This study was to investigate and analysis the library-related laws and regulations enacted by local governments. As a result, library regulations are investigated all 629 cases in nationwide survey. Among them, library-related ordinances are 393 cases, library-related regulations are 187 cases, and library-related anweisung are 43 cases, such as the order was followed. The Library ordinance 393 cases consist of library management ordinance(205 cases), small library ordinance(101 cases), reading promotion ordinance(49 cases), and so on. The 32 local governments did not enact the Library laws and regulations. And the 40 local government did not enact Library management ordinance. It is suggested that local government did not enact library-related laws should be established the library laws as soon as possible.

This study suggests the basic data of the establishment and revision of local laws and regulations by analyzing the status and content of local laws and regulations related to public libraries focusing on Daejeon Metropolitan City. For this purpose, first, this study investigates the theoretical background of the type, nature, and procedure of establishing local laws and regulations. Secondly, this study analyzes the content of local laws and regulations related to public libraries classified into three parts, that is, metropolitan governments, local governments and school districts. Finally, this study points out the problems and solutions in relation to the structure of administration, the rank and position of library directors, and the organizations of public libraries.

This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' In this study, as recently there is active discussion in academia and relevant industries relating to delegation of social welfare facilities to the private sector, self-regulations relating to such delegation by Seoul was analyzed for systematic supply of social welfare service and find ways to improve self-regulations that will be enacted or amended by local governments. The data was collected from self-regulations of Seoul based on the self-regulation information system as of May 1, 2015, and analyzed according to the steps of delegation to the private sector proposed by Hyangsun Choi, in terms of presence of clauses and contents. Based on the analysis, the study prosed: first, clarity in description of application criteria and relevant facilities and dual system of the delegation agencies; second, improvement in criteria for selecting the delegation agencies and the head of committee; third, clauses related to supervision of an administrative agency; fourth, overall improvement of clauses related to evaluation nd review of delegation and institutional arrangement for more transparent evaluation.

The study aims to discuss various issues on administrative information dissemination of local governments based on analysis of local legislations related to freedom of information. As a theoretical study, it reviews a history and significance of the administrative information dissemination. Furthermore, this study analyzes articles related to administrative information dissemination which are defined by local legislations. As a result, firstly, it confirms that there are a number of cases which those articles are inadequate. Secondly, this study classifies articles related to administrative information dissemination into five types, including the A type which separately contains two different administrative information dissemination contents to the D type which only describes management aspects of administrative information dissemination, and the E type which does not define any articles related to administrative information dissemination.

In this paper, we have figured out status and demand about personal information in local laws and regulations of the four major city out of the municipality 18 institutions of Gangwon Province. To take advantage of the autonomous regulations Information System(ELIS), and research and analysis in the autonomy regulations of local governments to object to the attachment format. To object to the Attachment to the request of the resident registration number notation is a super key. There is a disclosure resistance sense of personal information, and research analysis of the smart phone number and home phone number. We have proposed the urgent development of automatic search engine of PIMS compliance with personal information.

The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.

이 연구는 기록물관리와 정보공개 간의 연관성과 관련된 규정을 파악하는데 있다. 이를 위해 특별시 광역시 도의 지자체 정보공개와 관련된 89개의 자치법규를 분석하였다. 조사결과 자치법규의 조항요소 측면에서 '정보공개심의회'와 '행정정보의 공표'가 가장 많이 규정되었으며, '다른 법률과의 관계'에서는 정보공개의 비대상이 되는 정보만 나타났다. 기록관의 역할에 대해서는 '총괄부서(전담부서)의 명확한 표기의 필요성'과 '기록관 업무의 구분 필요성'이 기술되었다. 업무 협업에서는 '처리과'와 '기록관'의 정보(기록물)를 구분하고 있으며, 이에 대한 협력체계를 나타내었다.

This paper as basic study for the effective conflict management of the local government analyzed the local laws and regulations in conflict. Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.
