The purpose of this study is to examine the level of social integration of the person with physical disabilities based on independent living paradigm according to life span and to find factors affecting social integration and therefore to make policy implications for a better rehabilitation system. The data was obtained through telephone interviews with physically disabled residing in the city of Seoul and the suburb area of the city. The final sample consists of 591 respondents. The data was analyzed through frequency, oneway anova, pearson's correlation analysis, and multiple regression. In this study, social integration based on independent living paradigm was divided into separate but related dimensions: autonomy of activity daily living, accessibility, economic level, degree of social support satisfaction, consumer control, psychological empowerment. The major findings of this study were as follows: First, the levels of six dimensions of social integration based on independent living paradigm were very different and especially the level of dimensions such as degree of social support satisfaction and consumer control were lower than other dimensions of social integration. Second, each level of social integration by life span was very different. Finally, the factors affecting social integration were socio-psychological traits such as social support, rehabilitation services, self esteem and acceptance of disability as well as the attribution to disability. The current findings suggest that improving nay only ADL or accessibility but also consumer control or social support should be considered by professional and policy makers. And differentiated intervention and policy according to life span necessary to policy makers and field practitioners.

As the social development progress, social welfare policy for people with disabilities also advance to meet rights of people with disabilities. The personal assistance service(PAS) is the primary service system for persons with disabilities based on guaranteeing the self-determination. The purpose of this study was to compare the personal assistance service system between Japan and Korea to propose improvement plan for Korean system. The comparison of two countries was based on current situation analysis of PAS. The analysis on eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible etc. The result showed that PAS in Korea is served according to administration convenience than personal need based. Korean PAS policies are limited to particular service amount and type of needed services to satisfy personal PAS need. Whereas, Japan PAS system is served on the philosophy of independent living paradigm and therefore, PAS is provided on personal service needs. The service emphasis is on self-determination and rights on service selection for persons with disabilities. The recommendation for improvement of PAS in Korea are as followed. First, PAS should served under independent living paradigm. Paradigm based service is important because it effects the main theme of PAS; the self determination and rights of service selection. Second, reconstruction of PAS system is needed. As it showed on analysis, eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible need to be supplemented. Last, to better serve PAS, case management method should be apply. Case management would contribute to settlement of PAS system in Korea. Thru case management, participation opportunities of people with disabilities must be provided during the selection of service quantity and type of PAS.

This study was to identify the factors influencing the quality of life for the elderly with disabilities in the aging society. For this purpose, this study tried to examine the relationship between the factors which are Social support, Decrease in depression of the elderly with disabilities and Quality of life for the elderly with disabilities, and also identify the moderating effect of living independence. This study tested the research model based on panel data of the elderly with disabilities in Korea Welfare Panel Study. Th result are as follows: First, social support(family support and peer support) positively impact on depression of the elderly with disabilities. Second, decrease in depression of the elderly with disabilities positively impact on the quality of life for the elderly with disabilities. Finally, the higher living independence of the elderly with disabilities, decrease in depression of the elderly with disabilities positively impact on life support services and treatment services whereas does not impact on leisure life significantly.

At this time, our country's social welfare system for the handicapped is switching to increase independence, education is the most important. This study increases the quality of Visual handicapped people's life which have limit to learn and reduces their inconvenience which may occur during their independent school life through the development of the system which helps them safely to reach their destination by themselves using IT technologies in an educational institute which helps their ability to get information and be independent. This study supports Visual handicapped people to move safely by using cell phone which is necessary items for most modern people, RFID tags and white canes with antenna and reader which read the information installed in the raised blocks outside of school buildings and in the hall or aisle inside of buildings and inform the path by voice and vibration.

The purpose of this study was to examine the effects of the activity constraints due to disability on subjective health status and daily life satisfaction among disabled, and mediating effects of subjective health status on the relationship between activity constraints due to disability and daily life satisfaction. For this purpose, the response data of 3,809 people who participated in the 5th year of the 2nd Wave of the Panel Survey of Employment for the Disabled (PSED) were used and analyzed. As a result, all sub-factors except for the degree of difficulties in hearing even when using hearing aids among activity constraints due to disability has a statistically significant negative effect on subjective health status, and all sub-factors has a significant negative effect on daily life satisfaction. And, subjective health status has a significant partial mediating effect on the relationship between all sub-factors except for the degree of difficulties in hearing even when using hearing aids among activity constraints due to disability and daily life satisfaction. Therefore, the level of activity constraint for the disabled should be reduced by providing systematic and differentiated customized rehabilitation programs that take into account the disability characteristics of the disabled, thereby improving the health level and social independence ability of the disabled. Furthermore, in order to improve the daily life satisfaction of the disabled, it is necessary to provide policy support such as the establishment of a community-based integrated support system for the disabled by linked rehabilitation program and health promotion program.

The purpose of this study was to explore the experiences of people with disabilities using Personal Assistance Services (PAS) in Korea. A qualitative study based on face-to-face interviews with people with mobility disabilities was conducted. Nine consumers with disabilities participated in the study. Study participants pointed out five changes in their life after using PAS: 1) increase in daily life activities, 2) increased perceived control, 3)increased psychological self-reliance, 4) growth of relationships with others in terms of both degree and frequency, and 5) more equalized relationships with family, Finally, article makes recommendations regarding the future provision of PAS.

This research analyzed the influence of distributive justice on the job satisfaction and the mediating effect of the empowerment of social workers in rehabilitation facilities for disabled persons. A survey of 241 social workers being engaged in the facilities of A Metropolitan City and B Province was conducted. The analysis result of this research is as follows : the social workers' distributive justice influenced the job satisfaction positively and the empowerment mediated between the distributive justice and the job satisfaction. According to these results, some solutions can be presented to promote their job satisfaction. It is necessary to improve the social workers' perception of distributive justice and their empowerment through various methods. I think that this study will contribute to the improvement of the level of services in the facilities and desirable community life and self-reliant life of the disabled.

The disabled and elderly people have a wide variety of functional impairments. By disability and elderly user group definition, identification of users needs and specification of content requirements were studied. Existing technologies including location, navigation and information exchange devise and communication systems were analyzed to design proper integrated system for indoor and outdoor uses. There are two types of services considered in the project: assisted living services(ALS) including health and emergency needs and assisted mobility services(AMS) with transportation needs. To develop each content, content identification and requirements was studied through interviews and expert consultations. System requirements and specification using usecase technique for disabled and elderly people are discussed.

The rehabilitation facilities for disabled people keeps going to grow with social changes that disabled people are dramatically increasing. This paper try to provide basic concept of the architectural planning for the disabled rehabilitation facilities. To accomplish this purpose this study has analyzed the behavior pattern of user with disabilities. This study has introduced the problem of using space in the rehabilitation and welfare facilities for the disabled and the architectural concept for resolve it. The architectural planning concept appears by barrier-free accessibility, safety for mobility and use, amenity integrated the spatial cognition and flexible structural system.

In Korea, the evolution of welfare for people with disabilities can be divided largely four stages. The first phase is before 1981, the second is from 1981 to 1988, the third is from 1989 to 2006 and the fourth phase is from 2007 to now. In the first phase people with disabilities were considered as ones of charity. In the second period the welfare ideal for people with disabilities was appeared. In the third, the framework of welfare system for people with disabilities was formed and welfare services began to be expanded. The fourth phase has been the time to secure human right and social services for people with disabilities. In Korea, for people with disabilities, 2007 was the year of historical turning point. "The Act of Prohibition on Disability Discrimination and Remedy for Right"was built that year and became effective the next year. Also "The Special Education Act for People with disabilities" was enacted newly. "The Disabled Welfare Act" was amended for the change of welfare paradigm. The change is introduction of Independent Living. After 2007 Korean legal systems for people with disabilities have been improved largely.
