Many local governments in Korea have competitively interested in founding and operating public libraries and carried out various projects for promoting them. Each local government, however, has focused on increasing the number of public libraries, lacking in an effort to enrich the qualitative substance. The purpose of this study is to suggest medium-term and long-term development plan for public libraries in Cheongju by considering internal and external problems of public libraries, and resent government plans for libraries. To identify this purpose, the study investigated the present founding and operating condition of public libraries in Cheongju. In the second, it suggested the medium-term and long-term strategic plans for public libraries in Cheongju using SWOT analysis. In the third, it also reviewed founding and operating changes of public libraries in Cheongju and Cheongwon which were integrated into one city. Lastly, the methods for organizing and operating public libraries in Cheongju were suggested.

전력시장의 효율적인 운영을 위한 전력산업 구조개편은 전 세계적으로 진행되고 있다. 우리나라의 경우 발전부문의 분할과 부분적인 경쟁의 도입되고 있다. 따라서 발전설비투자에 있어서 정부의 역할이 축소되고 점차 시장 기제 속에서 발전사업자 각각의 투자권한이 강해지고 있는 실정이다. 구조개편 이전에는 일반적으로 정부가 장기적인 전력 공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비투자를 시행하였다. 그러나 전력산업 구조개편 이후, 새로운 전력수급기본계획을 수립하였다. 이전과 가장 큰 차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 발전분할 전후의 투자효율성을 비교하는 방법론을 제시하고, 그 프레임을 한국 전력시장에 적용시켜보았다.

In Korea, more than 60% of the whole lands are mountainous area. Since many decades ago, hydroelectric power plants have been constructed and eco-friendly energy has been produced. Hydropower can cope with the rapidly changing energy supply and demand, and produce eco-friendly energy. However, when the reservoir is built, it is often inevitable to damage the environment due to construction of large structure. In this study, the optimal reservoir operation model was developed to maximize power generation by monthly operation for long-term operation planning. The dam operation model was developed using the linear programming which is widely used in the optimal resources allocation problems. And the reservoir operation model can establish monthly operation plan for 1 year. Linear programming requires both object function and constraints to be linear. However, since the power generation equation is nonlinear, it is linearized using the Taylor Expansion technique. The optimization results were compared with the 2009-2018 historical data of five hydropower reservoirs. As a result, the total optimal generation is about 10~37% higher than the historical generation.

Many local governments in Korea have competitively shown great interests in establishing and operating public libraries and carried out various projects. With this, an increasing number of local governments have recently established and implemented medium- and long-term development plans for their public libraries, based mostly on the findings from researches committed to the outside experts. Cheongju City has formulated the First Medium- and Long-Term Development Plan for Public Libraries in Cheongju City (2012-2016) in 2011 and the Second Plan (2017-2021) in 2016. The goal of this study is to help accomplish the planned goals of the Second Plan by conducting an interim check on the current state of execution and content of the Second Plan. To reach the research goals, first, we identified the outcome and limitations of the First Plan, as previously carried out. Second, we analyzed the trend in the change of the cultural environments of public libraries in Cheongju City. Third and lastly, we reviewed the promotion strategy and operation outcome of the Second Plan. In particular, this study focused on the expansion of an organizational structure, the reinforcement of professional workforce, and the increase in budgetary support as the core elements required for developing public libraries in Cheongju City.

급격한 도시화로 인하여 도시기반시설의 필요성에 의해 도시계획시설들이 많이 결정되었다. 헌법재판소는 도시계획시설의 지정으로 인한, 토지소유자의 토지 사적 이용권의 배제에 대해 헌법 불합치 판정을 내렸고, 2000년 1월 28일 도시계획법의 개정이 이루어짐으로써, 기존의 미집행 시설로 인한 사유권의 침해는 시급하게 해결되어야 할 과제로 발전하게 되었다. 이에 따라 장기미집행 도시계획시설에 대한 전면적인 재검토 및 재정비 계획을 수립하게 되었다. 이를 위해 본 연구에서는 GIS 분석기법을 이용하여 미집행 도시계획시설의 데이터베이스를 구축하였으며, 향후 LMIS의 지리정보 전산화일과, UPIS의 도시계획시설 데이터, 조서 자료 및 고시자료 등을 이용하여 미집행 도시계획시설 관리를 위한 기본 DB를 구축하고자 한다.

정부와 한전은 그동안 전력산업을 경쟁체제로 전환하기 위한 사업을 단계적으로 추진하여 왔다. 1993년도에 장기전력 수급계획에서 발전부문의 민간참여를 공식적으로 검토하기 시작하였으며 1995년도에는 제1차 민자발전사업 기본계획 발표로 민자발전시대의 문을 열게 되었다. 1997년도에는 정부에서 전력산업에 대한 진입규제완화 방안을 발표한데 이어 전력산업의 구조개편의 본격 논의를 위한 전력산업구조개편위원회를 구성하여 1999년도에 전력산업구조개편기본계획을 확정하기에 이르렀다. 이에 따라 구조개편 추진이 가속화하여 1999년도 5월에 산업자원부내에 전력산업구조개혁단이 발족되었고 2000년도 12월에 전력산업구조개편촉진법률안이 국회에서 통과되어 2001년도 4월에는 발전부문을 6개 발전자회사로 분할하였다. 정부에서는 전력산업구조개편을 성공적으로 이행하기 위하여 그동안 한전에서 수행해 오던 공익적 기능사업을 정부로 이관하여 추진하게 되었으며 이러한 공익적 기능사업을 체계적이고 안정적으로 추진하기 위하여 재원을 확보하고 전력산업기반조성사업계획을 수립하여 2001년도 하반기부터 수행하게 되었다.

국내 원자력발전소의 방사성폐기물 발생량은 초고압 압축, 농축폐액 건조, 페수지 건조 등의 폐기물감용을 위한 운영계획이 수립되고 또한 일부 원자력발전소에서는 1995년부터 운영이 시작될 예정이어서 감소가 예상되고 있다. 원자력발전소로부터 방사성폐기물의 누적량은 2035년까지 운영자의 폐기물 감용 계획을 고려한다면 141,920 드럼으로 예상할 수 있고, 이에 상응하는 방사능량은 반감기가 한달 이상인 30개 핵종에 대하여 방사성 붕괴를 무시할 때 49,390 Ci였다. 특히 원자력환경관리센터에서 수행한 개념설계에 따른 1차 건설예정의 지하 처분동굴의 적재량인 약 10만 드럼은 2014년까지 누적량으로 채울 수 있고 이때 처분장의 장기적 성능평가에 주요 고려 대상인 반감기가 5년 이상의 14개 핵종에 대한누적 방사능량은 약 13,577 Ci였다. 이 예측된 발생량과 재고량은 처분장 장기적 성능 및 안전성 평가에 중요한 기초자료가 될 것이다.

전력산업은 기존의 독점적 구조에서, 분할을 통해 경쟁을 도입하는 시장 구조로 변환하려는 움직임이 현재 진행 중이다. 전력산업의 발전설비 투자는 일반적으로 대규모의 자금과 오랜 공사시간을 요구하며, 안정적인 전력 공급을 위해 지속적으로 필요하다. 전력산업 구조개편 이전에는 일반적으로 정부가 장기적인 전력공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비 투자를 시행하였다. 그러나 전력산업 구조개편 이후에는 전력수급 안정을 위해 새로운 개념의 전력수급기본계획을 수립하였다. 이전과 가장 큰차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 기존 독점구조에서의 발전투자와 경쟁시장이 도입된 이후의 발전투자의 효율성을 비교할 수 있는 방법론을 제시하고자 한다.

정부의 제1차 국가에너지기본계획(국무총리실 외. 2008)과 제4, 5차 전력수급기본계획(지식경제부 2008, 2010)을 바탕으로 장기 에너지 시스템 분석모형인 LEAP(Long-range Energy Alternatives Planning system) 모형을 이용하여 2050년까지 발전 부문에서 재생가능 에너지의 확대를 통한 에너지 전환 시나리오에 대하여 정량적인 분석을 하였다. 기준 시나리오, 정부 정책 시나리오, 지속가능 사회 시나리오에 대한 발전량 및 설비 구성, 수입의존도, 연료 다양성 등 에너지 시스템에 대해 분석하는 한편, 온실가스, 대기오염물질, 온배수, 토지이용 등 환경영향을 검토하고, 시나리오별 총 비용을 분석하였다. 본 연구의 의의는 영국, 독일, 미국, 일본 등 선진국에서 전력 장기 시나리오들을 검토하는 한편, 국내 발전 부문 재생가능 에너지 전환의 가능성과 의미에 대해 화두를 던지고자 함이다.

오늘날 선진국이라 칭하는 나라들은 모두 그나라 기계공업의 수준을 말하는 것이라 해도 과언은 결코 아닙니다. 기계공업은 모든 산업의 기초이며 생산의 바탕입니다. 창조적인 서구의 기계공업이나, 모방적인 일본의 기계공업이나 기술의 토착화에 그 중요 포인트가 있는 것입니다. 우리나라의 기계공업을 볼 대 공업입국을 향하여 1962년부터 시작된 경제개발 계획에 의해서 빠른 속도로 경공업에서 중화학공업 분야로 발전되고 있습니다. 특히 1977년부터 시작된 제4차 경제개발 5개년계획에서 중화학 공업에의 중점교육 투자로 인하여 급격히 신장되고 있고 앞으로도 그렇게 될 것입니다. 그러나 여기서 우리가 고려하지 않으면 안되는 것이 있다면 장기적인 안목에서 발전 시켜야 할 과정 즉 발전 시켜 나가는 단계와 속도 등을 고려하여 장기 기술축적으로 기술의 토착화가 되어야 할 것입니다. 따라서 이러한 점을 감안할 때 우리나라 기계공업의 역사, 즉 과거와 현재를 알아보고 전망과 방향을 설정하는 것이 중요한 점이라고 보고 있습니다.
