An Analysis of Social Discursive Space: Critique of New Liberal and New Conservative Discourses (사회적 담론공간 분석: 신자유주의, 신보수주의 담론을 중심으로)

  • This study is concerned with analysing complexity, flexibility and dynamism of social discoursive space. The developmental process of social discourse is analogous to that of a spatial structure of social discourse. Post-capitalist society has seen New-Liberalism and New-Conservatism have become dominant, resulting in the deterioration of the cultural politics of citizenship. It is argued that the position of otherness, in which those binary structures (inside/outside or centre/margin) collide and collapse, is where subversive discourse can emerge to dominant discursive power. Furthermore, it is necessary to democratize social discursive space, through which the Other becomes able to. participate in the social production, distribution and consumption of social discourse.

Perceptions and Attitudes of Americans in Korea toward Edible Insect-based Pet Food (식용곤충 함유 반려동물 식품에 대한 국내거주 미국인 소비자 인식 및 태도 연구)

  • We examined American consumers' perceptions and attitudes toward edible insect-based pet food. In this study, 16 Americans in Korea who owned dogs were categorized into two groups, and focus-group discussions were conducted under three conditions. First, we observed the free association perception of edible insect-based pet food, and attitudes were analyzed after providing a newspaper article related to it. Finally, consumer attitude was examined in the context of purchasing. The study found that the participants had high awareness of the eco-friendliness of edible insects and showed a positive attitude toward news articles related to it. However, when it came to purchasing, they considered nutritional and health functional values compared to environmental values. Meanwhile, the rejection of insects was nevertheless the most important negative factor in pet food, as in general food. The results are significant in confirming the possibility of using insect-based pet food by examining the perceptions and attitudes toward the environmental, nutritional, and health functional values of edible insects under three conditions for American consumers.

The Press Coverage of the Cyber Defamation Laws: Framing Effects of Core Values and Attributional Patterns (사이버모욕죄 보도의 프레이밍 효과: 핵심 가치와 귀인 양식을 중심으로)

  • In covering the controversies surrounding the so-called cyber defamation laws, the Korean press offered competitive frames in terms of values (security vs. freedom of speech) and attributional patterns (episodic vs. thematic attribution). By attending to core values and attributional patterns as two essential components of news frames, this study explored the cognitive and affective processes of value and attributional framing and their effects on issue opinion. According to a 3-group online experiment, first, it was found that core values increased the perceived importance of relevant beliefs, which further affected individuals' attitudes toward the laws. The affective effects of core values were also found marginally significant. The value of security increased the intensity of anger toward deviant netizens (so-called defamatory repliers), and it further increased individuals' support for the laws. It was not substantiated, however, that individualistic attribution, than social attribution, would provoke stronger anger toward defamatory repliers. Instead, episodic frames appeared to be more effective in driving issue opinion as indicated by the value frame.

A Socioeconomic History of Korean Newsprint Paper Focusing on General Dynamics of the Market (한국 신문용지의 사회경제사 시장의 역학을 중심으로)

  • This paper deals with historical changes in the market of Korean newsprint paper since 1945. Particularly, this paper does not examine only the structure of supply and demand in the newsprint paper market, but also general dynamics of the market from a perspective of Harold Innis's socioeconomic history. As a result, this paper concludes that the general dynamics of Korean newsprint paper market has persistently responded to a stimulus from external markets due to a scarcity of natural resources. To more concretely put it, until 1967 when the newsprint paper market was opened, Korean government had tried to control both newspaper industries and paper manufacture businesses by the matters of price and distribution of the newsprint paper. But since the market was opened, a general dynamics of the Korean newsprint paper market has been vulnerable to uncoordinated properties of external markets. Consequently, even though 'self-sufficiency' of newsprint papers was achieved in 1974, the price of newsprint papers has been often rising and falling.

  • The increased concern about national security in the U.S. after the 9/11 terrorist attacks has influenced public rights of access to government information and its legal foundation, the Freedom of Information Act (FOIA). Public access to government information has been restricted at the policy level by a series of legislative and executive changes in FOIA after September 11, 2001, but the examination of statistics on FOIA implementation between fiscal years 1999 and 2004 shows that the strengthened national security measures did not have a considerable impact at the implementation level during this period. These contrasting findings might be due to the public officials' informal reaction to the criticism of the restriction on public access, bureaucratic inertia, and the use of new record categories not subject to FOIA.

  • In the early 2012, European Union proposed new legal framework, including the right to be forgotten, for the protection of personal data. The new Proposal articulates kind of sweeping new privacy right and there has been debates on its potential threat to free speech in the digital age. While the situation is similar in Korea, I want to introduce the right to be forgotten in the Proposal. Then, I will analyze current legal system in Korea regarding the new privacy right and suggest some guidelines in searching direction for the coming legislation with respect to the right to be forgotten. The right to be forgotten should not have been promulgated without considering fully its effect on the free speech, especially in the society where the voice toward direct democracy or movement toward participation of the citizen, mainly through cyber space or Social Network Services, has risen much higher in Korea. Especially, the new right seems not to cover the control of data subject on a third party where the third party expressing his opinion by posting himself other's personal data on his blog or others.

A Limit of the Prohibition of Ar ticle Type Medical Advertisement (금지되는 기사성 의료광고의 한계)

  • Korea's medical law prohibited medical advertisements in principle and permitted them on an exceptional cases. However, the decision of the Constitutional Court of 20005. 10. 27. 20003 Heonga 3, it was changed to a negative system which allows advertisements in principle and restricted only exceptionally. Dramatic increase of medical advertisements was made after that and many argued more deregulation because there was actually heavy regulations. In particular, there is almost no actual regulation on the article type advertisement due to the reason of protection of the freedom of press, media and occupation. However, there may be an unjust result if a specific article or specialists' opinion is made using a newspaper, broadcasting or magazine as a form of article type advertisement to specific medical specialists or medical institution or medical treatment method that falsifies consumers or makes consumers confused by unjust medical expectations or reliability, that also deteriorates just competition and that causes the misrecognition of consumers. In fact, there were actual damages of article type advertisements on the eye whitening surgery not long after the transfer to a negative system of medical advertisements. Victims raised a medical proceeding against the doctor who carried out the surgery, but there is actually no systematic warranty except for the indemnity request. Thus, this case demonstrated a vulnerable result of a negative system. As such, it is problematic that there is no proper regulations defined in the current law and regulations because of the reason of the protection of the freedom of press, publication and occupation despite damages of such article type advertisements. Accordingly, it is urgent to apply the current prevention regulations on the article type advertisements strictly, and to set up specific regulations.

A Study on the Conflict between the Use of Personally non-Identifiable Information and the Protection of Personal Information in Digital Behavioral Advertising: Focusing on the Domestic and Foreign Status and System (디지털 맞춤형 광고에서 비식별개인정보의 활용과 개인정보 보호와의 갈등에 관한 연구: 국내외 현황과 제도를 중심으로)

  • This study looked at the conflict between the aspect of the use of personally non-identifiable information for the development of the big data industry and the digital advertising industry and the aspect of personal information protection. In order to achieve the research purpose, this study focused on literature research such as thesis, legal texts, administrative regulations, and recent media articles. As a result of this study, the main issues related to the protection of personally non-Identifiable Information in digital behavioral advertising were 'conflict between freedom of advertising expression and personal rights', 'personalization of unidentifiable information', 'information imbalance'. In this regard, as measures to protect personally non-identifiable information in digital behavioral advertising, it was proposed to 'harmonize with freedom of advertising expression and personal rights, 'improve notification and consent. process', and 'reinforce the right to control personal information'.

The U.S. Government's Book Translation Program in Korea in the 1950s (1950년대 한국에서의 미국 도서번역 사업의 전개와 의미)

  • This study dealt with the U.S. government's book translation project as a part of its public diplomacy to gain the Korean people's 'minds and thoughts' in the midst of cultural Cold War from the end of World War II to the late 1950s. It was found that the U.S. book translation project was begun during the U.S. military occupation of South Korea, though with minimum efforts, and reached its peak in the late 1950s, In general, the purposes of the U.S. book translation project in South Korea was as follows: to emphasize the supremacy of American political and economic systems; to criticize the irrationality of communism and conflicts in the communist societies; to increase the Korean people's understanding of the U.S. foreign policies; to publicize the achievement of the U.S. people in the areas of arts, literature, and sciences. In the selection of books for translation, any ones were excluded which might contradict to U.S. foreign policy or impair U.S. images abroad. It must be noted that publications of a few Korean writers' books were supported by the project, if they were thought to be in service for its purposes. Even some Japanese books, which were produced by the U.S. book translation project in Japan, were utilized for the best effects of the project in South Korea. It may be conceded that the U.S. book translation project contributed a little bit to the compensation for the dearth of knowledge and information in South Korea at that time. However, the project may have distorted the Korean people's perspectives toward the U.S. and world, owing to the book selection in accordance with the U.S. government's policy guidance.

Media Representation of Korean Modern Historical Incidents, and its Myth and Ideology: A Semiotic Approach on MBC-TV Documentary (한국 현대사의 미디어 재현과 신화 및 이데올로기: MBC-TV 다큐멘터리 <이제는 말할 수 있다>의 남북관련 이슈를 중심으로)

  • The purpose of this study was to investigate representation of media on Korean controversial historical incidents and its myth and ideology. Especially the authors paid attention to the MBC-TV Documentary which had dealt with many controversial issues in Korean society. Those issues had never been dealt by other Korean media before it began to do. Three episodes about the South-North Korea related issues were selected as main object of this study and were analyzed with various semiotic research methods, especially, paradigmatic analytical method, narrative analytic method and mythical analytic method. As a main result of this study, it was found that the Documentary tended to represent such controversial historical issues very differently from the previous representations of old newspapers'. Th e old newspapers tried to establish old myths; that is, 'myth of national crisis', 'myth of anti-communism', 'myth of scapegoat of college students', 'myth of intelligent agency's monopoly', 'myth of social stablization', etc, while the documentary changed to build up new myths; that is, 'myth of humanities', 'myth of peaceful unification', 'myth of freedom and democracy', 'myth of human rights, etc.' In short, it was concluded that the documentary was able to change some previous myths and ideologies through its changing representations.
