  • Since the financial crisis in 1997, the paradigm in property has been changed. So the domestic asset management market was generated and developed. While developing the asset management, however, there were a variety of problems about management of property information and asset management specialist shortage. For effective property management, this study propose the strategy of making information management system.

Development of Special Asset Management System Using RFID (RFID를 이용한 특수 자산 관리 시스템 개발)

  • RFID technology is already used in the various application fields such as identification card, traffic card and etc. Many RFID application systems using UHF have been developed in the field of asset management, logistics and security. Because a human being can make mistakes, we need the system that can efficiently manage the special assets such as small arms, jewelry and medicine and can monitor them in real time. In this paper, we proposed a special assets management system to keep assets in safe custody, to monitor their safety status in real time and to manage distribution channels and history of those assets. The developed system is called Smart Cabinet because it has cabinet's form. Smart Cabinet integrates such technologies as RFID, smart card, fingerprint recognition, several sensors and LCD display in order to provide the functions for special asset management. Those functions include condition monitoring of assets, traceability management, distribution channels and security logs, which are to interact with a management server. The article demonstrated the potentiality of RFID by presenting special asset management solutions dedicated to guns and medicine management, and also showed the effectiveness and possibility of those solutions.

  • For efficient maintenance management of bridges, an establishment of asset management system is necessary which helps prediction of maintenance cost and strategic allocation of budget in consideration of top priority. The main purpose of this study is to suggest asset valuation method, which is practical in conformity with domestic situations, through researches on asset valuation method of bridges. This study has researched asset valuation method of bridge, which is appropriate for domestic situations by finding out advantages and disadvantages through investigating domestic and foreign application examples of asset valuation method for bridge facilities. In this study, asset valuation method by historical cost and replacement cost were suggested and a valuation model for bridges was established. In addition, two suggested valuation methods were applied to actual bridges which is used in Korea. As the result, it was analyzed that bridge asset valuation method in consideration of historical cost is desirable for the accounting purpose. And, it was analyzed that valuation method utilizing depreciated replacement cost(DRC), which could consider various factors, is desirable for the maintenance decision supporting purpose.

  • Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

  • We are developing asset management information systems to introduce the preventive/proactive approach at operation and management (O&M) of infrastructures. The objective of this study is to explore the future direction for development and operation of asset management information systems. So, we developed the success model and selected the evaluation criteria for analyzing user satisfaction to assess the expected performance of asset management information systems and the degree of impact on asset management functions to operation and management of highway transportation facilities. We estimated the relative importance weight according to the selected evaluation criteria through AHP analysis. We verified the logical consistency of the importance weight and exclude biased outlier from importance weight group using the concept of the Compatibility.

  • It is essential suity management and standardized asset analysis for telecommunication networks, however existing risk analysis methods and tools are not enough to give shape of the method to evaluate value and asset. they only support asset classification schemes. Moreover, since the existing asset classification schemes are to evaluate comprehensive general risk, they are not appropriate for being applied telecommunication networks and they can´t offer any solutions to an evaluator´s subjectivity problem. In this paper, to solve these problems, we introduce the standardized definition of asset evaluation model new asset classification scheme, two-dimensional asset process classification scheme to consider business process and asset, various evaluation standards for quantitative value and qualitative evaluation. To settle an valuator´s subjectivity problem, we proposed $\beta$-distribution Delphi method.

  • Recently, the need for asset management(AM) plan introduction to reduce increasing O&M cost with aging water facilities is on the rise. Therefore, asset inventory classification is necessary as the first step for AM plan construction. In this study, all assets of YW water treatment plant(WTP) were classified as 5 steps. In addition, specific code name was given to each asset which can increase compatibility in constructing the AM programs among WTPs. In the future, codes for attribute and status of asset will be allocated, which can facilitate proper AM operation.

  • Infrastructure are the essential element in the country for they are the basic facilities forming the basis of economic activity. In Korea Infrastructure which are subject to the management of government are increasing annually, and subsequently the budget of maintenance costs is expected to rise significantly. For the effective management of the constructed and accumulated infrastructure, the integrated management of the future assets will be needed which includes the determination of the asset status, management subjects, and the location, the maintenance of their performance and state, and the prediction of the cost required to increase their useful lifetime. However, in the domestic cases the road facilities valuation has not been done systematically, and the preparation and research on this is scarce. Thus, the systematic procedure for the road facilities valuation is required. In this paper the following study was conducted to derive the reasonable asset valuation methods. First, the valuation methods was investigated and summarized throughout the domestic and international research literature. Second, to apply the investigated valuation methods to the road facilities the valuation process that reflects domestic conditions and characteristics has been developed. Third, a working Bridge, Highways, and General national ways were applied to the general valuation process, and the results were analyzed. As a final step a schematic diagram of the asset management support by WDRC valuation method was presented.

Construction of web-based IT Assets Management System (웹기반 IT 자산관리 시스템의 구축)

  • As IT is also recognized as assets, IT assets management system is trying to introduce for the management and operation in domestic enterprises and public institutions. The general assets management system was introduced in domestic companies, but because it managed mainly the only simple information about the assets, there were a lot of operational difficulties of the assets. In order to operate effectively the IT assets used in special business such as bank, prosecutors, railway, etc the classification system of IT assets based on the EA was needed first of all. Accordingly, in this paper, we classified IT assets systematically according to the EA meta model Application Guide V1.4 in consideration of the characteristics about the IT asset business for A public institution, and performed to improve the operating costs and efficiency by implementing a web-based IT assets management system for this public institution.

  • Recently, the paradigm of social infrastructure investment has been changed from new construction to maintenance and management. As a consequence, the management and maintenance system of existing highway facilities needed an innovation involving the concept of asset management. This paper discusses the new facility management system suitable to local highway agencies. The new system incorporates asset management concept so that it can analyze the network level facility management solution and it can also improve the budget efficiency for local government. This paper also presents systematic method to integrate various facilities for management system.
