An Approach to Urban Planning System for Disaster Prevention through Location/Allocation of EMS(Emergency Medical Service) - Focused on Optimum Location of Safety Centers in Jinju - (응급의료서비스 입지/배분을 통한 도시방재시스템의 도시계획적 접근 - 진주시 안전센터의 최적입지를 중심으로 -)

  • 오늘날 우리 사회의 생활과 문화의 질이 향상됨에 따라 공공 및 개인의 안전과 건강에 대한 관심이 증대되고 있다. 특히, 재난과 비상사태는 생명에 대한 희생뿐만 아니라 훨씬 더 심각한 경제적인 결과를 초래한다. 이러한 응급사태에 개비하여 적절히 준비되지 않았거나 재난의 예방 및 완화시킬 방법을 가지고 있지 못한다면 도시의 발전적인 프로젝트는 예고 없이 도시를 강타하는 재난 및 비상사태에 의해 무산되고 만다. 이러한 여건 하에 재난과 응급사고를 효율적으로 대처하는 응급처치와 서비스에 대한 급격한 관심과 함께 일정한 결정적 대응시간 내에 각종사고와 재해로부터 방어할 수 있는 공공서비스에 대한 필요성이 크게 증가되었다. 본 연구에서는 신고, 응급구조, 환자이송 등 도시의 병원 전 단계 의료환경에 대해서 조사하였다. 본 연구의 목적은 반응시간과 출동거리를 분석함으로써, 응급사고에 즉시 응급구조서비스를 제공하기 위해 안전센터(119센터)의 최적 입지를 확인하는 것이다. 이를 위해서 사고발생, 반응시간, 출동거리 등을 응급의료 활동과 관련된 연구논문, 대상지 전역의 소방기록물과 출동일지 등의 통계자료를 활용하여 신속한 응급의료 서비스를 위한 패턴을 분석 하였다. 또한 응급구조대의 조직과 활동의 분석을 통해 응급의료시설의 최적 입지설정을 위한 제도적 개선대안을 마련해 보았다. 대상지 연구를 위해, 구조활동 및 소방서비스의 최근 통계자료의 조사를 통해 진주시의 모든 119센터의 입지와 응급의료서비스 및 사고발생 현황을 나타내었다. 자료 분석을 위해서 SPSS14.0을 사용하였으며, 지역의 특성 분포, 안전센터별 대응시간, 이송시간 등을 소방 GPS시스템과 입지할당모형 중 Center Point Model(CPM)을 적용하였다. 결과적으로 본 연구를 통해 대상지역의 119안전센터의 서비스 질이 나쁜 지역을 지리학적인 관점에서 최적 입지/배분 패턴의 설정을 통해 확인할 수 있었으며, 이를 통해 미래 응급의료서비스의 효율적인 입지/배분을 통해 공공 및 개인의 안전과 건강에 기여할 수 있을 것으로 기대된다.

Work-related Injuries in Dairy Farm in Gyeonggi Province (경기 지역 낙농작업자의 재해 발생 현황과 요인)

  • Objectives : Although dairy farming ranks as the industry with the highest injury incidence rate, the information on the injuries is limited in Gyeonggi Province. The purpose of this study was to investigate the occurrence of farm accidents and injuries. Methods : The occurrence of accidents among dairy farmers due to work-related injuries were investigated from 2,799 dairy farms of Seoul Dairy Cooperative. Among 171 total accidents, the number of accidents for human was 108. In this study, the 108 human accidents were investigated. Results : The results of this study were as follows; First, the injury rate in dairy farming was 1.60%. Second, the highest injury in dairy farm was occurred in the spring and at 6~8 p.m. Third, a variety of injuries occurred when doing the milking. Fourth, cow, machinery and falls were among the most common causes. Fifth, the most common injuries was fracture (52.8%) and the most common body part of injuries were torso (25.9%), legs (22.2%) and hand (18.5%). Sixth, 45% of the accidents indicated the lost work time from 4 weeks to 3 months. Recommendations: With the results, it is recommended that practical control methods to prevent accidents in dairy farming, for instance, wearing adequate personal protective equipment (PPE) or designing a moderate floor of works etc. be studied and developed.

  • To solve the emerging geospatial problems, more creative and effective spatial information infrastructures are required. To solve the emerging geospatial problems at a national level, this study assumes that the current Korean NSDI considered descriptive needs to be more prescriptive. The future NSDI will require a more useful integration vehicle for matters and places of national importance such as national security and emergency prevention and management. The purpose of this study is to identify "What can be done for the Korean NSDI to be more prescriptive?" This study reviews previous researches and new SDI concepts, analyzes the Korean NSDI in terms of a descriptive NSDI, and proposes a prescriptive NSDI model for Korean geospatial problems. The model includes new aspects of an advanced NSDI and several tasks for the future prescriptive Korean NSDI.

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

Correlation Analysis of Vegetation Index and Drought Index (식생지수와 가뭄지수의 상관성 분석)

  • Drought is an natural phenomenon which effects greatly on our society. It has various time scale and it is difficult to define the beginning and the end. So we can't aware it quickly and the damage of drought become severe. To cope with these problems, it needs to construct drought monitoring system. And it is required that the definition of drought which is objective and can be applied widely and proper drought index for drought monitoring. Meteorology and hydrology have developed drought index for drought monitoring. There are many attempt to interpret the drought using NDVI(Normalized Difference Vegetation Index) or LST(Land Surface Temperature) in remote sensing. In this study, drought index and precipitation is used to find drought severity of last ten years in South Korea. NDVI and VCI is applied to perceive the state of drought. Finally, the possibility of drought monitoring and evaluating drought depth is estimated by analyzing the correlation between vegetation Index and drought index.

  • On January 27, 2005, the central government of the Republic of Korea designated Jeju Island as an Island of World Peace based on Article 12 of the Special Act for the Jeju Free International City, and the WHO designated Safe Community Jeju in July, 2007. Whenever an industrial accident occurs on Jeju Island, reports in the media raise the question of whether Jeju is a safe city or not. But due to the characteristics of construction sites in Jeju, it is very difficult to employ workers of a certain level. For the safety of workers, it is also thought that owners should make a decisive investment to introduce an education and reward system in order to improve the consciousness level of workers. This research focuses on first-aid on construction sites. It then surveys the level of construction safety management, and suggests improvements in construction safety control and first-aid.

A Review on GIS Research Trends in North Korea (북한의 GIS 연구동향 분석)

  • GIS is the tool widely used for the practical solution of spatial problems in every region regardless of the language and ideology. In this paper research trends and tendencies of GIS in North Korea are reviewed compared with those in South Korea. For this purpose, academic publications on GIS in North Korea are surveyed and classified according to main subjects in GIS. Such classification by main subjects of GIS in North Korea are conducted on the basis of the classification of research trends and tendencies of GIS in South Korea. As a result, researches in North Korea are mainly focused upon such fields as geodetic surveying and measurement, map manufacture, atmospheric phenomena, agriculture and disasters, while there are few studies related to such fields as national GIS policy and circulation, GIS education, internet-based GIS, and traffic, to name but a few. Most parts of applied data are based on low and medium resolution image such as meteorological satellite images, Landsat images, and so on. This reflects the low level of the development of GIS DB infrastructure in North Korea.

  • This study introduces the current status of the design for safety(DfS) introduced as one of the owner - centered construction site safety management plan, and presents the problems and the improvement plan. The design for safety has been shifting from the construction management-oriented safety management to the owner-centered safety management system, The owner has to make the design considering the safety from the design stage centered on the owner. The owner has to review and approve the adequacy of the safety-conscious design and The risk factors that can not be eliminated during design are the system to prevent the disaster at the construction site by planning to eliminate the risk factor when writing the safety management plan that is made at the construction stage. The design for safety system implemented from May 2016 will be further developed to prevent the risk of safety accidents that may occur in construction sites, contributing greatly to the reduction of construction accident. In addition, it suggests ways to develop more efficient and convenient system through continuous hazard finding and system improvement.

  • In modern society the population of disabled goes on increasing rapidly not only in congenital deformities but also in acquired handicapped persons due to various factors such as car accidents and industrial disaster. And the number of disabled passengers in airports is growing every year with economic growth and globalization in Korea as well. That is the reason why the effort to the convenient facilities for the disabled in airports is needed more. The real situation in airports which are the public buildings is that the effort to install the facilities for the disabled is only perfunctory to meet the legal standard and cannot answer to the expectation of the facilities for e disabled. In this investigation I would like to give the airport operators the guide line to expand the facilities and the disabled an opportunity to use airports more freely and conveniently through the presentation on the problems and solutions with the current situation of the facilities for the disabled and the satisfaction of users in all airports in Korea.

  • In Japan, geophysical exploration methods have been widely applied to civil engineering and construction fields for a long time. In particular, seismic refraction has long played a significant role in geotechnical site investigations for tunnels, dams and landslides. However, our growing interest on the social and natural environment makes the methods available and its application fields diversify. Digital technologies such as personal computer have revolutionized our ability to acquire large volumes of data rapidly, and to produce more reliable results for subsurface image. Also, color graphics easily visualizes survey results In a more understandable manner, These days geophysical methods are essential to assessing grouting effects, predicting the front of tunnel cutting face, monitoring the movement, pollution and purification process of groundwater. Now three-dimensional exploration techniques have developed for the site characterization in civil engineering and construction needs.
