National Drought Response Framework and Emergency Action Plan for Mega-Drought (미국의 국가가뭄대응체계 및 비상대처계획의 시사점)

  • 최근 선제적인 가뭄대응을 위하여 관계부처가 상시 가뭄 관리체계를 지속하고, 범정부적 가뭄예방 대처를 위한 가뭄종합대책이 수립되었다. 가뭄종합대책에는 통합적 가뭄 위기대응체계를 마련해 단계별로 가뭄에 체계적으로 대응하고, 극한가뭄에 대비해 선제적 용수확보와 가뭄 전문가 지역 협의체 운영 등을 통해 대응 역량을 강화하는 계획이 포함되어있다. 또한 국가재난관리체계에 따라 지자체는 지역별 재난안전대책본부를 수립하고, 현장조치 행동메뉴얼에 따라 단계별 제한급수대책 수립, 재난대응 단계별 행동요령 (징후 감지, 초기 대응, 비상 대응) 등을 수행한다. 이처럼 가뭄은 발생 후 해갈까지 많은 시간과 지속적인 관리가 필요하며, 사회전반에 걸처 영향을 주는 대형복합재난으로 국가적 차원의 통합적 관리가 필요한 재난으로 국가가뭄대응체계 및 비상대처계획 (Emergency Action Plan, EAP) 수립이 필요하다. 미국은 1998년 국가가뭄정책법(National Drought Policy Act)을 제정해 가뭄관리에 대한 법제도적 기반을 마련하였으며, 2006년 국가통합가뭄정보시스템법 (National Integrated Drought Information System Act)을 제정해(Public Law 109-430) 현재의 국가통합가뭄정보시스템 (NIDIS)이 설립되었다. 이후 국가가뭄회복력파트너십 (National Drought Resilience Partnership, NDRP)을 발족하여 2016년 장기가뭄 회복력을 위한 국가재해대응정책을 수립하였다 (Federal Action Plan for Long-Term Drought Resilience). 미국의 경우 1982년 콜로라도 주, 사우스다코타 주, 뉴욕 주를 시작으로 2020년 현재 48개 주에서 연방정부단위의 가뭄대응계획을 수립하였다. 본 연구에서는 미국에서 실행되고 있는 가뭄 적응 대책 및 비상대처계획을 조사, 분석하고, 향후 메가 가뭄 발생시 국가단위의 가뭄 재난위기관리 매뉴얼, 정부 및 지자체의 가뭄 대응 체계 및 대응 방안을 보완할 수 있는 방안을 제시하고자 한다.

Preliminary design for satellite image situation board linkage and display system (위성영상 상황판연계·표출시스템 예비설계)

  • 본 연구에서는 위성영상 활용 지능형 재난관측·감시 기술 개발을 목적으로 위성영상과 멀티소스(CCTV, 항공영상, 공공DB 등)와의 연계·융합을 통해 재난상황관리의 정확도 향상과 위성영상 활용성 제고 방안을 제시하고자 하였다. 위성영상 수집·배포시스템으로부터 전달되는 위성영상과 멀티소스의 연계 융합을 통한 재난상황정보의 표출을 목적으로 상황판연계 표출시스템 가동 절차와 위성영상 수집을 통한 위험탐지 알고리즘과의 연계를 위해 재난상황업무 기반 시스템 가동절차를 수립하고, 위기관리표준 매뉴얼 상 상황업무절차를 적용해 예비설계를 진행하였다. 상황실 실무자 설문을 통해 작성된 시스템 요구사항과 규격서를 기반으로 상황업무절차를 적용해 먼저업무시스템 설계를 진행하였다. 평시에는 GIS통합상황판에서 관리됨을 전제로 위성영상 수집에 대한국가적 예산 투입 측면을 고려해 중대본 설치가 필요한 대형재난 발생상황을 가정하여 상황판연계·표출시스템의 가동되도록 설계하였다. 또한, 위성영상 분석을 통한 피해위험도와 재난이력통계 등 멀티소스와 중첩한 결과를 실시간으로 표출함에 따라 상황실근무자는 재난확산 여부를 판단하고, NDMS를 통해 재난상황을 전파할 수 있도록 설계하였다. 상황판연계 표출시스템의 원활한 데이터 입/출력을 위해 재난유형 및 분석단계별 클래스 정의, 유스케이스 ID(요구기능)와 1:1 또는 1:n매칭을 수행하여 재난유형 및 분석단계별 클래스를 정의하였다. 정의된 클래스는 유스케이스인 요구기능과 매칭을 수행하였고, 시스템 가동절차 중 피해위험도분석, 재난이력통계, 중첩결과표출, NDMS 상황전파에 대한 상황업무절차를 기반으로 산불·홍수·산사태·대설·태풍 총 5종의재난별 시퀀스를 설계하였다. 마지막으로 화면정의서와 UI/UX설계서를 기반으로 Figma를 통해 시스템구동화면을 사전에 모의하였다. 향후, 진행되는 연구에서는 위성영상과 멀티소스를 연계한 화면을 실체화하여 더욱 정확한 재난상황관리가 가능하도록 NDMS 연계 상황판 표출 시스템을 개발하고자 한다.

  • The underground utility tunnel is an urban infrastructure that accommodates and manages important facilities such as water and sewage, electricity, and communication in the city, and is a national facility that needs to be protected from disasters such as fire, earthquake, and flooding. In establishing a disaster safety life cycle management system such as prediction, prevention, preparedness, response, and recovery, a disaster safety management platform for underground utility tunnel is being developed by utilizing digital twin technology in which advanced ICT technology and data are converged. In this paper, the maturity model for the disaster safety digital twin was reviewed, and the datasets necessary for implementing the digital twin at each stage were defined.

Basic Research for Preparation of a Disabled-Inclusive Public Disaster Management System (장애포괄적 재난관리체계 마련을 위한 기초 연구)

  • This research aimed to examine the problems in a current national emergency management system that does not consider the disabled in the face of manmade catastrophes and natural disasters, and to conduct an expert opinion survey to explore the direction of disabled-inclusive public disaster management system. As a result of the analysis, the respondents of the survey revealed a need for a designated government department for disaster management systems for the disabled and the experts preferred the Ministry of Public Safety and Security (50%) than the Ministry of Health and Welfare (37.5%). However, 12.5% of the surveyed experts perceived cooperation between the two Ministries, rather than selecting a certain ministry, as necessary to establish a disaster management system for the disabled. Additionally, the experts recognized the response period (43.8%) of the disaster management life cycle to be the most important phase. Thus, at the disaster response period, the experts suggested utilizing an emergency alarm system to effectively rescue the disabled in the face of disaster. Based on this discussion, the paper explores ways to establish a disabled-inclusive public disaster management system.

  • In the case of Korea, research on traffic management is insufficient to cover the increasing incidence of disaster. Furthermore, many of the traffic management manual does not touch up on how to administer/manage in case of disaster, except for the one made by 'Korea Expressway Corporation.' In response to this issue, this research is based on a thesis to establish concept of guideline for traffic management in the case of an disaster. In order to achieve this goal, there has been an analysis of the American's manual, molded and changed to be Korea-specific. In the future, based on the u-T circumstances are established, traffic management will become much more efficient. This paper presents important details and ways of management for each step of an disaster event: prevention, preparation, response and restoration.

Science and Technology Networks for Disaster and Safety Management: Based on Expert Survey Data (재난안전관리 과학기술 네트워크: 전문가 수요조사를 중심으로)

  • Recently, due to the rising incidence of disasters in the nation, there has been a growing interest in the relevance and role of science and technology in solving disaster and safety related issues. In addition, the necessities of securing the human rights of all citizens in disaster risk reduction, identifying fields of technology development for effective disaster response, and improving the efficiency of R&D investment for disaster and safety are becoming more important as the different types of disasters and stages of disaster and safety management process have been considered. In this study, we analyzed bipartite or two-mode networks constructed from an expert survey dataset of technology development for disaster and safety management. The results reveal that earthquake and fire are the two disasters affecting an individual and society at large and demonstrate that AI and big data analytics are effective supports in managing disaster and safety. We believe that such a network analytic approach can be used to explore some important implications exist for the national science and technology effort and successful disaster and safety management practices in Korea.

  • In this paper, various units of industrial disaster safety threats as well as local and national facilities unit real-time detection and prevention refer to the corresponding system goes into disaster management preparedness, prevention, response recovery of phase I systematic ICT skills that can be managed more efficiently. In addition, the immediate disaster prevention and preparedness for early forecasting preemptive damage scale and high-tech information exchange technology to overcome the limitations of a human disaster in the field against the analysis and strategy of preemptive disaster safety management with smart risk management and prevention in response and recovery and the scene quickly and efficient mutual cooperation and effective collaboration and cooperation of the Community Center social security presented a smart disaster safety management system.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

  • This study analyzed the current Urban Disaster Management System(UDMS) and proposed improvements, focusing on fire-fighting. We learned the problems with the UDMS empirically, conducting a survey intended for officials in fire station in various prefectures include big city, 6 metropolitan city and Gyeonggi-do. The problems with the UDMS were classified mainly into problems with law operating system, administration system and systematic countermeasures. As a result, it was found that regions that include Seoul and other big cities manage urban disasters better than the prefectures of which Gyeonggi-do and others are parts Consequently, it is desirable to cater appropriate Urban Disaster Management Systems into each of the two parts, one for big cities and the other for prefecture.

Study on Disaster Response Strategies Using Multi-Sensors Satellite Imagery (다종 위성영상을 활용한 재난대응 방안 연구)

  • Due to recent severe climate change, abnormal weather phenomena, and other factors, the frequency and magnitude of natural disasters are increasing. The need for disaster management using artificial satellites is growing, especially during large-scale disasters due to time and economic constraints. In this study, we have summarized the current status of next-generation medium-sized satellites and microsatellites in operation and under development, as well as trends in satellite imagery analysis techniques using a large volume of satellite imagery driven by the advancement of the space industry. Furthermore, by utilizing satellite imagery, particularly focusing on recent major disasters such as floods, landslides, droughts, and wildfires, we have confirmed how satellite imagery can be employed for damage analysis, thereby establishing its potential for disaster management. Through this study, we have presented satellite development and operational statuses, recent trends in satellite imagery analysis technology, and proposed disaster response strategies that utilize various types of satellite imagery. It was observed that during the stages of disaster progression, the utilization of satellite imagery is more prominent in the response and recovery stages than in the prevention and preparedness stages. In the future, with the availability of diverse imagery, we plan to research the fusion of cutting-edge technologies like artificial intelligence and deep learning, and their applicability for effective disaster management.
