Resilience of Cultural Heritage by Integrating Historic Maps and Geospatial Information (고지도와 시계열 공간정보를 활용한 문화재 리질리언스에 대한 연구)

  • Cultural property is a valuable asset that connects the past with the present, and cultural heritage is now included in the international agenda of disaster risk reduction. Accordingly, the importance of building resilience of cultural assets has been on the rise, and the necessity of spatial information has been emphasized in building resilience. Therefore, in this study, A methodology for studying the resilience contained in cultural assets through linkage with historical map and time series spatial information is proposed and the proposed methodology was applied to cultural assets located in Gongju area. Georeferencing was performed on time-series images of aerial images and topographical map, and the changes in cultural assets and surrounding areas were found. The width of the river has changed due to the installation of the Keum River Estuary Dam and the dammed pool for irrigation. Nevertheless, the main cultural assets and monuments are located in the high-altitude area and thus have been well preserved. In this study, cultural property resilience was extracted using only map data and in future, it is necessary to conduct research to extract cultural property resilience through analysis of historical records such as geography.

A study on the Safe-Life Village Design for the Citizen Security (시민보호를 위한 생활안전 마을지도 설계에 관한 연구)

  • This paper focused on the continuing the citizen safety, the contributing the local economy's activation, and the improving the safe and the social walfare on the civil environment. Seoul metropolitan nominated the model village the Buggaja 2 dong of the Seodaemoon-gu for the making safe village in the 2013. It is designed the village map for the safe life, discovered the dangerous factor about the various and social facilities which is a road, a walking way, a school, a enjoy place for the children, a Thema place, the leasure place, facilities etc., and improved the model village for the incident's and accident's reduction education and training from 2011 to 2013. The results on the discovering and improving activities by the resilient safe monitoring activity, in the 2011 the village is reduced the 23 people from the 151 people to the 128 people in the dead number into the total citizen 34,000 during a year, is showed the excellent values, which the dead people reduced the 23 people in the village, which the safe-life result was over the 12.8% in the national average. For the making resilient city, for the supporting the visitors which it looks around the safe-life model village, the tracking road map is designed, and the tenth safe life factors is showed.

A Study on The Improvement of Related Regulation System for The Utility Tunnel Activation (지하공동구 활성화를 위한 관련규정 체계 개선에 관한 연구)

  • The purpose of a utility tunnel is to prevent repeated excavation as well as disasters and calamity. Domestic utility tunnels have been built in new town development plans. Currently, it is difficult to establish a utility tunnel due to a conflict of opinions by organization and financing. In this paper, research was conducted based on systematic procedures to suggest ways of improving the activation of utility tunnels in new cities and existing cities. First, a survey was conducted on the laws and status of utility tunnels, and problems were derived based on the review and analysis of the status. Finally, a method suggesting improvement measures to solve problems was applied. Based on the related laws and problems, the status of the development project was analyzed to select the installation scale in the utility tunnel, and the appropriate scale was reviewed through economic feasibility analysis of the installation scale under 2 million square meters. Considering the new city and the existing city, it was proposed to support administrative expenses to reduce the burden on additional installation areas and occupied institutions in a utility tunnel. In addition, improvement plans were presented for the details of the master plan for reviewing the installation regional of the utility tunnel. This paper will help officials to work smoothly when planning and installing utility tunnels in the future.

Analyses on Related Factors with Fire Damage in Korea (한국에서의 화재 피해 관련요인 분석)

  • In this study the factors of fire damage are analyzed through previous research reviews. Local environmental factors as well as those factors attributed to fire damage (number of fire events, number of injured, number of death, economic loss) were selected to compose mutual relationship model. In order to verify this relationship model, official statistics concerning fire damage were collected from 228 local governments and compared with results from previous research. As a result of this comparison four dependent variables and 22 independent variables that affect fire damage were analyzed. Independent variables are divided into human vulnerability factors, physical vulnerability factors, economic vulnerability factors, mitigating factors and local characteristics. To analyze a relationship between selected dependent variables and independent variables, we applied a semi-logarithm model and performed regression analysis. Among the 22 independent variables, the number of the weak to disaster, social welfare service workers, workers in manufacturing industry, and the number of workers in restaurants and bars per 10,000 people show the significant correlation with the number of fire incidence. The number of death from fire is significantly related to two variables which are the number of social welfare service workers per 10,000 and the ratio of commercial area. Damage cost is significantly dependent on the property taxes per 10,000 people. These factors were included in the research model as vulnerability factors (human, physical, economic) and mitigating factors and local characteristics, and the validity of research model was verified. The result could contribute to fire-fighting resource allocation in Korea or they can be utilized in establishing fire prevention policy, which will enhance the national level of fire safety.

Landslide Susceptibility Mapping Using Ensemble FR and LR models at the Inje Area, Korea (FR과 LR 앙상블 모형을 이용한 산사태 취약성 지도 제작 및 검증)

  • This research was aimed to analyze landslide susceptibility and compare the prediction accuracy using ensemble frequency ratio (FR) and logistic regression at the Inje area, Korea. The landslide locations were identified with the before and after aerial photographs of landslide occurrence that were randomly selected for training (70%) and validation (30%). The total twelve landslide-related factors were elevation, slope, aspect, distance to drainage, topographic wetness index, stream power index, soil texture, soil sickness, timber age, timber diameter, timber density, and timber type. The spatial relationship between landslide occurrence and landslide-related factors was analyzed using FR and ensemble model. The produced LSI maps were validated and compared using relative operating characteristics (ROC) curve. The prediction accuracy of produced ensemble LSI map was about 2% higher than FR LSI map. The LSI map produced in this research could be used to establish land use planning and mitigate the damages caused by disaster.

Diagnosing Railway Incident Response Manuals and Their Improvement (철도사고 대응매뉴얼 과부하에 대한 진단과 개선방안 연구)

  • An emergency manual is designed to minimize the extent and effect of lives and assets; it is not designed to prevent an accident. There have been continuous arguments in terms of manual effectiveness regardless of the fact that much effort and great cost have been invested in emergency planning and operations. The problems are that there are a number of different emergency manuals, that these manuals are hard to understand and rarely used due to their complexity, that they provide little direction toward the taking of action, and that coordination is difficult between those involved; all of these problems are related to two different pieces of legislations that define emergency manuals in different ways in terms of the contents required. The study has tried to respond to these arguments by exploring relevant legislation to identify emergency manuals that can be used to respond to rail incidents/accidents, for which previous responses have seemed inefficient. Further, some parts of the emergency manual contents are found to overlap, including the ways of differentiating incident responses, personnel roles and responsibilities by types of accident, and threat levels, all of which has resulted in unnecessary pages of the manuals. In preparing and operating such manuals, this study recommends that one piece of legislation that directly affects rail undertakings must be applied in an effort to increase effectiveness.
