치수는 고대국가로부터 현재의 국가에 이르기까지 중차대한 국가사업이다. 근대를 지나면서 산업화가 가속화되었고 수자원의 사용과 관리는 더욱 세분화 되었다. 또한 수자원의 사용과 관리에 앞서 기후와 밀접한 관계가 있는 수자원의 물리적 특성을 분석하는 연구가 활발히 이루어지고 있다. 최근 우리나라도 급격한 산업화로 인한 환경파괴와 지구온난화로 인한 강수의 편중이 더욱 심해지고 있다. 즉, 한반도도 전 세계가 직면한 기후변화로 인한 자연재해로 부터 안전하지 않다는 것을 의미한다. 특히 수자원을 관리함에 있어 가뭄의 경우에는 장기적으로 진행되는 경우가 많고 피해 규모와 복구 등도 가뭄의 진행 기간과 밀접한 관계를 가지므로 적극적인 대비가 필요하다. 따라서 가뭄을 연구함에 앞서 과거 한반도의 가뭄의 경향성 및 주기성 같은 특성을 분석할 수 있는 연구가 수반되어야 할 것으로 사료된다. 이에 따라 본 논문에서는 과거 한반도 가뭄 사상의 특성분석을 위해 대표 가뭄지수로 SPI(Standardized Precipitation Index)와 PDSI(Palmer Drought Severity Index)를 선정하여 우리나라 전역에 위치한 총 59개 기상관측소의 1980년~2009년까지의 기상자료를 수집하여 유역별 월평균 가뭄지수를 산정하였다. 또한 이를 이용하여 가뭄발생의 경향성 및 주기성을 중심으로 과거한반도 가뭄의 통계학적 특성분석을 실시하였다. 각 지수의 경향성을 분석한 결과, SPI3와 SPI6는 봄과 겨울에는 가뭄이 심화되는 경향을 보였고 여름철에는 가뭄이 완화되는 경향을 보였다. 반면 SPI12의 경우는 섬진강과 영산강은 유의하지는 않으나 전 기간에 걸쳐 가뭄이 심화되는 경향을 보였고 한강, 낙동강, 금강유역은 가뭄이 완화되는 것으로 나타났다. PDSI의 경우에는 SPI와는 반대로 섬진강과 영산강은 전 기간에 걸쳐 가뭄이 완화되는 경향을 보였고 한강, 낙동강, 금강유역은 유의한 수준에서 가뭄이 심화되는 경향을 보임으로써, SPI와 PDSI에 의한 가뭄평가 경향성이 유역별로 다소 다르게 나타나는 것을 확인할 수 있었다. 한편, 각 유역의 주기성을 분석한 결과로는 모든 유역에서 1년~3년 또는 6년 이하의 주기성을 나타냈으며, SPI의 경우 지속기간이 길어질수록 6년 이상의 저빈도 주기성을 나타냈고, SPI3는 짧게는 1년 미만의 고빈도 주기를 보이는 경우도 있었으며, SPI6와 SPI12는 4년~6년 주기를 나타냈다. 또한 PDSI도 마찬가지로 6년 내외의 장주기를 보였다. 특히 유역별로 분석할 경우 남부지역의 가뭄발생 주기가 중부지역보다 길게 나타나는 성향을 보였다. 그리고 SPI와 PDSI, 두 가뭄지수의 공통주기를 분석한 결과에서는 상관관계가 적은 것으로 확인 되었다.
North Korea has been in ecologically deficit state since 1966, despite of lack of energy and food resources. Trends of the Biocapacity (BC), the Ecological Footprint (EF), and the Ecological Deficit (ED) of North Korea were shown and five factors influencing on the Overshoot Rate (OSR) which is the ratio of the BC and the EF in North Korea was analyzed in this study. The five factors consist of two factors affecting to the EF and three factors affecting to the BC in North Korea. Two of the five factors are affecting to the EF those are population, the EF per capita (EFPC) which indicates the individual environmental consumption intensity, and three are affecting to the BC those are the land area, the yield factor, and the value multiplying the equivalence factor and the intertemporal yield factor. The EF has contributed more than the BC to the OSR. From 1966 to mid-1990s, the EFPC was the most contributing factor at about 60%, and after mid-1990s, population at about 40~60%. Contribution ratio of land area and the yield factor have increased after mid-1990s up to 15% and 18%, respectively. The BC of cropland which has decreased due to a decrease in productivity. In order to reduce the ED of North Korea, improvement of productivity of cropland and restoration of forest. Forest area has decreased significantly since 1990 in NK. And ways to solve the food shortage problem which influences on decrease of both productivity of cropland and forest area.
This study is to present effective and rational strategies by comparing and analyzing plans of some nations such as the United States, Britain, Germany and Japan against terrorism. Nations mentioned above have made alliance to prevent the possible terrorism after 9.11 attack and performed various tasks efficiently. The result of this study is summarized as follows. First, it is required that there should be an integrated system which works properly. Each nation has not distinguished natural disaster from man-made one based on the damage and the abilities of authorities to deal with. On the other hand, South Korea tells two disasters according to causes and runs distributed systems in which each government division performs its duties to manage each disaster. Accordingly, in economic terms, it is much more effective to provide integrated counter terrorism, not distributed one. Second, information sharing must be stimulated. To take actions quickly when an accident occurs, the government needs to have united and integrative systems, which make it prepare for various types of terrorism well. In addition, it is necessary for a government-related organization to tie up with other channels for collecting, analyzing and sharing information. For this, integrative systems for terrorism should be taken into consideration.

This research has been shown the strategic disaster prevention and safety management's methodology that minimize the demage and loss from environmental disaster: it is made the renewable energy using the urban wastes causing the main environmental disaster, it minimize the generating cost from the environmental disaster, it gain the energy source for preparing the large-scale shutdown electricity, it gain the profit from the continuous electric power and heat energy's generating, it gain the renewal energy source from the old urban wastes' landfill, it give back the citizen the clean environment, the construction cost is able to be solved form the profit which the power plant is made the plasma gasification generation of the urban wastes, it create the new related jobs in the local government, it base to be invested the local industrial zone's commercialization due to the renewal energy power plant. Especially, in happen to the large-scale natural disaster's typhoon and earthquake, in the result generating the large-scale urban wastes, it is shown the prepared and robust model which contribute the preventing recovery of the local economy using the renewal energy of the urban wastes, and the strategic disaster prevention and safety management's method in the future city.

It is important to analyze the exact damage information for fast recovery when natural disasters cause damage on river-side facilities such as dams, bridges, embankments etc. In this study, we shows the method to effectively damage analysis plan using UAV(Unmanned aerial vehicle) images and accuracy assessment of it. The UAV images are captured on area near the river-side facilities and the core methodology for damage analysis are image matching and change detection algorithm. The result(point cloud) from image matching is to construct 3-dimensional data using by 2-dimensional images, it extracts damage areas by comparing the height values on same area with reference data. The results are tested absolute locational precision compared by post-processed aerial LiDAR data named reference data. The assessment analysis test shows our matching results 10-20 centimeter level precision if external orientation parameters are very accurate. This study shows suggested method is very useful for damage analysis in a large size structure like river-side facilities. But the complexity building can't apply this method, it need to the other method for damage analysis.
Natural disasters such as floods has been increased in many parts of the world, also Korea is no exception. The biggest part of natural damage in South Korea was caused by the flooding during the rainy season in every summer. The existing flood vulnerability analysis cannot explain the reality because of the repeated changes in topography. Therefore, it is necessary to calculate a new flood vulnerability index in accordance with the changed terrain and socio-economic environment. The priority of the investment for the flood prevention and mitigation has to be determined using the new flood vulnerability index. Total 25 urban districts in Seoul were selected as the study area. Flood vulnerability factors were developed using Pressure-State-Response (PSR) structures. The Pressure Index (PI) includes nine factors such as population density and number of vehicles, and so on. Four factors such as damage of public facilities, etc. for the Status Index (SI) were selected. Finally, seven factors for Response Index (RI) were selected such as the number of evacuation facilities and financial independence, etc. The weights of factors were calculated using AHP method and Fuzzy AHP to implement the uncertainties in the decision making process. As a result, PI and RI were changed, but the ranks in PI and RI were not be changed significantly. However, SI were changed significanlty in terms of the weight method. Flood vulnerability index using Fuzzy AHP shows less vulnerability index in Southern part of Han river. This would be the reason that cost of flood mitigation, number of government workers and Financial self-reliance are high.
In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.
