This paper strives to examine the acquisition process in public libraries. It specifically attempts to survey the budget allocation, duties and organizational structures of acquisition departments in public libraries, and the overall process of book selection and acquisition. Data was drawn from a survey of 545 public libraries in the country. Specific statistics were gathered through literature and interviews to be analyzed, even though they were not very detailed in nature. In looking at the actual acquisition process, a thorough comparison on the backgrounds, outlines and characteristics of current projects and an analysis on the specifics of each project was also conducted.

Recently, public libraries as complex cultural spaces are becoming a trend, and public libraries as complex facilities that are built in one building or one site are being highlighted. This can be seen as part of a policy to expand public libraries as part of the government's Living SOC project. The establishment of libraries in government office is also included in this movement. Therefore, this study presented excellent cases by investigating the current state of government office in Korea and investigated citizens' perception on the establishment of public libraries in Busan Metropolitan City Hall. Based on this, a basic plan for the operation of public libraries in Busan Metropolitan City Hall, including basic directions, organization and manpower, collection development, and service programs (including specialization program), was proposed.

The school library media specialists offer the users assistance in using information resources and instructional media by assessing, evaluating and selecting the most appropriate materials for the present educational situation in school. The format of the information media and the scope of the media center collection have constantly been changed by information technology. Media specialist has to know the selection criteria to be capable of providing any media format in the technological society, particularly of providing instruction software(courseware), multimedia, hypermedia and digital reference service to maintain the school library media center as one of the user oriented educational information centers. This paper presents the selection criteria for the instruction media by media format as one of the useful guidelines to the media specialist.

The aim of this research was to find ways to improve the overall school library management quality and also to help finding solutions to the school library related problems, which could have not been dealt by the individual schools. To achieve the research goal, we analyzed the domestic and foreign cases of the government led supports for the school libraries as well as collaborations between the school libraries and other organizations. We surveyed the principals about the school library operating policies, current status, and requirements as the principals have influence over how the school libraries are managed. One of the findings of the research was that the survey respondents devote their efforts in the collection development but they also required training of the school library staffs. In comparison to the metropolitan and rural areas, the school libraries in the middle to small cities experienced variety of problems in all aspects of their operations. In addition, the middle to small city school libraries had high expectation on the government supports.

Interoperability and collaborations have become essential factors for developing a digital library. TEL, the European Library, is a new Pan-European service which gives access to the combined resources of the national libraries in Europe, and also TEL is the name of a project to implement TEL service. The vision of TEL stems from the characteristics that the national libraries offer, which is the comprehensiveness of collection, the national libraries' holdings of outstanding historical and special collection, reliability of information and high quality. Moreover, the national libraries are in a unique position to invest in creating added value to the digitized documents and to show the cultural diversity between EU members. From the viewpoint of digital library techniques, TEL explored some advanced methodologies to guarantee the interoperability between heterogenious collections and libraries. In this study, we examine the development of TEL including publisher relations, metadata developments, and retrieval features.

The National Library of Korea, Sejong is a subject branch of the National Library of Korea, which is centered on policy information for governments and related research institutes. Therefore the strategic orientation of the NLKS to establish the essential identity and to enhance it's capacity is to collect and preserve policy information both domestic and abroad. In order to strengthen the capacity of the NLKS as a national conservation center of policy information, we surveyed and analyzed the perception of the operation and policy information services of the National Association for Policy Information and intention of policy information bulk donations of the member institutions, which are the producers and consumers of policy information. And based on the results, we suggested ways to strengthen the policy collection ability of NLKS.

In this study, the medical library in the hospital was investigated on the overall operation status of the service target, books, facilities, environment, staff, service, etc., and the librarian in question conducted a demand survey and recognition survey of the library, and proposed a plan to activate the medical library in the hospital in the future. As a result, first, to increase the status of the library by the medical library in the hospital performing its role and improving the quality of the library's service, it should be divided into the independent organization in the organization. Second, it is necessary to establish legal standards for collection, size, and manpower for medical libraries in hospitals. Third, in order to systematically manage medical libraries in hospitals, professional librarians should be supported and personnel should be recruited so that library-specific tasks and administrative tasks can be distinguished. Fourth, it seems that policies to support the medical library in the hospital, such as budget support at the national level, librarian specialization education, development of operation guidelines, network activation with other libraries are needed.

A vast amount of materials-such as prints, woodblock prints, manuscripts, old novels, and letters-written in old Korean and using old grammar and/or obsolete characters, are collected in many institutions, including the Jangseogak at the Academy of Korean Studies. Digitization of these texts has required a prolonged manual inputting process. Individual researchers, who majored in old Korean, have read and typed the characters into electronic documents, which depends upon individual skill, effort, and approach, and is particularly limiting because none can be significantly increased. To date, only a small proportion of the old Korean document collections, currently kept in storage, have been digitized and made available to the public. Even the electronic formats of the texts prove difficult to displaying correctly, due to the incompatibility between the old Korean characters and the character set on today's electronic devices. To improve the techniques and efficiency of digitizing old Korean texts, it is necessary to develop optical character recognition (OCR), which will analyze images of old Korean documents, as well as input, display, and storage methods.

The objective of this study was to evolve development strategies used as primary resources for the development plan establishment of public libraries in Yongsan-gu. To reach the aims of this research, this study examined precedent studies related to the status of domestic libraries operation and development plan. This research derived integral factors such as regional characteristics, library facilities, human resources, collections, and budges to be considered for analysis of the current situations. By using in-depth interviews with librarians and professionals, the operational and development plans of public libraries in Yongsan-gu were explored. The findings presented in this study suggested development strategies such as an expansion of library infrastructure and reading culture and development of regional specialization programs and redesign the management system.

The purpose of this study is to suggest strategies to improve and revitalize public small libraries established and operated by local governments among small libraries in Yangpyeong-gun. For this purpose, basic factors to be considered for the analysis of the current situation were derived by examining the policies and prior studies of small libraries. Based on these factors, the operation status of the public small libraries were analyzed, and interviews were conducted with the itinerant libertarians and staffs. As a result of the analysis, the main problems were the deterioration of a building, the lack of manpower and expertise, and the collection and program that did not reflect regional characteristics. In this study, we suggested a revitalization strategy such as improvement of the operating system, development of community-focused life-friendly libraries, reinforcement of manpower and expertise, development of book collections and reading culture programs with regional specialization, and establishment of community networks.
