Analysis of the Chinese Navy's Offensive Strategy for the West Sea and the Development Direction of the Korean Navy's Response Strategy (중국해군의 공세적 서해(西海) 진출 전략 분석과 한국해군의 대응전략 발전방향)

  • The purpose of this study is to present the direction of development of our navy's response strategy through analysis at the ends, ways, and means level of the Chinese navy's offensive strategy for the West Sea. As a result of the analysis, at the ends level, the Chinese Navy's offensive strategy for the West Sea strategy is being linked to a grand strategy to protect maritime rights and achieve maritime power between the U.S. and China competition, at the ways level, the Chinese Navy is expected to create a foundation for the international community to recognize the West Sea as China's inland sea through "routine entry" and "exercise authority", and in case of emergency, it will try to secure sea control in the West Sea in a short period of time by blocking Korea's maritime transportation route based on the overwhelming preemptive attack capability of aircraft carriers. At the means level, it is accelerating the construction of aircraft carrier warfare units and improving its ability to engage long-range missiles. As a direction of development of the Korean Navy's response strategy in response to this, first, Establishment and Development of National Maritime Security Strategy in conjunction with the Korean Indo-Pacific Strategy. Second, it proposes the development of the concept of effective security operations for the east sea area of the West Sea intermediate line, and third, the development of the concept of combat performance and capacity building to strengthen survival and lethality.

A Methodology for Evaluating Mission Suitability of Manned-Unmanned Aircraft Teaming for SEAD Missions (SEAD 임무 수행을 위한 유x무인기 협업 체계의 임무적합도 평가 방법론 연구)

  • This paper presents a methodology for evaluating suitability of a manned-unmanned aerial vehicle team for a complicated mission. The study identified vehicle performance, equipment performance and level of autonomy as the key factors that affect the mission effectiveness. A manned and an unmanned aircraft were compared, and their performance was quantized in these respects. SEAD was chosen as a representative manned-unmanned team mission. The SEAD mission was broken down to a sequence of tasks. Mission experts evaluated the importance of each mark item for the mission legs. Combining the results showed proper type of aircraft for each leg depending on the complexity, safety, and importance of the task. Finally, the whole mission plan was laid out as a time-based sequence which alleviate pilot workload significantly.

  • The ROK military is making a great effort and investment in establishing network-centric warfare, a future battlefield concept, as a major step in the establishment of a basic plan for military innovation. In the military organization level, an advanced process is introduced to shorten the command control time of the military and the business process is improved to shorten the decision time. In the information system dimension, an efficient resource management is achieved by establishing an automated command control system and a resource management information system by using the battle management information system. However, despite these efforts, we must evaluate the present level of informatization in an objective manner and assess the current progress toward the future goal of the military by using objective indicators. In promoting informatization, we must systematically identify the correct areas of improvement and identify policy directions to supplement in the future. Therefore, by analyzing preliminary research, workshops, and expert discussions on the major informatization level evaluation models at home and abroad, this study develops an evaluation model and several indicators that systematically reflect the characteristics of military organizations. The developed informatization level evaluation model is verified by conducting a feasibility test for the troops of the operation class or higher. We expect that this model will be able to objectively diagnose the level of informatization of the ROK military by putting budget and resources into the right place at the right time and to rapidly improve the vulnerability of the information sector.

A Study on the Improvement of Airspace Legislation in Korea (우리나라 공역 법제의 개선방안)

  • Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

A Study on Strengthening Consequence Management System Against CBRN Threats (CBRN 위협에 대비한 사후관리체계 강화방안)

  • North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.

Ordinary Press Consumers' Predisposed Attitude's and Fairness Judgment (언론소비자가 갖는 이슈에 대한 태도가 언론의 공정성 판단에 미치는 영향)

  • Press (un)fairness has been a social issue in Korea. The previous research focused mainly on the suggestion of fairness norms, principles, concepts, and definitions. Also, the research tried to measure the degree of fairness by analyzing press contents. This study attempted to overcome the media- and source-oriented approach proposing ordinary press consumers' perspectives. The study posited that one's fairness judgment would be greatly influenced by his or her preexisting attitudes on issue. Based on social judgment theory and hostile media perception framework, the research expected 'assimilation' bias for attitudinally congruent group and 'contrast' bias for attitudinally incongruent group. An $3\times3\times2$ experimental design was employed to test the theoretical predictions. The results found assimilation and contrast bias for strong attitude groups who read one-sided and two-sided messages. The results also implied hostile media perception occurred by selective categorization. Also the difficulty and limitation of traditional fairness judgment and media-centered approach was discussed.

Directions in Promoting Independence in Operational Control (전시작전통제권 단독 행사 추진의 방향)

  • Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.
