전 세계적으로 대형 재난의 발생으로 인해 사회문화적 관습이나 신체조건 등의 차이로 남성보다 여성의 피해가 크다는 사실들이 다양한 사례와 연구를 통해 보고되었고, 개발도상국은 여성의 피해가 큰 반면에 선진국은 여성들의 재난 안전 및 교육 관리에 적극적인 참여를 통해 전반적인 대응 능력을 보일 수 있다는 연구들도 존재한다. 우리나라의 경우에도 빈번하게 자연 재난이 발생하고 있지만, 실제로 재난 안전 인식에 대한 성별 분석을 하기 위한 자료가 부족한 상황이다. 그러므로 본 연구에서는 이와 같은 문제점을 파악하기 위해 한국 국민 남녀 489명을 대상으로 재난위험인식에 대한 설문을 실시하고, 거주지 주변 발생 가능한 재난을 인지하고 있는지, 대피소의 위치를 인지하고 있는지, 안전 관리 교육 경험이 있는지 등의 문항으로 구성하여 실시하였다. 본 연구의 목적은 국민들의 재난 안전의 위험도에 대한 인식 수준이 어떠한지 분석하고, 영향 요인을 탐색 하는 데에 있다. 조사결과 안전취약계층은 스스로 대피 하는 데에 있어 큰 어려움이 있으며, 이중 여성은 남성에 비해 안전교육과 훈련의 접근성이 적음에 따라 위험도가 더 큰 것을 확인 할 수 있었다. 그럼에도 불구하고, 재난 및 안전관리 교육 및 훈련에 참여하고자 하는 의지는 남성과 여성의 차이가 없었다. 본 연구를 기반으로 재난 안전교육의 필요성을 가지고 재난 안전 시뮬레이션 프로그램이 구축되는 필요성이 있다고 사료되어지고, 미래에 자연재해 발생 시 문제점을 파악하고 인명 피해 감소가 될 전망으로 기대가 된다.

본 연구에서는 중대재해처벌법 안전보건관리체계 7가지 핵심요소가 기업의 안전성과에 미치는 영향을 알아보는 최초 연구이다. 이를 위해 중대재해처벌법 안전보건관리체게 7가지 핵심요인별 측정도구를 개발하고 기존 선행연구를 바탕으로 한 안전성과 측정도구를 적용하여 그 관계성과 재해발생빈도 감소의 영향도 확인 한다. 연구결과는 중대재해처벌법 안전보건관리체계 구축이 안전성과에 유의한 결과를 가질 것으로 보이며, 안전보건관리체계 구축이 재해발생빈도 감소에도 직접적인 영향이 미칠 것으로 판단된다. 개발된 중대재해처벌법 안전보건관리체계 구축 측정 도구는 향후 여러 산업분야의 안전관리 및 성과 측정에 많이 활용 되리자 본다. 그리고 향후 안전보건관리체계 구축-안전성과-재해경감활동관리체계 관계연구의 기초 연구가 될 것 이다.

본 논문은 최근 발생된 주요 사회재난에 대해 살펴보고 재해경감활동차원에서 대응 및 개선 방안에 대해 살펴보았다. 그동안 국회의 입법 활동은 물론이거니와 국가, 지자체 또한 크고 작은 재난에 대해 그때마다 각종 대책을 쏟아내고 있지만 재난을 근본적으로 예방 또는 방지하는 데는 많은 어려움이 있었다. 이는 최근 발생된 이태원 10.29 참사에서 볼 수 있듯이 사회재난은 자연재해와는 달리 재난의 예측 어려움은 물론이거니와 전혀 예상하지 못한 상황에서 재난이 발생할 수 있음을 감안하여 재해경감을 위한 충분한 대책을 마련하는 등 예방 활동을 사전에 전반적으로 강화하여 나갈 필요가 있다. 특히 이태원 10.29 참사는 안전대책, 매뉴얼이 제대로 작동되지 않은 총체적인 안전 불감증의 대표적인 사례로 볼 수 있을 것이다. 따라서 PDCA 사이클을 중심으로 재난 예방 및 발생 가능성 최소화를 위한 재해경감활동 차원에서 대응방안을 모색하고 개선하는데 그 목적이 있다.

Man-made disasters are disastrous event, which can be reduced the damage through preventive measures and thorough inspections, unlike natural disasters. Thus, safety consciousness of citizens is not only important, but also safety consciousness of security guard who are involved with facility safety management. In other words, safety consciousness and fostering professionalism of security guards could reduce the damage, including human disaster and it enables the effective safety management. Therefore, this study selected the training and the organizational safety as variables with the influencing factors for improving the disaster safety consciousness of facility guard. After the analysis, the following results were confirmed. First, the training content and its environment would have a significant impact on the disaster safety consciousness. Second, organizational safety would have a significant impact on disaster safety consciousness. In other words, the improvement of training program and the formation of safety culture in organizational level will have a positive impact on the disaster safety awareness and enable effective safety management.

This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

2010년부터「기업재해경감법」에 따라 기업재난관리표준으로 기업재해경감 우수기업 제도를 시행하고 있다하지만 「기업재해경감법」이 자율로 되어 있어 민간기업 스스로가 이 제도를 도입하여 실행하는 문화가 정착할 수 없었다. 따라서 유럽 등 선진국처럼 새로운 제도 시행을 하기 전 공공분야에 적용하여 효과성이 검증되면 민간으로 확대한다. 따라서 재난관리책임기관이 기능연속성계획을 수립하게 되면 의무화가 되지 않은 민간영역으로 확대할 수 있는 계기가 마련되었다. 본 연구는 기수립 되어 있는 기능연속성계획의 성숙도 측정이 어렵고 평가체계를 도입하기 위한 후속 정책 지원을 위하여 HLS 기반의 프레임워크 개선방안을 제시하고자 한다.

BCMS의 변경관리에 대한 요구사항은 ISO 22301 구성체계의 기획단계인 6.3 변경의 기획에서 수행하고, 기업재난관리표준 구성체계에서 기획단계인 3.5.5 문서화된 정보에서 수행하도록 규정하였으며, 이는 모두가 P-D-C-A 운용 모델의 Plan 단계에 해당된다. 이러한 구성체계는 BCP를 최초에 수립하는 단계에서는 적합하지만, BCP가 수립(제정)되어 운용단계에서 발생되는 변경사항을 처리하는데는 많은 문제점이 도출된다. 따라서 재난 및 안전관리 분야에 해당하는 유사제도의 요구사항을 대상으로 비교분석을 통하여 도출된 개선방안을 연구결과로 제시하고자 한다. BCP를 수립하는 과정에서 발생하는 보완사항은 변경관리 절차에 포함하지 않고, BCP가 수립되어 운용단계에서 발생되는 변경사항만 변경관리 절차에 포함하여 관리하며, P-D-C-A 운용 모델의 Act 단계에서 수행하는 것이 적합하다.

Disaster has a direct influence on the lives of the people, the body, and the property. For effective and rapid disaster responses, coordination process based on sharing and utilizing disaster information is the essential requirement Disaster and safety control agencies produce and manage heterogeneous information. They also develop and use word dictionaries individually. This is a major obstacle to retrieve and access disaster and safety information in terms of practitioners. To solve this problem, standardization of lexical resources related disaster and safety is essentially required. In this paper, we conducted current status analysis about lexical resources in disaster and safety domain. Consequently, we identified the characteristics according to lexical groups. And then we proposed the utilization plan of lexical resources for disaster and safety information management.

Disaster Safety Management Information standardization and harmonization simplifies the process of disaster management (prevention, preparedness, response and recovery) to increase the efficiency of disaster management, it is necessary to minimize the people's life and property damage. Disaster safety standardization is to standardize disaster safety information in the past to respond to an uncertain future and systematically manage disaster safety accordingly. This study developed a standard code system to utilize disaster safety information such as earthquake, fire, and fine dust, which are of social interest among various and complex environmental disasters. It aims to support practitioners to conduct efficient disaster tasks in the event of a disaster.

특정관리대상시설은 "재난 및 안전관리 기본법" 에서 재난발생의 위험이 높거나 재난예방을 위하여 계속적으로 관리할 필요가 있다고 인정되는 시설 및 지역을 의미한다. 특정관리대상시설은 재난관리책임기관의 장이 지정하고 관리하도록 되어 있으나, 그 시설의 대상이 약10만개에 이르고, 시설의 종류도 42개에 달하며, 각기 개별법에 의한 안전관리가 추진되고 있어 실제적인 종합안전관리에는 많은 어려움이 있다. 본 연구에서는 다종다양한 특정관리대상시설물의 안전관리 실태를 조사하고, 효과적이고, 통합적인 특정관리대상시설의 안전관리를 위하여 종합안전관리시스템 개발을 위한 구축방안을 제시하였다.
