This study aims to compare the statistical indicators of libraries of 57 Korean universities and 116 North American universities using Rinfo and ARL statistics respectively. The authors compared twelve similar statistical indicators and found that North American academic libraries were superior in 'volumes in library', 'electronic books', 'total staff', 'total library materials expenditures', 'total items borrowed', 'total items loaned', 'library presentations to groups', and 'participants in group presentations', compared to Korean academic libraries. Although Korean academic libraries showed higher numbers in 'annual gate count', 'reference transactions', 'initial circulations', and 'full-text article requests', there exist some differences in definitions and scopes of these indicators between Rinfo and ARL, needing cautious interpretation of results. The findings of the study imply the needs of expanding support for academic libraries that play pivotal roles in increasing competitiveness of teaching and research of universities. It was also found that systematic management and improvement for statistical indicators of Rinfo are necessary.

The purpose of this study was to analyze whether the promises of library field were, what the promises of candidates were, and whether the content of the promises showed the dissimilar tendency or discrepancy. The starting point of this study was that the library-related issues should be raised in the local election in order that library-related problems in the local area were considered as the policy. The standpoint of this research was based on the notion the library-related problems could be settled if the candidates have an interest in the library field. The range of this research was limited in the election conducted in June 2. 2010. Candidates' promises were collected through a questionnaire, categorized and analyzed by subject. According to the result of analysis, the most candidates had interest in establishing of library infrastructure, on the other hand they had no interest in collection development, library policy, allocation of budget, and job creation for librarian.

In order to assure universal information access right, the present regional gap of public library infrastructure needs to be examined in Korea. The purpose of this study is to propose an effective government financial support policy to local government to bridge the regional gaps among 16 Korean wide autonomous communities. For that purpose, this study analyzed some of the per library and per capita measures, surface areas, number of librarians, number of books, total budgets and budgets for materials, etc, available in the National Library Statistics System. Then, this study reviewed changes and problems in new government financial support systems which started from 2010. Based on the results, a reformation plan of the current government financial system to national subsidy program was proposed.

The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.

The purpose of all public libraries is to provide knowledge and information services for the intellectual and reading activities of local residents, program services that provide opportunities for cultural enjoyment and lifelong learning, and third-party spaces and facilities that contribute to the development of the community. To this end, social needs must be reflected in a timely manner with the establishment of a sound infrastructure as a prerequisite. This study analyzed the current status centered on key indicators of the public libraries in Daegu City and presented policy issues that need to be improved through a survey. The key indicators in Daegu City, compared to the national average, were not only significantly weak for the 3rd largest city but also showed considerable variation among local governments. While Daegu citizens valued public libraries in their daily lives, the dissatisfaction rate was high in the order of transportation inconvenience, lack of necessary materials and desired programs, and various regulations. Therefore, Daegu City should focus on increasing the acquisition budget, strengthening the development of new book collections, expanding the number of librarians, expanding the construction of public libraries to address service disparities among local governments, improving accessibility, and addressing factors that hinder usage. In addition, with the establishment and operation of the Daegu Library in 2024, efforts should be made to establish an operational system for public libraries, expand the scope through collaborative partnerships with other knowledge and cultural institutions, and enhance knowledge and cultural services for the Daegu citizen.

The purpose of this study is to examine the current status of university library operation through the five laws of library science and suggest ways to improve it. To this end, the operation status of four national and public university libraries was analyzed with the scope of the study as the Busan area. Furthermore, for an in-depth investigation, the P University library in Busan was examined as a case. The operation status of national and public university libraries in the Busan region was analyzed by dividing them into the categories of university library collection materials, facilities, staff, material purchase costs, and users from 2018 to 2022. In particular, there was a decrease in users and a shortage of librarians due to COVID-19. In the case study, the operation status of P University library was investigated focusing on the first and fifth laws of Ranganathan's five laws of library science. In the first law, the study was conducted on the aspects of access to and use of the collection, library location, usage time and book lending, and staff. In the fifth law, the investigation was divided into service improvement aspects according to changes in digital technology of P University library and library environment improvement aspects according to changes in user characteristics. As a result of the study, 'establishment of library space composition strategy', 'establishment of blue ocean strategy', and 'expansion of recruitment and deployment of librarians' were suggested as improvement plans.
