Study on Determination of Intention Type for Reasonable Conservation and Use on Baekdudaegan Protection Area (백두대간 보호구역의 권역별 지향성 설정에 관한 연구)

  • In this study, intention type was assigned to determine appropriate conservation and use of the Baekdudaegan Protection Area. To determine intention type, 84 indices were integrated into 7 types: the Natural Environment Protection District, Natural Scenic District, Agriculture and Forestry Promotion District, Living Environment Protection District, Education/Culture/Arts Promotion District, Recreation/Tourism Promotion District, and Disaster Management District. Intention types were decided by comparing the occupying proportion of the intention types for each watershed segment in which the Seoraksan, Taebaeksan, and Sockrisan region boundaries were included. Weight values were applied to each of the seven intention types because each type did not play an equal role in the target regions. Most regions were classified as Natural Environment Protection intention types because the Baekdudaegan area is regulated with strong forestry and environmental protection acts; thus, the weight values related to nature protection were higher than those for other types. To supplement the results from this study, additional research is needed to determine the intention type and weight for each region, and it will also be necessary to integrate sociocultural factors and field survey data.

A Study on the Early Response System Subway Cabin Arson Fire (지하철 차량 방화사고 초기대응에 관한 연구)

  • Since Daegu subway arson fire disaster in 2003, there have been several copycat crimes such as at Seoul Metro line number seven and Hongkong Chuiwan line cases. Oil and gas were used for fire propagation in most cases as in Daegu case and such fire could be expanded to a whole subway cabin within several minutes. The fire may eventually cause the whole subway system stop. Fire damage can be minimized when fire occurrence and diffusion are blocked by stages or isolated rapidly. This study suggests an effective early response system that separates passengers from fire and a real-time fire extinguishment program by stages. Based on the subway arson case studies, the early response scenario has been structured by three stages, i.e., confirmation of fire and damage, early fire extinguishment, and information dissemination and passengers evacuation.

  • Many school buildings are not applied seismic code because of small size structures. But it must be designed to show enough structural performance when subject to earthquake due to the fact that most of school buildings are generally used as public shelters when the natural disasters. In this study, the seismic risk of the reinforced concrete school building structure which is the most common types of school structures was evaluated by using the seismic performance evaluation methods. As a result, model structures don't have enough seismic performance.

  • 위치기반 서비스(Location Based Service)는 이동통신망 또는 GPS 등을 기반으로 사람이나 사물의 위치를 정확하게 파악하고 이를 활용하여 다양한 응용이 가능한 서비스를 의미한다. 최근 위치기반 서비스는 이동통신 기지국이나 GPS를 통해 개인이나 차량등의 위치를 파악하여 긴급구조, 교통정보, 재난관리 등을 서비스하는 신산업 분야로서의 중요성이 증대됨에 따라 이에 대한 관심이 급증하고 있다. 그러나 이러한 산업 파급효과와 서비스 유형을 고려할 때, 공간정보의 활용과 위치기반서비스의 구현에서 핵심적인 역할을 하는 것이 위치정보인데 이러한 위치정보는 여타의 정보와 다른 특성을 가지게 된다. 즉, 위치정보는 개인정보보호 및 프라이버시(사생활)보호의 문제와 직결된다는 것이다. 특히 위치정보가 성명, 주민등록번호, 주소, 전화번호 등과 함께 직접적으로 사생활 침해의 문제를 강하게 발생시킬 수 있어 위치정보는 여타의 정보에 비하여 보다 강력한 보호를 필요로 한다. 본 논문에서는 LBS에 대한 전반적인 사항을 분석하여 문제점을 도출하고, LBS Privacy 문제점을 보호할 수 있는 방안을 제시한다. 최종적으로 제안된 모델은 차세대 LBS 시스템의 개인정보 및 Privacy 보호를 위한 기술적인 대안을 제시하였으며, 차세대 이동통신의 기반 기술이 될 것으로 기대한다.

Public perception of ambulances (일반인의 구급차 이미지에 대한 인식 유형)

  • Purpose: This study aimed to obtain, categorize, and analyze baseline data regarding the subjective perception of ambulances from the consumers' perspective, which can be utilized for improving emergency medical service systems. Methods: Fifty people aged 20 to 40 years old were selected as P samples. Data from 35 statements of Q-cards and Q-sample distribution plots were gathered using Q-sort and analyzed using the PC-QUANL program for major factor analysis. Results: We found four unique characteristics which accounted for 57.57% of the total variation: "Considerate of emergency situations," "Identifying emergency patients," "Trusting emergency vehicles," and "Sympathizing with emergency patients." Conclusion: Organizations that provide emergency medical services using ambulances should plan and render patient care according to the four types of public perception of ambulances.

  • 도시 홍수, 하천 범람, 산사태와 같은 폭우와 관련된 재해는 자주 동시에 발생하며, 각 재해는 서로 다른 범위의 시간 스케일에서 강우 변동성에 민감하게 반응한다. 따라서 재해 복합화 모델링에 적합한 확률 강우 모델은 모든 유형의 재해와 관련된 모든 시간 스케일에서 강우 변동성을 잘 재현할 수 있어야 한다. 본 연구에서는 5분에서 10년 사이의 시간 스케일에서 다양한 강우통계특성을 재현할 수 있는 추계학적 강우 생성기를 제안하였다. 이 모델은 우선 Randomized Bartlett-Lewis Rectangular Pulse (RBLRP) 모델을 사용하여 미세 규모의 강우량 시계열을 생성한 후, 연속된 폭풍 사이의 상관관계 구조가 유지되도록 폭풍우의 순서를 섞는다. 마지막으로, 별도의 월별 강우량 모델링 결과에 따라 월 단위로 시계열을 재배열한다. 독일 보훔에서 기록된 69년간의 5분 강우량 데이터를 사용하여 본 모형을 검증한 결과, 평균, 분산, 공분산, 왜곡도 및 강우 간헐성은 5분에서 10년에 이르는 시간 스케일에서 체계적인 편향 없이 잘 재현됨은 물론, 5분에서 3일 사이의 시간 스케일에서의 극한 강수량 값도 잘 재현음을 확인하였다. 아울러, 극한 강우 및 산사태에 큰 영향을 주는 극한 강우 발생 전 과거 7일간의 강수량도 정확히 재현되었다.

Risk based policy at big data era: Case study of privacy invasion (빅 데이터 시대 위험기반의 정책 - 개인정보침해 사례를 중심으로 -)

  • The world's best level of ICT(Information, Communication and Technology) infrastructure has experienced the world's worst level of ICT accident in Korea. The number of major accidents of privacy invasion has been three times larger than the total number of Internet user of Korea. The cause of the severe accident was due to big data environment. As a result, big data environment has become an important policy agenda. This paper has conducted analyzing the accident case of data spill to study policy issues for ICT security from a social science perspective focusing on risk. The results from case analysis are as follows. First, ICT risk can be categorized 'severe, strong, intensive and individual'from the level of both probability and impact. Second, strategy of risk management can be designated 'avoid, transfer, mitigate, accept' by understanding their own culture type of relative group such as 'hierarchy, egalitarianism, fatalism and individualism'. Third, personal data has contained characteristics of big data such like 'volume, velocity, variety' for each risk situation. Therefore, government needs to establish a standing organization responsible for ICT risk policy and management in a new big data era. And the policy for ICT risk management needs to balance in considering 'technology, norms, laws, and market'in big data era.

Assessment of Precipitation Characteristics and Synoptic Pattern Associated with Typhoon Affecting the South Korea (우리나라 내습태풍 유형에 따른 강우특성 및 종관기후학적 분석)

  • The recent unusual climate and extreme weather events have frequently given unexpected disaster and damages, facing difficulties in the management of water resources. In particular, climate change could result in intensified typhoons, and this would be the worst case scenario that can happen. The primary objective of this study is to identify the patterns of typhoon-induced precipitation and the associated synoptic pattern. This study focused on analyzing precipitation patterns over the South Korea using historic records as opposed to a specified season or duration, and further investigates the potential connection with heavy rainfall to synoptic patterns. In this study, we used the best track data provided by the Regional Specialized Meteorological Center of Japan for 40 years from 1973 to 2012. The patterns of the typhoon-induced precipitation were categorized into four groups according to a given typhoon track information, and then the associated synoptic climatology patterns were further investigated. The results demonstrate that the typhoon-induced precipitation patterns could be grouped and potentially simulated according to the identified synoptic patterns. Our future work will focus on developing a short-term forecasting model of typhoon-induced precipitation considering the identified climate patterns as inputs.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. The space weather maximum could wreak havoc in this world. A geomagnetic space storm sparked by a solar eruption like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. Despite of the fact that not only researches by colleges and institutions current researches have been focusing on warning systems of space communication and the earth network systems, but also management and control systems are not situated for the space weather blasters. The purpose of the study is that the damage reduces methods implementation on the ultimate space weather communication systems by above lists proposed type analysis. In result, the implementation of the communication disaster management systems deals with the smart IT converged GIS analysis on the flare, solar proton event, geomagnetic storm to the effects of the geomagneticsphere, ionosphere and troposphere from solar maximum. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts smart IT systems and converged high tech information systems using decision making support systems of the GIS methodology.
