인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

코로나 바이러스가 2019년 12월 처음 중국 우한에서 발생한 뒤 우리나라를 포함한 전 세계로 확산되어 있다. 각 나라에서는 사전차단을 위한 방역과 격리 등 바이러스의 확산을 막기 위하여 온 힘을 다하고 있으며, 우리나라 역시 국가 차원에서 대응정책을 펼치고 있다. 이에 코로나 바이러스를 대비한 정부의 대응정책과 긴급재난문자를 이용한 상황지원 현황, 그리고 포스트 코로나 시대의 긴급재난문자 발전방향에 대하여 살펴보고자 한다.

This research organization to maintain the stable activity from disaster that it is presented to remedy disaster reduction polices. Disaster reduction policies are as follows. 1. Risk analysis is through the establishment of disaster reduction policies 2. Disaster reduction policies need to organize. 3. To enable local governments must be made of the disaster reduction policies. 4. The settlement requires advanced safety culture.

디지털과 인터넷의 발달로 재난안전 정보 서비스는 오프라인, 온라인 등 다양한 채널을 통하여 제공되고 있다. 특히, 재난안전과 관련된 정보는 재난 대비와 재난 피해에 영향을 미치는 점에서 재난안전 정보 서비스 제공은 중요하다. 그러나 노인은 오프라인과 온라인 정보 접근성에 있어 제한사항이 있다. 따라서 본 연구에서는 노인의 관점에서 현재 제공되고 있는 대비에 초점을 둔 재난안전 정보 서비스를 오프라인과 온라인으로 구분하여 현황분석을 하였다. 노인을 위한 재난안전 정보 서비스의 개선방안을 통하여 앞으로 재난안전 정책에서 나아가야할 방향을 살펴보고자 한다.

현정부 들어 "범죄로부터 안전한 사회구현", "재난재해 예방 및 체계적 관리" 등이 주요 국정과제 현안으로 추진되고 있으며 국가적 차원에서 국민의 안전을 위한 정책 및 생활안전에 대한 대국민 서비스 마련이 필요하다. 본 논문에서는 각 부처 기관별로 개별적으로 관리되고 있는 재난 및 안전사고 관련 정보를 통합하여 GIS DB를 구축하고 이를 기반으로 국가 안전정책 개발 및 대국민 서비스를 위한 생활안전지도 서비스 구축현황과 이에 대한 문제점을 분석하고 대국민 관점에서 생활안전지도 활성화 방안을 마련하였다.

Local governments need to be prepared for emergency response in order to minimize damages caused by disasters, such as typhoon and chemical incidents. In this study, we have researched and analyzed current emergency preparedness status of Korea's local governments by studying laws and policies, and interviewing emergency managers. We have introduced policies to enhance emergency preparedness capabilities of United States' local governments. These policies could be useful for Korean government in developing policies to build up emergency response capabilities of Korea's local governments.

In addition to the proliferation of intelligent information technology, the field of disaster management is being approached from a multifaceted perspective. In particular, as the interest in establishing a disaster safety management system using data increases, there is an increasing need for a large amount of big data distribution generated in real time and a systematic management. Furthermore, efforts are being made to improve the quality of data in order to increase the prevention effect of disasters through data analysis and to make a system that can respond effectively and to predict the overall situation caused by the disasters. Disaster management should seek both precautionary measures and quick responses in the event of a disaster as well as a technical approach to establishing governance and safety. This study explores the policy implications of the significance and structure of disaster safety management governance using data.

Integrated disaster management system in Korea is recently concerned due to incompletion and inadequacy in establishment of the system. In this regards, this study aims to examine improvement of the domestic integrated disaster management system considering sustainability and resilience concept, which are recently considered in disaster and safety management. To do this, the authors examined the integrated disaster management system with representative principles to enhance sustainability and resilience in community based on diversity and redundancy, connectivity, slow variable, systematic approach, learning and feedback, and active participation. It is believed that the improvements and recommendations proposed by sustainability and resilience principles in this study can contribute to establishment of strategies, policies, and R&D for enhancing domestic integrated disaster management and sustainability and resilience in community.

The statistics of disaster and safety control which have been produced by NEMA(National Emergency Management Agency) and other related agencies have some problems which show redundancies and the lack of connections. These problems can result in disbelief of disaster-management related policies and cause uncertainties on standardization. One of the main problems is caused by the lack of an integrated system that can coordinate available statistical resources. The objectives of this paper are to propose possible ways for the rearrangement of statistics categories, the improvement of statistics indicators and the integration of statistics of disaster and safety management based on the improvement of related laws and regulations. Through the integrated system for an efficient production of disaster and safety-related statistics, it will be possible to establish more accredited disaster-management policies based on the scientific statistics and international standard.

Purpose: The objective of this research is to find manufacturing employment clusters of the disaster safety sector in South Korea. Method: The LISA(Local Indicator of Spatial Association) analysis method is applied to the employment data of 229 local governments categorized by the 2019 Korean Standard Industry Classification and Disaster Safety Industry Special Classification. The LISA method identifies the spatial dependency of employment and the spatial cluster of industries. Result: Three research findings are summarized. First, employment of the disaster safety industry in South Korea occupies about six percent of the total manufacturing industry. The annual proportion is in increasing trend. Second, the employment cluster of the disaster safety industry is located in the western side of the Seoul metropolitan region. Third, manufacturing businesses of industrial safety goods preventing industrial accidents are concentrated in regions of Busan, Ulsan, Changwon, Gyeongnam, and Gimhae, where heavy and chemical industries and industrial complexes are formed. Conclusion: Investment and promotion policies are suggested to the manufacturing employment clusters of the disaster safety industry for fostering these regions. Research results can be used to the better policies for industrial development and employment improvement of manufacturing clusters of the disaster safety industry in South Korea.
