본 연구는 초고층 및 지하연계 복합건축물이 증가하여 재난에 취약성이 높아짐에 따른 재난대응 반안에 관해 연구를 진행했다. 사회재난과 자연재난 중 건축물에 영향을 미치는 재난을 국내외 사례와 문헌조사를 통해 도출하고 각 재난의 공통된 취약성과 개별적 취약성을 찾았으며, 재난유형별 복합재난 시나리오를 선정하였다. 초고층 및 지하연계 복합건축물의 위험성이 높아지면서 소방청은 재난예방 및 피해경감 계획 수립 세부지침서를 만들었지만, 한정적인 재난과 구체적 예시의 부재로 미흡한 상태이다. 따라서 앞서 제시한 재난의 재난대응 방안을 만들어 재난대응흐름도를 작성하여 실제적인 대응 방안을 수립하고자 한다.

사회의 발전과 더불어 현시대에는 지역적으로 특성화된 재난의 급증과 함께, 각종 재난 유형의 복합화와 대형화가 일어나고 있는 실정이다. 이에 반하여 현재 적용되고 있는 재난대응 훈련의 조치들은 증가하는 재난의 위험에 발맞추지 못한 채 한계에 부딪쳐 답보중인 상태이다. 이에 따라 재난대응역량 강화를 위하여 현장의 긴박한 상황을 이해하여 빠른 상황판단을 할 수 있는, 현실감 있고 생동감 있는 훈련 시뮬레이터의 개발이 추진되고 있다. 더불어, 훈련 시뮬레이터의 개발뿐 아니라 시뮬레이터의 효율적인 이용과 변화하고 있는 현대 재난에 대한 발 빠른 대응을 위하여, 기존의 단편, 부분적인 훈련 시스템을 탈피한 새로운 훈련 시뮬레이터에 대응하는 훈련 방안과 재난대응훈련 평가체계 방법에 관한 연구도 필요한 실정이다. 본 논문에서는 개발되고 있는 증강현실기반 시뮬레이터를 활용한 재난대응 훈련 방안 개발 내용을 소개하며 연구의 목표와 기대성과에 대해서 설명하고자 한다.

본 연구의 목적은 최근 안보위협의 변화 즉 차 산업혁명, 기후변화 등으로 예상치 못한 상황에서 빈번하게 나타나고 다양·복합·대형화로 대응의 어려움에 따라 재난대응 조직의 역할 증대를 위한 방향을 제시하는데 있다. 이를 위해 국가위기관리 조직과 재난관리책임기관H기업에 대한 조직의 역할 분석, 재난(사고)발생 시 재난대응 체계를 살펴보고 재해경감활동관리체계 관리활동에서의 재난(사고)대응체계 측면의 조직의 역할 증대 방안을 제시하였다.

이 연구는 자치경찰제도 도입에 따른 재난대응 실태를 살펴보고 개선방안을 제시하기 위한 목적의 연구로서 연구의 완성을 위하여 경찰의 재난대응 매뉴얼과 관련 통계자료, 법령 등을 종합적으로 검토하여 개선하는 방안을 제시하고자 한다. 자치경찰제도가 도입됨에 따라 기존의 범죄예방 및 기타 치안서비스 제공 시스템에 많은 변화가 발생하였다. 자치경찰제도는 기존의 중앙통제식 경찰제도에서 벗어나 각 지역의 실정에 맞도록 경찰을 운용하는 방식이다. 이러한 자치경찰제도 도입에 따라 많은 기대와 우려가 공존하고 있는 상황에서 자치경찰제도의 취약점이라고 볼 수 있는 대규모 인력이 동원 상황 발생 시 대응에 대하여 여전히 의문을 가지고 있다. 그 중 대형 대난 발생 시 자치경찰의 역할이 대하여 살펴본 결과, 현재 경찰이 대형재난 발생 시 대형재난 현장에서 2차 피해 예방을 위한 현장 통제 및 추가적인 재난 피해 예방, 요구호자 구조 등의 업무를 수행한다. 그러나, 자치경찰의 경우 대규모 재난에 대응하기가 쉽지 않은 탓에 대형재난에 취약할 수 밖에 없기 때문에 이 연구에서는 대형 재난 발생 시 기본적인 경찰의 재난 현장 통제 및 2차 피해 예방활동과 함께 인근 지역 자치경찰과 협동 재난 대응 활동 및 컨트롤 타워 등 제안과 같은 방안을 제안하였다.

최근 국내 재난발생의 빈도가 잦고 이를 해결하기 위한 재난대응 담당자들의 역량에 대한 관심이 높아지면서 재난역량을 강화하기 위한 교육 및 훈련에 대한 체계 정립이 강화되고 있다. 본 연구는 실제 재난발생사례 및 추이 분석을 통한 대규모 국가재난으로 전개 가능한 시나리오를 개발하고, 시나리오 전개에 따른 현대비수준과의 갭을 분석하여 재난관리책임기관의 대응역량 강화 방안을 마련하는 것을 연구 목표로 하고 있다. 이를 위해 여러 가지 재난 유형 중 최근 위험성이 커지고 있는 "화학유해물질 유출사고"에 관한 재난 상황 시나리오를 개발하여 시나리오의 재난요인 변수 데이터가 재난책임 담당자의 대응에 어떤 영향을 미치는지 살펴보고, 재난요인 변수 DB를 활용하여 재난대응역량 강화에 대한 방안을 제공한다.

In the event of a disaster, we need people who specialize in rapid regional disaster recovery. However, in the present disaster response system, disaster relief is carried out at the level of public support, volunteer service, etc. There are various problems such as initial response due to lack of expertise, delays in disaster recovery, and inadequate response to disasters. Therefore, it is necessary to establish a unit with early ability to respond to local governments in the event of a disaster and expertise to enable rapid disaster recovery. Therefore, this study limited the preparation of the reserve forces emergency response units for the direction of local security, disaster relief and disaster relief through emergency disaster recovery under the disaster situation.

In this paper, a disaster response scheme based on deep learning and augmented reality technology is proposed and a network resource reservation scheme is presented accordingly. The features of deep learning, augmented reality technology and its relevance to the disaster areas are explained. Deep learning technology can be used to accurately recognize disaster situations and to implement related disaster information as augmented reality, and to enhance disaster response capabilities by providing disaster response On-site disaster response agent, ICS (Incident Command System) and MCS (Multi-agency Coordination Systems). In the case of various disasters, the fire situation is focused on and it is proposed that a plan to strengthen disaster response capability effectively by providing fire situation recognition based on deep learning and augmented reality information. Finally, a scheme to secure network resources to utilize the disaster response method of this paper is proposed.

본 논문은 최근 발생된 주요 사회재난에 대해 살펴보고 재해경감활동차원에서 대응 및 개선 방안에 대해 살펴보았다. 그동안 국회의 입법 활동은 물론이거니와 국가, 지자체 또한 크고 작은 재난에 대해 그때마다 각종 대책을 쏟아내고 있지만 재난을 근본적으로 예방 또는 방지하는 데는 많은 어려움이 있었다. 이는 최근 발생된 이태원 10.29 참사에서 볼 수 있듯이 사회재난은 자연재해와는 달리 재난의 예측 어려움은 물론이거니와 전혀 예상하지 못한 상황에서 재난이 발생할 수 있음을 감안하여 재해경감을 위한 충분한 대책을 마련하는 등 예방 활동을 사전에 전반적으로 강화하여 나갈 필요가 있다. 특히 이태원 10.29 참사는 안전대책, 매뉴얼이 제대로 작동되지 않은 총체적인 안전 불감증의 대표적인 사례로 볼 수 있을 것이다. 따라서 PDCA 사이클을 중심으로 재난 예방 및 발생 가능성 최소화를 위한 재해경감활동 차원에서 대응방안을 모색하고 개선하는데 그 목적이 있다.

본 연구에서는 국내에서 재난관리에 있어 지방정부와 민간과의 네트워크를 지역특성별로 구성하는 방안에 대해 제시하였다. 현재 우리들이 살고 있는 과학기술이 발달한 현대 산업사회를 '위험사회' 라는 개념으로 정의하기도 한다. 최근 재난의 유형이 다변화되고 피해규모가 증가됨에 따라 본래의 정부주도하의 재난대응보다는 협업과 협력을 통한 재난관리가 필요하다. 국외에는 이러한 재난대응을 위한 협력구축네트워크를 광역방재거점 등을 설치 운영함으로써 실질적이고 효율적인 협력을 구축하고 운영 중이다. 하지만, 국내에서는 협업 및 협력에 대한 매뉴얼 등을 통한 소프트적인 체계구축에 중점을 두고 대응을 하고 있다. 본 연구에서는 국외사례를 통해 실질적인 거점형태의 민관네트워크를 구축하고, 해당지역에 적합한 운영방안을 선택하는 데에 활용 할 수 있을 것이다.

Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.
