effect of energy savings calculated by Reset Examination Criteria on $1^{ST}$ energy demand BAU at 2030 is 2.2%, effect of new & renewable energy utilization at 2030 is 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 is 1.1%.

컴포넌트 기반 개발은 재사용성의 극대화로 개발시간의 단축과 비용 감소 등의 장점을 제공하고 있다. 특히, 기업의 빈번한 요구사항의 변경과 빠르게 진행되는 비즈니스 영역에 대해서 유연하게 대처하기 위해 많이 적용되고 있다. 본 논문에서는 현재 교육에 새로운 파라다임으로 주목받고 있는 자택수업 도메인에서 학부모와 관리하는 교사간의 정형화된 예약이 가능한 시스템에 컴포넌트 기반 개발을 적용해 보았다. 웹 상에서 학부모에게 교육적인 지원과 학생의 학습과정을 체크하기 위해 일정한 스케줄에 따라 교사의 스케줄을 확인하고 가능한 시간대에 협의할 수 있도록 도와준다. 이러한, 개발은 자택 교육뿐만 아니라, 이와 유사한 예약 시스템의 개발에 사용가능하며, 개발에 대한 부담을 줄일 수 있다. 또한, 웹을 기반으로 하는 구현에도 폭넓게 재사용될 수 있으며, 구현에 대한 가이드라인으로 제시될 수 있다.
